The first quarterly number is deliberately fast rather than complete: the advance estimate, issued within two weeks of quarter-end, relies mainly on the first two months and proxy indicators. A preliminary estimate, issued within eight weeks, uses fuller-quarter data and adds expenditure and income information. Later survey results, administrative records, supply-and-use balancing and methodological updates can change the published growth rate. Revisions are therefore a normal part of producing a timely national statistic, not evidence that the first release was a forecast.
What Singapore’s GDP measures
Gross domestic product (GDP) measures the value of economic activity produced within Singapore over a specified period. The Department of Statistics (DOS) compiles it as a system of mutually checking accounts rather than as one survey total. In principle, the same activity can be viewed through what industries produce, what buyers spend and what incomes production generates.

GDP is released in both nominal and real terms. Nominal GDP values output at the prices prevailing in the period. Real GDP removes the effect of changing prices so that the movement is intended to reflect changes in economic volume. Singapore reports real GDP as annually reweighted chain-volume measures (CVM).
A quarterly release is an estimate because complete information is not available immediately after a quarter ends. DOS must use the best indicators available at each release date, then replace them with more complete observations as those arrive.

The three approaches DOS uses
Production (output) approach
The production approach starts with activity in each industry and estimates the value added generated during the quarter. For a quarterly release, DOS needs timely measures that track output in sectors such as transport, manufacturing, services and construction. It prefers a direct output indicator when one is available. Passenger-kilometres, for example, can indicate transport activity more directly than a cost measure.
Comprehensive business-survey returns are not yet available when the advance estimate is prepared. DOS therefore uses quarterly indicators as proxies. If a suitable output measure cannot be obtained, an input indicator such as employment or wages may be used. An input proxy can move differently from actual output, which is one reason a later, better-observed figure can differ from the first estimate.
Expenditure approach
The expenditure approach looks at demand for the economy’s output: spending by households, businesses, government and overseas buyers, adjusted for imports where appropriate. This view requires information on consumption, investment, government demand, trade and changes in inventories. The preliminary release adds expenditure-based estimates after more complete-quarter information has arrived; the advance release is designed primarily around output-based CVM GDP.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Income approach
The income approach measures the incomes generated by production, including compensation and operating returns recorded in the national accounts. DOS provides income-based nominal GDP in the preliminary release, when the relevant quarterly information is more complete. Income data can therefore provide another check on the production and expenditure views, even though it is not the main basis of the advance output-based figure.
These approaches are intended to describe the same economy. They will not always line up perfectly in an early quarter because each uses different source data with different reporting lags. Annual supply-and-use tables later rebalance the three views so that the accounts are coherent.

Why the first quarterly number is incomplete
The advance estimate is released no later than two weeks after the reference quarter ends. At that point, DOS says it is largely calculated from data for the first two months of the quarter. The third month may have only partial information, and many comprehensive business-survey returns do not arrive until much later.
To meet the early deadline, statisticians combine available monthly indicators, partial administrative information and proxy measures. The result is an early estimate of output-based real GDP, not a prediction of what the quarter will eventually be recorded as. Calling it a forecast is misleading: it is an estimate of activity that has already occurred, assembled with incomplete evidence.

Advance and preliminary GDP compared
| Aspect | Advance estimate | Preliminary estimate |
|---|---|---|
| Publication deadline | No later than two weeks after the quarter ends | No later than eight weeks after the quarter ends |
| Main purpose | Provide a rapid signal of quarterly economic activity | Provide a more complete quarterly account |
| Data coverage | Largely the first two months, with partial or proxy indicators for the rest | More complete information for the entire quarter |
| Primary real measure | Output-based chain-volume GDP | Updated chain-volume GDP plus additional measures |
| Accounting approaches available | Primarily production (output) | Production, expenditure and income views are expanded; income is published in nominal terms |
| Nominal values | Not the focus of the advance release | Nominal GDP is included |
| Annual survey benchmarks or major methodological changes | Normally not available at this stage | Normally not available at this stage; later annual releases can still revise both estimates |
The comparison is about information available at each date, not about two competing definitions of GDP. Both releases estimate the same quarter; the later one is based on a broader and more complete evidence set.
What chain-volume GDP means
Real GDP is expressed as a chain-volume measure rather than as a simple total at prices from one permanently fixed base year. Since 2019, DOS has reweighted the volume measures every year. It uses the preceding year’s prices to calculate volume changes for the current period, then links those annual indexes into a continuous series.

The reason is changing economic structure. Relative prices and spending patterns evolve: a price relationship that was useful several years ago may no longer represent the economy’s current mix. Retaining old weights for too long can give sectors with outdated price shares too much or too little influence on measured growth. Annual reweighting reduces that distortion while preserving a continuous historical series.

When you see a quarterly real-GDP growth rate, it is a movement in this chain-volume series. It is not a nominal change and should not be interpreted as the value of output at current prices. Nominal and real figures answer different questions and can move differently when prices change.
Why Singapore revises quarterly GDP
More complete source data replace proxies
The first release may use employment, wages or another input indicator because a direct output measure is not yet available. As businesses submit fuller returns and monthly activity data are completed, DOS can replace those proxies with observations that measure the industry more directly. The revised industry estimates can change both the level of GDP and its growth rate.
Annual surveys arrive later
Detailed annual business-survey returns usually become available nine to 15 months after the reference period. They provide information that cannot be collected reliably within a two- or eight-week quarterly timetable. Incorporating those returns can alter quarterly allocations and annual totals, including periods that were first published many months earlier.
Administrative and other records are updated
Administrative data and other source series may be revised, reclassified or extended after the quarterly release. Using the updated versions can change the estimates for the industries or expenditure components to which those data relate.

Supply-and-use tables reconcile the accounts
Annual supply-and-use tables bring the production, expenditure and income approaches into balance. They examine who supplied goods and services, who used them and how flows fit together. If the three early views imply different totals, the annual balancing process can redistribute or revise components so the published accounts are internally consistent.
Benchmarking and methodology can change history
Periodic benchmarking can introduce improved concepts, classifications, sources or calculation methods. DOS may revise historical quarters so that the entire series remains comparable under the new framework. Such a change is different from simply receiving one late survey form: it can affect several years of published data.
DOS describes the process plainly: “Hence, it is normal and inevitable for GDP estimates to be regularly revised and refined by incorporating previously unavailable data.”
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How large are revisions usually?
DOS reported a mean absolute revision of 0.5 percentage points in real GDP growth between the advance estimate and later estimates over 4Q 2002–4Q 2023. “Mean absolute” means the average size of the change without allowing positive and negative revisions to cancel each other.
This statistic is a historical average, not an error margin, confidence interval or promise that the next revision will be smaller than 0.5 percentage points. A particular quarter can move by more or less. Ordinary data completion may produce a modest change, while an annual benchmark or methodological exercise can produce a larger revision and affect earlier periods.

How to read a Singapore GDP release
- Identify the release type and date. Check whether the number is the advance estimate or the preliminary estimate, and note how long after quarter-end it was issued.
- Check the measure. Separate real chain-volume growth from nominal GDP. A real growth rate is about economic volume; a nominal figure also reflects prices.
- Check the accounting coverage. The advance number is primarily output-based. The preliminary release adds expenditure information and nominal income GDP, giving a broader set of cross-checks.
- Read the data-completeness qualification. An advance estimate largely reflects the first two months and uses proxies where direct output data are unavailable. A preliminary estimate has fuller-quarter coverage but is still not the final historical benchmark.
- Look for revision notes. If DOS identifies updated surveys, administrative data, supply-and-use balancing or a methodological change, that explains why the size or direction of the revision may differ from an ordinary quarterly update.
- Match the number to the decision. For a rapid indication of turning points, the advance estimate is useful. For analysis that depends on detailed expenditure or income components, the preliminary release is more informative. For long-run comparisons, use the latest vintage of the historical series and record the release date you used.
Common misconceptions
“A revision means DOS made a mistake.”
Not necessarily. The first estimate is produced under a published timetable using incomplete information. Replacing a proxy with a direct observation or incorporating a later survey is the intended statistical process. A revision can improve the estimate without implying that the original calculation violated its method.
“The advance estimate is a forecast.”
No. It is an early estimate of a completed quarter, based mainly on the first two months and other partial indicators. A forecast concerns a future period; the advance GDP release concerns a period that has ended.
“The 0.5-point figure tells me the exact uncertainty for this quarter.”
No. It summarizes average historical revision size across 4Q 2002–4Q 2023. It does not set a statistical interval around an individual release.
“Preliminary GDP is final.”
No. It is more complete than the advance estimate, but annual surveys, administrative updates, supply-and-use balancing and later methodological benchmarking can still revise the quarter and its history.
Why the timetable is useful despite revisions
Waiting for perfect information would delay an official signal for many months. The two-stage timetable makes the trade-off explicit: the advance estimate provides a rapid, output-based reading; the preliminary estimate supplies fuller-quarter and additional accounting detail; later releases improve the historical record. Users can make better judgments when they treat each figure as a dated estimate with a known information set rather than as an unchanging fact.
The most responsible way to cite Singapore’s quarterly GDP is therefore to name the vintage—advance or preliminary—the reference quarter, the release date and whether the figure is nominal or chain-volume real GDP. That practice preserves the context that explains why a number may change later.
