Evaluate an AI-powered threat intelligence platform by first defining the security decisions it should improve, then testing whether its intelligence is relevant, usable, timely, and actionable in your environment. Compare vendors against shared criteria and verify their claims in a bounded pilot that includes real users, representative workflows, and AI-specific risk checks. No universal ranking or single score can replace that local evaluation.
Start with the decision the platform must improve
Before comparing products, identify the decisions the platform is meant to support. Examples include prioritizing investigations, enriching incident response, understanding adversary behavior, or informing defensive planning. These are potential use cases, not guaranteed platform outcomes.

For each use case, record the users, relevant threats and environments, current workflow, and consequences of inaccurate, stale, or difficult-to-use intelligence. Turn those needs into acceptance criteria that can be checked during a pilot. A large number of feeds or indicators is not evidence of value on its own.

CISA’s 2021 white paper frames potential cyber threat intelligence feed value around “relevance and usability.” It says usability includes local applicability, actionability, timeliness, and practical impact on the customer’s resources. The page now carries an archived-content notice, so use the paper for these evaluation concepts rather than as current policy guidance: CISA’s CTI feed value white paper.

Check intelligence quality, context, and evidence
Ask each vendor to explain where information comes from, how it is validated and updated, and how it handles duplicate or contradictory reporting. Establish whether analysts can see provenance, confidence, and the underlying evidence—not just a summary or score. Test whether the intelligence reflects the organization’s sector, geography, assets, and likely threat scenarios.
- Relevance: Does the information match the organization’s threat landscape and support a stated use case?
- Actionability: Can a user identify a concrete next step, or does the output require substantial additional research?
- Timeliness: Are update practices and the age of the underlying information visible enough for the intended decision?
- Traceability: Can an analyst inspect the sources and reasoning behind an assessment?
- Resource fit: Does using the output reduce friction, or add review, integration, and maintenance work that the team cannot support?
MITRE describes ATT&CK as a knowledge base of adversary information used by defenders to analyze and report on threats. Ask vendors to demonstrate whether and how they map intelligence to ATT&CK techniques or behaviors, and let analysts inspect the evidence behind those mappings. ATT&CK alignment can help organize information; it does not establish that a claim is accurate, fresh, comprehensive, or relevant to your organization. See MITRE’s explanation of CISA guidance on ATT&CK for CTI.
Evaluate the AI, not just the intelligence feed
Ask what the AI does, which product functions depend on it, what data it processes, and which outputs can influence analyst decisions. Request evidence tied to the intended use case rather than relying on a generic model benchmark. Clarify how the system communicates uncertainty, handles incomplete or misleading inputs, supports human review, and changes when models or data sources are updated.

Test representative and difficult cases. Include ambiguous inputs and plausible false leads where relevant, and observe whether users can recognize unsupported conclusions. Determine what data is retained or used to improve the service, who can access it, and how changes are communicated.
NIST’s AI Risk Management Framework is voluntary and intended to help organizations incorporate trustworthiness considerations into the design, development, use, and evaluation of AI systems. NIST says the framework is being revised, so check the current version and status when applying it. It is a way to structure questions, not a certification that a vendor has met your requirements: NIST AI Risk Management Framework.

NIST’s AI security overview identifies conventional confidentiality, integrity, and availability concerns alongside risks involving training and output data and underlying software and hardware. AI-specific attacks and the broader AI attack surface remain active research areas. Use this overview to shape security questions, not to infer that any particular product is secure: NIST research on AI security and resilience.
NIST’s AI RMF Playbook advises weighing risks and benefits against intended purpose and stated objectives, and suggests testing, evaluation, validation, and verification for third-party AI systems. Treat it as implementation guidance that may change with the framework: NIST AI RMF Playbook: Manage.

Document the integrations and data flows required for the intended use case. During technical and procurement review, obtain clear answers on:
- Access controls, audit logs, data retention, and data residency where relevant.
- Data export, integration requirements, and the effort needed to maintain connections to existing tools.
- Availability, update practices, support arrangements, and incident notification or response processes.
- Who is responsible for triaging findings and taking action after the platform surfaces them.
- Implementation effort, ongoing operational burden, and total cost as defined by your organization.
These are buyer-side questions to verify with each vendor. The sources cited here do not establish the capabilities, security attestations, contract terms, or pricing of any particular platform.

These are suggested measures, not published benchmarks. If the organization reports a pilot result, label it as its own finding and state the scope, method, and date; do not generalize it into a vendor-wide performance claim.
NIST’s ARIA program distinguishes model testing, red-teaming, and field testing, and emphasizes technical and contextual robustness as well as performance and accuracy. That distinction is a useful way to ensure a pilot goes beyond isolated feature demonstrations; it is not a certification of threat intelligence platforms. See NIST Assessing Risks and Impacts of AI.
NIST’s AI Technology Evaluation program describes blind-data testing in a sequestered environment as a way to mitigate test-data contamination and provide common data, metrics, and scoring. Its FAQ cautions that NIST reports should not be presented as endorsement of a participant’s commercial system. Do not imply NIST has evaluated or endorsed a threat intelligence vendor without direct evidence: AITE overview and AITE FAQ.

Consider intelligence about AI systems
Organizations evaluating AI-related threats may also need intelligence sources focused on AI systems. NIST’s December 2025 initial preliminary draft of the Cybersecurity Framework Profile for Artificial Intelligence points toward AI-focused threat intelligence sources, including research and resources such as MITRE ATLAS. Because this is an initial preliminary draft, treat it as draft direction rather than a final requirement: NIST IR 8596 initial preliminary draft.
