Show the customer exactly what the percentage applies to. IRS examples use food-and-beverage charges as the calculation base, but they do not create a universal legal rule requiring customers to tip on a pre-tax amount.
What should the percentage base include?
Define the base as a product rule rather than assuming that the receipt total is the right input. One practical model is:
As an Amazon Associate I earn from qualifying purchases.
B = sum of eligible food-and-beverage item amounts after item-level discounts, before sales tax
For a selected rate r, calculate tip = round_currency(B × r). The currency’s minor unit and the rounding method should be explicit and consistent. This is an implementation recommendation based on the IRS examples, not an IRS-prescribed software requirement.

- This is a double-sided tip table card.
- The front shows 15% and 20% tips for $1 to $50 purchases
- The back shows 15% and 20% tips for $51 to $100 purchases
- It's the same dimensions as a credit card--but thinner to take less space in your wallet or pocket
- It's printed on waterproof plastic--not on laminated paper like cheaper versions
The IRS’s Tip recordkeeping and reporting page illustrates a suggested percentage calculated from food-and-beverage prices. Its example also emphasizes that the customer could enter any amount or leave the tip line blank. Publication 531 likewise explains that a payment can be a tip when the customer is free to choose an amount or leave the line blank. Those examples support the calculation convention and customer choice; they do not establish that every customer must use a pre-tax base.
How should the interface disclose the calculation?
Make the percentage, base, and resulting amount easy to connect. For example, label an option “18% of food and drink subtotal” and show the subtotal used alongside the calculated tip. A label such as “18% tip” alone does not tell a customer whether tax, fees, or other lines are included.

How should engineers handle mixed receipts?
Classify receipt lines before calculating the percentage. IRS sources do not prescribe how every line item belongs in a suggested-tip base, so document the merchant’s policy and verify applicable jurisdictional requirements.

- Discounts: Decide whether the base reflects item-level discounts, and apply the choice consistently. The model above uses discounted eligible item amounts.
- Taxes: Exclude sales tax under the pre-tax model. If a product supports a post-tax basis instead, label that basis explicitly.
- Fees and service charges: Do not silently include delivery fees or mandatory service charges in a food-and-beverage base. Define their treatment and disclose any different basis.
- Non-food merchandise: Decide whether merchandise is excluded or eligible under the business’s policy; do not assume every taxable item is a tip-eligible item.
- Gift cards and other adjustments: Define how redemptions and receipt adjustments affect the base, including whether they reduce the eligible item amount or are handled separately.
- Tax-exempt items: Keep taxability distinct from tip eligibility. An item’s tax treatment does not, by itself, determine whether it belongs in the percentage base.
What is different about a post-tax base?
A post-tax calculation applies the rate to an amount that includes sales tax; a pre-tax calculation does not. For the same rate and otherwise identical inputs, including a positive tax amount increases the suggested tip. Neither IRS example cited here establishes a universal consumer rule choosing one base. If a merchant selects a post-tax basis, state that clearly so the customer can reproduce the amount.
How should the calculation be implemented and tested?
- Identify eligible lines. Apply the documented policy to receipt items and adjustments; do not use the full receipt total by default.
- Build the base. Sum eligible amounts after the selected discounts and before tax for the pre-tax model.
- Apply the selected rate. Multiply the base by the rate, then round once using the currency’s defined minor unit and documented rounding rule.
- Keep the tip separate. Do not fold a suggested tip into the sales-tax base or conflate it with a mandatory charge.
- Expose the inputs. Retain or display enough information about the eligible subtotal and rate for the customer and support team to reproduce the result.
- Test boundary cases. Verify discounts, tax-exempt lines, mixed eligible and ineligible items, refunds, fee lines, zero tip, and rounding at the smallest currency unit. Confirm that recalculations update the displayed base and amount consistently.
Is a suggested tip the same as a service charge?
No. Federal tax classification depends on the circumstances, not merely the label shown in the POS. IRS guidance identifies customer choice and freedom from compulsion as factors in distinguishing tips from service charges. Amounts distributed to employees as service charges are generally treated as wages for federal tax purposes. See the IRS’s tip recordkeeping guidance and Publication 531.

What does recent federal guidance change?
On April 10, 2026, Treasury and the IRS announced final regulations concerning qualified tips and the federal tax treatment relevant to the qualified-tip deduction. The announcement says the regulations list more than 70 occupations where workers customarily and regularly receive tips. That tax guidance does not establish a universal consumer convention for choosing a pre-tax or post-tax percentage base. The sources cited here address U.S. federal guidance; they do not establish state or local rules, international conventions, or the default behavior of a particular POS product.
