1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsSmall businesses rarely need to predict diesel markets; they need to limit how much a price move can damage cash flow. The most resilient approach layers five controls: measure gallons and operating exposure, pass an agreed share of price changes through an indexed surcharge, consider fixed-price supply or a carefully matched hedge for a defined volume, reduce gallons consumed, and review the plan every month. No single tool removes every risk: surcharges require customer agreement, hedges create basis and collateral risks, and efficiency projects require operating effort or capital.
Why diesel prices move—and why your local price may not match a contract index
The U.S. Energy Information Administration (EIA) identifies crude oil, refining, distribution and retail costs, plus federal, state and local taxes, as components of the retail diesel price. Crude oil is the largest component. EIA reported that crude represented about 51% of monthly average U.S. retail on-highway diesel prices from 2004 through 2025 (page reporting historical data through 2025, published in 2026). As EIA puts it: “The cost of crude oil is the largest component in the retail price of diesel fuel.”

Prices can also jump when a refinery or import disruption reduces inventories. Seasonal heating-oil demand can tighten distillate markets, while transportation distance, terminal access and regional infrastructure produce differences between states, cities and even nearby stations. A carrier that buys at a local pump therefore may not track the same series used in a customer contract or financial hedge. That difference is called basis risk, and it should be measured rather than assumed away.

Start with a rolling 12-month record for each vehicle, route or operating unit. Use paid invoices or card data, not a national average, for gallons and prices. Then compare your actual purchase price with the exact EIA series you might reference in a contract. Your objective is to quantify how a 10-cent, 50-cent or $1-per-gallon move would affect gross margin, not to forecast the next move.

| Metric | How to calculate it | Why it matters |
|---|---|---|
| Gallons | Total gallons by month, vehicle and location | Sets the volume that a surcharge, supply contract or hedge could cover |
| Fuel intensity | Gallons divided by route miles or delivered units | Separates consumption changes from market-price changes |
| Idle hours | Engine-on, vehicle-stationary hours from telematics or logs | Shows avoidable consumption and identifies vehicles for an idle-reduction pilot |
| Average paid price | Fuel spend divided by gallons, including documented delivery fees where applicable | Provides the business’s real baseline |
| Index differential | Local paid price minus the proposed EIA reference price for the same period | Reveals geographic and timing basis risk |
| Recovery and margin | Surcharge revenue collected and gross-margin impact by customer or route | Tests whether the contract actually recovers the intended exposure |
Document seasonality, expected route changes, vehicle replacements and customer renewal dates. A hedge or fixed-volume agreement sized from an old route plan can leave you over-covered when demand falls or under-covered when a new contract adds miles.
Use an indexed diesel surcharge to share price risk
Fuel surcharges are privately negotiated. EIA notes that many shippers and carriers use weekly retail on-highway diesel prices in their formulas, but it does not endorse one universal calculation. A surcharge transfers an agreed portion of price risk to the customer while leaving the business exposed to any amount outside the formula.
Define the index and geography
Name the exact EIA series, product description and geographic area in the contract. State whether the value is a weekly or monthly observation, which publication date controls, and what happens if EIA revises or discontinues the series. Do not write “the national diesel price” when your costs are regional; a vague index is difficult to audit and easy to dispute.

Set a base, threshold and adjustment rate
Choose a base price that reflects the quote or contract award date. Add an agreed tolerance band, such as a number of cents per gallon that can move without changing the invoice. Then specify how many cents per mile, load or delivery case changes for each price movement beyond that band. The agreement should state whether the adjustment is calculated linearly, rounded, capped or allowed to accumulate.
Make timing and direction explicit
State the review lag: for example, an index observation in one period could set the surcharge for the next period. Include the calculation date, invoice effective date, written-notice deadline and required supporting report. If the arrangement is intended to be symmetric, apply decreases as well as increases. The Virginia Automobile Association and Repair example uses a base EIA price, a plus-or-minus threshold, quarterly review and written notice before the next period; it illustrates a structure, not a mandatory industry rule.
Show the arithmetic to customers
Put the formula in plain language and include one worked example using the contract’s own variables. A generic structure is: (current index minus base index minus tolerance band) multiplied by the agreed recovery rate, with the result applied to the defined unit of work. Identify whether the formula uses the positive or negative side of the band and how a price below the base produces a credit. Keep a monthly worksheet containing the published index, calculation, notice and invoice so either party can reproduce the result.

Consider fixed-price supply, swaps or options only for a defined exposure
A fuel supplier may offer a fixed or capped price for an agreed volume and period. A financial swap or option can offset increases in a reference diesel price. The Federal Highway Administration notes that carriers can use swaps and options, while warning that long-term freight obligations may prevent a firm from recovering unexpected increases quickly. These tools stabilize a specified exposure; they do not guarantee that every gallon you buy will have the protected price.
Match gallons, dates and reference prices
Build the hedge from a documented forecast by month. Cover only a defined share of expected gallons and stagger maturities rather than committing the entire annual estimate on one date. Compare the hedge reference, delivery location and pricing period with your actual purchases. A national index against a rural terminal price, or a monthly hedge against irregular spot buying, can leave a large basis difference even when the market direction is correct.
Stress-test the contract before signing
- Lower prices: calculate the cash result if diesel falls sharply; a fixed price can then exceed the market.
- Volume shortfalls: model lost routes, vehicle downtime and customer churn. Check minimum-volume obligations and whether unused protection can be sold or rolled.
- Collateral and liquidity: identify margin calls, deposits, payment dates and credit limits. A profitable hedge can still create a cash crisis if collateral is due before customer invoices are paid.
- Counterparty and termination risk: review credit strength, close-out language, early-termination fees and what happens after a default.
- Basis and operational risk: quantify the difference between the reference price and each buying location, including taxes and delivery charges that the hedge does not cover.

Reduce gallons so every market price hurts less
Consumption reduction is the only layer that lowers exposure whether diesel rises or falls. Establish a baseline for gallons per mile, idle hours, maintenance downtime, route miles and the price differential among fueling locations. Change one operating practice at a time and compare results with a similar vehicle or route where possible.
Control unnecessary idling
The U.S. Environmental Protection Agency SmartWay program states: “A typical long-haul combination truck that eliminates unnecessary idling could save over 900 gallons of fuel each year.” Actual savings depend on engine size, weather, duty cycle and compliance. Write a no-idling policy that includes safe exceptions for extreme temperatures, traffic queues, power takeoff work and legal requirements. Train drivers, record exceptions and use telematics to coach rather than simply punish.
Use verified idle-reduction equipment where duty cycles justify it
EPA identifies auxiliary power units (APUs), fuel-operated heaters and shore-power systems as verified technologies, alongside behavioral policies, driver training and financial incentives. Before buying, check vehicle compatibility, installation cost, warranty, winter and summer duty cycles, maintenance capability and local anti-idling rules. Pilot one representative vehicle first and compare idle hours, gallons per mile, battery or heater use and downtime against its pre-installation baseline.

Improve the basics
- Follow preventive-maintenance intervals and repair fuel, air, cooling and exhaust faults promptly.
- Check tire pressure consistently and evaluate low-rolling-resistance tires when replacement is due.
- Coach smooth acceleration, appropriate speed and reduced warm-up time.
- Consolidate routes and loads where service commitments permit; avoid empty repositioning miles.
- Use telematics to identify high-idle vehicles, detours, speeding, long dwell times and maintenance-related fuel loss.
SmartWay states that switching to a designated tractor and trailer can reduce fuel use by up to 20%, but the result depends on the vehicle, route, load and operating practice. Treat that figure as a possible program outcome, not a guaranteed saving for every fleet.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Right-size vehicles and evaluate alternative fuels carefully
The U.S. Department of Energy’s fleet framework recommends matching vehicle size to the mission, reducing vehicle miles travelled and idling, increasing efficiency, using telematics and considering biodiesel blends, renewable diesel, electricity and other alternatives. A substitute is not automatically a hedge: infrastructure, payload, duty cycle, uptime, maintenance skills and local availability determine total cost.
For each candidate vehicle or fuel, compare delivered energy cost, range, refueling time, payload, resale or replacement cycle, charger or storage requirements, warranty terms and downtime risk. Run the comparison on your own routes and seasonal temperatures. Keep a conventional-fuel fallback where a new system could interrupt service, and measure cost per delivered mile rather than the posted price of a gallon or kilowatt-hour.
Compare the four protection layers
| Strategy | Gallons covered | Cash or collateral | Main risk | Flexibility and reversibility |
|---|---|---|---|---|
| Indexed customer surcharge | Only work sold under the clause | Low direct cash requirement | Customer resistance, formula disputes and incomplete recovery | Usually easiest to change at renewal, subject to contract terms |
| Fixed-price supply | Contracted supplier volume | May require deposits, credit capacity or minimum purchases | Overpaying when prices fall, volume shortfall and delivery differential | Limited until the term ends; termination may cost money |
| Swap or option | Reference gallons and dates specified in the instrument | Options require a premium; swaps may require margin or collateral | Basis, counterparty, collateral and close-out risk | Can be resized only under the instrument’s terms |
| Efficiency and idle reduction | All gallons avoided by the change | Training effort or upfront equipment capital | Underperformance, adoption and maintenance | Operationally durable and generally reversible, though equipment has sunk cost |
Use customer acceptance and measurement quality as decision criteria alongside price certainty. A surcharge is often the simplest first step when contracts can be reopened. A hedge can provide stronger certainty for a measured, stable volume. Efficiency projects reduce consumption permanently but need a baseline and follow-through.
A practical 90-day implementation plan
- Days 1–15: build the exposure table. Record 12 months of gallons, miles, idle hours, average paid price, the proposed EIA reference price, surcharge revenue and gross-margin impact. Separate vehicles, locations and customers where the economics differ.
- Days 16–30: rewrite quotes and renewals. Add an EIA-indexed clause with the named series, base, tolerance, adjustment unit, review lag, notice process, documentation and treatment of decreases.
- Days 31–45: solicit supply and hedge terms. Ask for fixed or capped pricing and record minimum volume, differential, delivery fees, credit terms, collateral, termination cost and counterparty details. Stress-test lower prices and volume changes before approval.
- Days 46–75: run an efficiency pilot. Train drivers on anti-idling, select a representative vehicle and, if justified, install one verified idle-reduction device. Compare gallons per mile and idle hours with the baseline while tracking uptime and maintenance.
- Days 76–90 and monthly thereafter: review and resize. Reconcile index calculations, customer recovery, actual gallons and hedge coverage. Resize commitments when routes, vehicles, customer mix or expected gallons change.
Controls that prevent a protection plan from backfiring
- Assign one owner for the index spreadsheet, notices, approvals and monthly reconciliation.
- Require a second person to verify every published index value and invoice adjustment.
- Set an internal limit on the percentage of forecast gallons that may be fixed or hedged.
- Keep customer contracts, supplier confirmations, hedge statements and fuel invoices together for audit.
- Review legal, tax and accounting treatment before entering a financial derivative or changing a long-term customer contract.
- Document safe-idling exceptions so a fuel policy never conflicts with driver safety or local law.
The right objective is not a permanently low diesel price; it is a predictable cost per mile and a margin that survives both spikes and declines. Measure the exposure, transfer only the share customers will accept, protect a forecastable volume if the cash and basis risks are tolerable, and make every avoidable gallon disappear.
