A shop that takes payments at a counter usually needs a dependable merchant QR and clear settlement records. A business selling through a website, app or catalogue needs a gateway with payment links or checkout, refunds, invoices, reconciliation and technical support. Compare the complete fee schedule and test a small live flow before moving all collections.
Start with the sales channel, not the provider name
UPI is a payment rail, not one single product. The same business can accept UPI through a printed QR at a counter, a payment link sent by message, an embedded website checkout or an application programming interface (API). Each route has different setup work, reporting needs and costs.

Counter and delivery payments
If most customers stand in front of you, a merchant QR is usually the simplest starting point. You need a QR that identifies the business, notifications that staff can verify, settlement to the correct bank account and a way to match each payment with a sale. Ask whether the QR is static or dynamic. A static QR can be reused but requires staff to confirm the amount; a dynamic QR can carry the order amount and reference, which reduces manual entry.
For a small shop, salon, clinic, repair service or local delivery operation, avoid paying for gateway features you will not use. A QR service with a merchant dashboard, downloadable statements and a clear support channel may be sufficient.

Payment links and catalogue sales
A home business, consultant or social-commerce seller may not have a full website. Payment links let you create an amount and send a customer a URL by message or email. Check whether links can be reused, expire, accept partial payments and show a recognizable business name. Invoices and automatic payment-status updates become important when several staff members collect money.
Website or mobile-app checkout
Online sellers should compare a full gateway rather than a QR-only product. Useful capabilities include UPI checkout, payment pages, buttons, links, invoices, refunds, webhooks, API documentation, sandbox testing and exports for accounting. Razorpay’s official pricing page lists UPI together with payment links, payment pages, payment buttons and invoices; the referenced plan displays a 2.15% platform fee plus GST. Treat that figure as the quoted plan and date, not as a universal rate for every merchant.
Omnichannel operations
If you sell in-store and online, decide whether one dashboard must reconcile both channels. A single provider can simplify reporting, but a specialist QR product may be cheaper for the counter while a gateway handles the website. Compare the total operating effort, not just the headline percentage.

| Cost item | What to verify | Why it matters |
|---|---|---|
| Platform or gateway fee | Percentage or fixed amount, whether it applies to every transaction, and whether GST is added | A displayed percentage may be a plan-specific rate rather than a standard price |
| Merchant discount rate (MDR) | Whether MDR applies to your UPI category, ticket size and date of payment | Rules and thresholds can change |
| Settlement or payout fee | Charges for standard settlement, instant payout or a change of bank account | Faster cash flow can cost more |
| Refund and reversal fee | Whether the original fee is returned, retained or charged again | Returns can materially change your effective cost |
| Chargeback or dispute cost | Any investigation, representation or failed-debit fee | Low-frequency disputes can still be expensive |
| Technical and account fees | API access, premium reports, additional users, device rental or inactivity fees | A low transaction rate may hide recurring charges |
Current UPI rules and the 2026 date change
Google’s merchant guidance says that from 15 October 2026, qualifying UPI payments above ₹2,000 can attract MDR plus 18% GST. It lists 0.40% for standard businesses, capped at ₹300, and says a merchant cannot pass that fee to the customer. This is a dated rule statement: confirm that your business category qualifies and that the provider has applied the current treatment before signing up.
The Government of India’s clarification says payments to merchants up to ₹2,000, along with transactions covered by the zero-MDR framework for small merchants, remain free and that customers are not charged. The practical question is whether a specific transaction and merchant account fall inside that framework. Keep the provider’s written explanation with your accounting records rather than assuming every UPI payment has the same cost.
Google Pay’s individual-merchant threshold
Google’s merchant help documents a separate threshold for individual merchant accounts: up to ₹50,000 per month can be received through UPI without fees. Google warns that a bank may charge above that amount and that transaction limits can vary by NPCI, the bank and Google. This is a useful reference point for a small, mainly in-person business, not a promise that every merchant or every bank receives identical treatment.

| Provider or route | Likely fit | Documented information | Questions to resolve |
|---|---|---|---|
| Google Pay for Business | Small businesses taking primarily in-person payments | Available in India; customers pay through a merchant UPI identifier. Google describes merchant security and support features. Individual accounts have the documented ₹50,000 monthly no-fee threshold, subject to bank and network limits. | Onboarding eligibility, bank treatment above the threshold, settlement timing, account type and current MDR treatment |
| Razorpay | Online sellers needing links, pages, buttons, invoices or a hosted checkout | The official pricing page lists UPI and those online collection tools. The referenced plan displays a 2.15% platform fee plus GST. | Whether that plan is available to your business, payout charges, refund treatment, API limits and negotiated rates |
| Cashfree Payments | Businesses wanting gateway collection from many UPI applications | Cashfree describes its gateway as RBI-authorised and says it accepts payments from PhonePe, Google Pay, Paytm, BHIM, Amazon Pay, WhatsApp and other UPI apps. It claims use by 6,00,000+ businesses in India; that count is a company statement. Enterprise merchants can request custom pricing. | Small-business quote, settlement schedule, KYC, reconciliation exports, support hours and the exact list of enabled instruments |
| PhonePe, Paytm and other PSPs | Businesses prioritising reach in customers’ preferred UPI apps | NPCI material identifies PhonePe, Paytm, Google Pay, Cashfree and Razorpay among UPI participants or aggregators. | Merchant pricing, settlement, refunds, dashboard functions and support must be verified from current documentation |
Interoperability matters because customers should not have to install a particular application. Cashfree’s documentation explicitly describes collection from multiple UPI apps, while NPCI’s participant material shows that the ecosystem includes payment service providers and aggregators. Ask whether your QR or checkout accepts the apps your customers actually use, including any credit-on-UPI option relevant to your category.
A practical selection process
- Measure your baseline. Record expected monthly transaction count, average ticket, largest ticket, refund rate and the share of counter versus online payments. Separate regular UPI payments from any credit-on-UPI or card-linked option.
- Choose the minimum channel set. Mark whether you need a counter QR, payment links, a hosted page, website checkout, app/API access or all of them. Do not buy an API integration if links meet your needs.
- List operational requirements. Specify invoices, payment-status webhooks, partial and full refunds, downloadable CSV files, accounting integration, staff roles and multiple settlement accounts. Ask which features are included rather than assuming they are standard.
- Request the complete fee schedule. Have each provider quote platform fees, GST, MDR, settlement or instant-payout charges, refunds, reversals, disputes, additional users and any minimum commitment. Ask for examples using your average and largest ticket.
- Confirm compliance before integration. Ask which business documents are required, whether a current account is necessary, who owns the settlement account, how the legal business name appears to customers and what transaction limits apply. A sole proprietor and a registered company may have different onboarding paths.
- Check settlement and reconciliation. Get the stated settlement cycle, cut-off time, bank holidays treatment and a sample settlement report. Confirm that the report includes an order reference, UPI transaction identifier, gross amount, fees, tax, refund and net amount.
- Run a controlled live pilot. Start with a small number of real payments across the channels you will use. Record authorization success, notification delay, settlement arrival, refund completion and the time taken to receive a useful support response. These are your operating observations, not an independent industry benchmark.
- Recheck terms immediately before launch. MDR thresholds, bank policies, limits and promotional pricing can change. Verify the terms on the date you activate the account and keep a dated copy.
Requirements, security and staff controls
Onboarding documents
Expect identity and business verification. The exact list depends on legal structure and provider, so request it before building an integration. Confirm whether the settlement account must match the legal entity, whether a current account is required and how a change in ownership or bank account is handled.
Protect the collection process
- Use a business-owned phone number and email for the merchant account.
- Restrict dashboard access by role; cashiers do not need permission to change settlement details.
- Never treat a customer’s screenshot as proof of payment. Match the transaction in the merchant dashboard or bank statement.
- Train staff to check amount, payer reference and order number before handing over goods.
- Keep QR codes physically protected so a sticker cannot be replaced with another account.
- Document refund approval and require a second person for high-value reversals.
Reliability and support: what to test
Provider pages can document features, but they do not prove how a service behaves at your location, bank or peak hour. During the pilot, test a low-value payment, a failed or abandoned attempt, a duplicate attempt, a refund and a settlement reconciliation. Note the exact time and transaction reference for each case.

Common mistakes and fixes
Choosing on the lowest advertised rate
A percentage without GST, payout fees or refund treatment is not an effective-cost comparison. Build a monthly model using your measured volume and include every line item.
Using a personal QR for business collections
Personal accounts can create reconciliation, tax and limit problems. Use an account and merchant profile that match the business, and confirm how the provider classifies your activity.
Ignoring customer app coverage
A checkout that works only in one app can create abandoned payments. Test the major apps your customers use and verify whether the provider supports them directly.

Failing to reconcile daily
UPI confirmations, bank credits and orders can arrive at different times. Reconcile transaction identifiers every day and investigate pending, reversed and duplicate entries before closing the books.

Passing an unapproved fee to customers
Google’s 2026 guidance says merchants cannot pass the stated MDR to customers, and the government says customers are not charged for covered payments up to ₹2,000 and zero-MDR transactions. Do not add a “UPI surcharge” unless current rules and your provider’s terms explicitly permit the treatment; obtain professional tax or legal advice for an unusual category.
Which setup fits typical small businesses?
Neighbourhood retailer or service counter
Begin with a merchant QR, business settlement account, daily reconciliation and a backup support route. Google Pay for Business is a candidate to evaluate because its documented individual-account threshold addresses a common small-merchant concern. Confirm your bank’s treatment and limits before relying on the threshold.
Freelancer or catalogue seller
Prioritise payment links, invoices, reusable customer records and simple exports. A full gateway may be worthwhile when order volume makes manual confirmation costly; otherwise, a link product can keep the workflow simpler.
Growing online store
Compare gateway checkout, links, refunds, webhooks and reporting. Razorpay’s referenced plan is an example of a gateway with multiple collection surfaces and a displayed 2.15% platform fee plus GST; obtain a quote that covers your actual volume. Cashfree is another candidate when acceptance across many UPI apps and a documented RBI-authorised gateway are priorities; request small-business pricing rather than relying on enterprise language.
Multi-location business
Require location-level permissions, separate tills or cost centres, consolidated settlement reporting and a process for replacing a compromised QR. A provider that looks inexpensive for one counter may be harder to control across several locations.
Make the final decision
Select the provider that meets your channel and reconciliation requirements at a known effective cost, not the one with the most familiar logo. For counter-only collections, prioritise a correctly identified merchant QR, settlement clarity and staff verification. For online sales, require links or checkout, refunds, technical notifications and exports. Keep the fee schedule and MDR treatment dated, pilot the real workflow, and review the arrangement whenever your volume, ticket size or sales channel changes.
