These methods do not all establish the same thing. An age estimate predicts an age or range; identity matching checks whether a person matches a document; a declared birthday is an unverified claim. The method used determines what information may be processed, and handling varies by platform and provider.
What “age verification” means
Age assurance is an umbrella term for ways a service decides whether someone meets an age threshold or belongs to an age group. The UK Information Commissioner’s Office (ICO) distinguishes several approaches in its age assurance guidance:
As an Amazon Associate I earn from qualifying purchases.
- Age verification checks whether someone is a particular age or meets a threshold, such as being over 18.
- Age estimation predicts an age or age range, without necessarily identifying the person.
- Self-declaration asks the user to state their age or date of birth, but does not independently validate it.
- Parental confirmation uses confirmation from a parent or guardian.
- A waterfall approach combines methods, potentially offering a different check if the first one is inconclusive or disputed.
A platform may use an age check at signup, later in an account’s life, or for a particular feature. There is no single workflow followed by every service.
How platforms may check or estimate age
Birth-date declaration
The simplest route is to ask for a date of birth or age. It is quick and involves little extra information, but the answer is only as reliable as the user’s statement unless the platform adds another check.

Photo ID or identity service
A service may ask for a photo ID and compare its details or photograph with information or an image supplied by the user. Other direct checks may involve a digital identity service, a bank or payment signal, a mobile network, or email-based age estimation. These approaches use different data; the existence of a method does not establish one standard set of fields or a common retention period.
For UK services assessing whether someone is 18 or older, Ofcom lists photo-ID matching, digital identity services, open banking, mobile-network checks, credit-card checks, and email-based age estimation as methods capable of highly effective age assurance. Its guidance says self-declaration alone and debit-card checks alone do not meet that standard. This is Ofcom’s assessment for that UK 18+ context, not a universal ranking for every age threshold or country. See Ofcom’s age assurance duties guidance.

Face, voice, or other biometric age estimation
An age-estimation system may analyze facial features, voice, or other biometric characteristics to predict age. That prediction need not establish a person’s identity or exact date of birth. A UK government study describes, for example, a children’s service that combined a face scan with a child’s declared age and deleted the scan immediately after the check; that is an example of one implementation, not a promise about how all services handle scans. The study is available from the Department for Science, Innovation and Technology.
Behavioral age inference
Instead of asking for a document or scan, a platform may infer age from how an account is used. Signals described by the ICO include posts, text or audio, behavior and traffic patterns, location, viewing history, searches, friends, networks, and the content a person views. Birthday messages are one example of a signal. Some systems may also draw on information about other people, such as accounts the user interacts with.

The ICO’s December 2025 fact-finding covered four organizations that said they used profiling for age assurance; two other organizations contacted said they did not. The responding platforms described profiling as generally supplementing self-declaration. Some used multiple models, including models to estimate whether someone was over or under 18 and to tailor a person’s experience. If an account is flagged as possibly belonging to a child under 13, a platform may send it for human review and offer an ID or facial-estimation option if the user disputes the inference. These findings describe the organizations considered, not every social platform. Read the ICO’s December 2025 account of profiling for age assurance.
What information may be collected
| Method | Information that may be involved | What the result establishes |
|---|---|---|
| Self-declaration | The age or date of birth the user enters. | A stated age, not independently verified by that statement alone. |
| Document or identity matching | Photo-ID details and an image used for comparison; the exact data depends on the service and provider. | May verify an age threshold or help match a user to a document, depending on the implementation. |
| Biometric age estimation | Facial features, voice, or other biometric characteristics used by the system. | An estimated age or range; it need not identify the person. |
| Behavioral inference | Account activity and interaction signals, potentially including posts, text, audio, location, searches, viewing history, friends, networks, and viewed content. | An inferred age or age group, not necessarily proof of exact age. |
| Other assurance signals | Payment, bank, mobile-network, digital identity, or email-related information, depending on the method. | Evidence relevant to an age threshold; the precise signal and outcome vary. |
These are possible categories, not a claim that every platform collects all of them. A platform may also rely on a third-party provider, so the information it receives and the information processed by the provider may differ.

Does a platform keep your selfie or ID?
It depends on the platform, the provider, and the check. The available UK guidance does not establish a universal deletion or retention practice: do not assume every scan is immediately deleted, or that every service stores it indefinitely. Ofcom says services should explain what data they process, how they use it, and when it is deleted; it also recommends due diligence on third-party providers. See the joint Ofcom and ICO guidance on age assurance and data-protection obligations.
Before submitting a scan or document, look for the platform’s explanation of what it collects, whether a vendor processes it, what the service receives, how long each party keeps the information, whether it is reused for another purpose, and how to challenge a result. A clear explanation should cover the process rather than simply say that an age check is secure.

Accuracy, privacy, and the limits of age checks
No method is a perfect answer for every service. Checks can be inaccurate or circumvented, and an estimate is not the same as proof of age. The ICO has said that profiling used to supplement self-declaration is unlikely, as currently deployed, to be enough by itself to remove underage children from services they should not access. It cannot replace a robust age gate where one is required.
There is no single authoritative accuracy percentage for social-media age checks across platforms. Results depend on the method, threshold, implementation, and population. For biometric methods, organizations also need to consider possible bias and discrimination. Under UK data-protection law, some biometric processing may qualify as special-category data, depending on how it is processed; not every face image automatically has the same legal status.
For a UK service, Ofcom and the ICO say age assurance should be necessary, effective for its purpose, proportionate to the service’s risks, and compliant with data-protection principles. The ICO’s practical questions include whether the purpose is explained, only necessary data is collected, the result is accurate enough for the decision, and information is secure, retained only as long as necessary, and not reused incompatibly. Ofcom also points to performance monitoring, appeals, and safeguards such as liveness detection where relevant. These are UK regulatory expectations, not worldwide law.
How to assess an age check as a user
- Purpose: Does the platform explain which age threshold it is checking and why?
- Data: Is it clear whether the check uses a declared date, ID, face scan, activity signals, or a third party?
- Retention and reuse: Does the notice say who keeps the information, when it is deleted, and whether it is used for anything else?
- Accuracy and fairness: Is the method suitable for the decision, and does the service acknowledge the possibility of errors or bias?
- Appeal: Can you challenge a mistaken inference or failed check, and is an alternative method available?
- Proportionality: Is the amount and sensitivity of data requested appropriate to the age threshold and risk?
In the UK, Ofcom has also reported concerns about age-inference methods used by some popular social-media companies and says platforms should demonstrate effectiveness or move to methods in its guidance. Its separate work on checks for determining whether someone is over 16 is ongoing; requirements and regulatory positions may change. In its 2026 update, Ofcom reported that over one in ten 15–17-year-olds continued to visit and spend time on three of the most-used dating apps despite age checks. That observation concerns those dating apps, not a measured failure rate for social platforms generally. See Ofcom’s age-check effectiveness update.
