Schools can reduce risk by mapping how payment data moves, collecting only what each transaction requires, using centrally approved tools, and documenting what vendors may do with student information. Two frameworks matter, but they address different risks: FERPA governs certain personally identifiable information from education records, while PCI DSS applies to payment-card data and systems that can affect its security. Outsourcing card processing does not remove a school’s responsibility to oversee its provider.
Start by separating the privacy and payment-security questions
For U.S. schools, FERPA and PCI DSS are not interchangeable certifications. FERPA applies to education agencies and institutions that receive relevant U.S. Department of Education funding, and concerns personally identifiable information (PII) from education records. PCI DSS is a payment-card security standard for entities that store, process, or transmit cardholder data or sensitive authentication data, as well as entities able to affect the cardholder data environment.

FERPA does not prescribe a particular set of cybersecurity controls. The U.S. Department of Education nevertheless cautions that security threats can put student privacy at risk and says schools should take appropriate steps to safeguard education records. PCI Security Standards Council (PCI SSC) describes PCI DSS as “a baseline of technical and operational requirements designed to protect payment account data.” Meeting one framework’s requirements does not answer the other framework’s questions.
FERPA’s coverage also depends on the institution. The Department says private and parochial K–12 schools that do not receive applicable Department of Education funds generally are not subject to FERPA, although other laws and contractual obligations may still apply. State student-privacy, breach-notification, procurement, and records requirements vary.

Map the payment flow before choosing controls
Inventory every way a family or student can pay: a web portal, mobile app, cafeteria terminal, event checkout, fee portal, or system integration. For each step, record what data is collected, which system receives it, which people or organizations can access it, and how it is used. Classify each field as education-record PII, payment-card data, both, or neither. The answers help identify which FERPA and PCI DSS considerations apply to each part of the workflow.
Include integrations and support access, not just the checkout screen. A payment platform may connect to student-information, accounting, or meal systems, and a vendor’s support personnel may have access beyond what the school’s own users see. These connections can change which systems can affect the cardholder data environment and where education-record PII is handled.
Collect only the information the transaction needs
Ask internal owners and the provider to explain why each student or parent field is required, how it is used, how long it is retained, and whether it is shared. Avoid collecting extra student details simply because a payment form makes them available. A risk-reducing design is to have the payment provider handle card details while school systems receive the payment outcome and only the reconciliation information needed for school operations.

There is no universal school-payment field list established by the federal guidance or PCI SSC materials cited here. The right minimum depends on the transaction and the school’s operational needs; document the reason for each field rather than assuming a vendor’s default form is necessary.
Keep control of education-record data shared with vendors
When a provider receives education-record PII under FERPA’s school-official exception, it is not free to use that information for its own purposes. The school must retain direct control over the provider’s use and maintenance of the data, and the provider may not use or redisclose it for unauthorized purposes. Confirm that the provider is performing a service the school would otherwise perform and that the arrangement preserves this control.
Write down the permitted data and purpose, limits on use and redisclosure, retention and deletion expectations, security duties, and incident-cooperation terms. The specific agreement requirements depend on the FERPA exception and circumstances; the school should have its privacy or legal contact review the arrangement rather than assume one contract template fits every disclosure.

Check the provider’s scope and shared responsibilities
Outsourcing card processing does not end the school’s oversight role. PCI SSC says merchants remain responsible for ensuring a provider is compliant for the services it offers, documenting responsibilities in writing, monitoring provider compliance at least annually, understanding shared responsibilities, and confirming their own validation obligations. A general claim that a company is “PCI compliant” does not establish that the specific service and components the school will use are covered.
Request current evidence for the exact payment service and deployment, then clarify in writing which security and compliance tasks belong to the provider, the school, the acquiring bank, or another party. Address system access, security updates, incident reporting, subcontractors, and what remains in the school’s environment. Confirm the school’s own validation obligations with its acquiring bank or other payment-compliance contact; those obligations depend on the payment arrangement.

Limit access and prepare for incidents
Give finance staff, administrators, support personnel, and vendor operators access only to the information and functions they need. Review accounts when someone changes roles or leaves, and include third-party support access in periodic reviews. These are practical safeguards for school oversight; the cited federal guidance does not prescribe a particular role design for payment platforms.
Define how staff report a suspected exposure, who coordinates with district leadership and the provider, and what evidence must be preserved. The school should determine notification duties from applicable law and contract terms rather than rely on a universal deadline.

Compare providers against the same criteria
Use a consistent checklist when reviewing a processor or payment platform. PCI and FERPA evidence answer different questions, so neither should stand in for the other.
- Data handling: Which party receives or can access card details, and what student or parent fields are collected?
- PCI scope: What service and components are covered by the provider’s current validation, and what evidence applies to this deployment?
- Shared responsibilities: Which security, access, update, validation, and incident tasks remain with the school or another party?
- FERPA control: If education-record PII is involved, how does the school direct its use and maintenance and restrict unauthorized redisclosure?
- Contract terms: What are the retention, deletion, subcontractor, incident-reporting, and cooperation provisions?
- Operational fit: Does the service work with the school’s systems and payment channels?
- Physical devices: If terminals are used, are their models listed by PCI SSC and compatible with the provider and acquirer?
Questions to ask a payment vendor
- What exact student, parent, and payment fields do you collect, and why is each needed?
- Which party receives or can access the full card number or other card data?
- What services and components are covered by your current PCI DSS validation, and what evidence applies to our deployment?
- What security and compliance responsibilities remain with the school, district, acquiring bank, or another provider?
- Which subcontractors handle data or administer systems, and what access can they have?
- How can the school direct and restrict use and maintenance of student education-record PII?
- What are your retention, deletion, incident-reporting, and cooperation terms?
- How will the school verify your PCI DSS status and service scope at least annually?
- If we use a payment terminal, which models appear on the applicable PCI SSC listings, and are they compatible with our provider and acquirer?
Check device listings when using physical terminals
PCI SSC maintains listings of approved point-of-interaction devices that capture payment-card data and validate its use for a transaction. A listing is one check, not a complete purchasing decision: confirm the specific model’s suitability, compatibility with the provider and acquirer, and fit for the school’s environment. Device listings and provider status can change, so verify current information during procurement.
Use current sources and jurisdiction-specific advice
PCI SSC’s document library listed PCI DSS v4.0.1 when checked. Standards, device listings, provider validation, and agency guidance can change. Before procurement, verify current materials with PCI SSC and confirm applicable requirements with the school’s privacy or legal contact and payment-compliance contact. This guide addresses U.S. federal FERPA and the PCI DSS framework; it does not assess state-specific obligations.
