How Samsung’s chip investment in Vietnam and Korea could affect global semiconductor supply

Samsung’s investments in Korea and Vietnam are likely to strengthen different links in the semiconductor chain rather than create one interchangeable pool of new wafer capacity. Korea is receiving the company’s heaviest concentration of advanced process research, leading-edge equipment and cluster infrastructure. Vietnam is an established high-volume Samsung electronics base that is adding suppliers and selected semiconductor-adjacent capabilities, including package-substrate production. Together, the projects could improve resilience and add qualified capacity over time, but no published figure supports claiming a specific percentage increase in global chip output.

What Samsung is actually building in each country

The phrase “chip investment” covers several kinds of activity. Semiconductor supply depends on front-end wafer fabrication, research and process development, assembly and testing, package substrates, materials, equipment, utilities and logistics. Samsung’s Korean and Vietnamese plans occupy different points on that map.

Korea: advanced research, process development and cluster capacity

Samsung Electronics announced a plan in 2024 to invest KRW 20 trillion through 2030 in the NRD-K semiconductor research complex at Giheung. The complex is intended to support memory, system LSI and foundry development. The technologies named for the site include High-NA extreme ultraviolet lithography, 3D DRAM, V-NAND and wafer bonding.

NRD-K is a research and development asset, not a statement that all KRW 20 trillion will immediately become commercial wafer output. Its supply-chain value comes from shortening the path between laboratory work, pilot processing, equipment learning and eventual mass production. Samsung Electronics Vice Chairman and Device Solutions head Young Hyun Jun said, “NRD-K will bolster our development speed, enabling the company to create a virtuous cycle to accelerate fundamental research on next-generation technology and mass production.”

Korea is also expanding the physical ecosystem around semiconductor manufacturing. Korea’s Ministry of Trade, Industry and Energy reported in 2024 that private investment expected for the Yongin semiconductor cluster exceeded KRW 600 trillion. That figure describes an industrial-cluster investment scale, not a guaranteed Samsung-only spend or a confirmed amount of operating chip capacity. The cluster approach brings fabs, suppliers, utilities, research organizations and logistics closer together, which can reduce coordination time when new processes are qualified.

Vietnam: a large production platform and expanding supplier network

Vietnam is already one of Samsung’s most important manufacturing locations outside Korea. Vietnam Government News reported in 2025 that Samsung had USD 23.2 billion in registered investment in the country, generated USD 62.5 billion in 2024 revenue and shipped USD 54.4 billion in 2024 exports. The same report counted 306 Vietnamese suppliers in Samsung’s local ecosystem.

A separate Vietnamese government report published in July 2024 cited USD 22.4 billion invested, about 90,000 jobs and cooperation with 310 Vietnamese partner companies. It also described Samsung’s intention to make Vietnam its largest production base for display modules. The different supplier and investment totals reflect different reporting dates and definitions; they should not be added together as if they were separate rounds of money or unique companies.

These figures show an existing industrial network rather than a greenfield semiconductor proposition. Vietnam’s strengths are production scale, export infrastructure, electronics assembly and a growing base of local partners. The evidence does not establish that Samsung is currently building a leading-edge front-end wafer fab in Vietnam. Vietnam’s role in the announced semiconductor-related expansion is more clearly associated with packaging, substrates, suppliers and electronics manufacturing.

The concrete Korea–Vietnam link: FCBGA substrates

Samsung Electro-Mechanics announced in 2026 a combined investment of approximately KRW 6.78 trillion to expand flip-chip ball-grid-array (FCBGA) package-substrate capacity at its Sejong operation in Korea and its Vietnamese subsidiary. The company connected the investment to demand from AI servers and to supply stability.

An FCBGA substrate is not a silicon wafer. It is a high-density package component that routes electrical signals between a semiconductor package and a circuit board. Increasing substrate capacity can relieve a bottleneck even when wafer fabs have room to produce more dies. Locating related capacity in both countries can also give customers and Samsung more than one operating base for this stage of the chain.

How the investments could change global supply

1. More qualified capacity, but only after a long ramp

Korean research spending can increase the number of process generations Samsung is able to develop and transfer into production. Yongin’s cluster infrastructure can support future fabs and suppliers. The FCBGA expansion can add package-substrate capacity for AI-server systems. Vietnam’s broader manufacturing network can support more component and electronics output.

None of those pathways converts an announced investment directly into a known number of wafers, memory bits or packaged chips. Facilities must be designed, permitted, built, equipped, brought through process qualification and then ramped with customers. Samsung’s own investment disclosure says schedules and amounts are forward-looking and may change with company or market conditions. Announced capacity should therefore be treated as planned capacity until operating data are released.

2. Diversification across locations

A two-country footprint can distribute selected steps instead of concentrating every supplier and factory in one geography. Korea remains the center of advanced process research and the deepest semiconductor-cluster development. Vietnam adds a second location for package substrates, electronics production and supplier activity. If one site faces a localized disruption, qualified alternatives may be available for some components or stages.

Diversification is not the same as independence. A substrate factory in Vietnam may still depend on Korean process know-how, imported equipment, specialized chemicals or components from other regions. Likewise, a Korean fab depends on global suppliers for lithography systems, materials, gases, power equipment and logistics. The benefit is reduced single-site exposure in selected links, not a self-contained national supply chain.

3. Potential relief for AI-server packaging constraints

AI accelerators and high-performance processors place unusual demands on package substrates: more signal connections, tighter electrical tolerances and larger package formats. The KRW 6.78 trillion FCBGA program specifically addresses this demand. If the new lines qualify on schedule, they could expand the pool of substrates available to server and networking customers.

That effect would be felt downstream of wafer fabrication. More substrate capacity cannot compensate for a shortage of advanced logic wafers, high-bandwidth memory or specialized packaging equipment. It can, however, prevent a substrate shortfall from becoming the limiting step after silicon is available.

4. Faster technology transfer from research to production

NRD-K’s purpose is to connect fundamental research with mass-production learning. High-NA EUV, 3D DRAM, V-NAND and wafer bonding each require extensive process integration. Having research, pilot activity and experienced production teams in Korea can make it easier to identify defects, tune equipment and standardize processes before a broader commercial ramp.

The global effect is indirect at first: faster learning can bring future products to qualified volume sooner or improve yields. It does not mean that a research complex itself supplies commercial chips immediately.

Korea and Vietnam compared

Supply-chain question Korea Vietnam
Primary role in the announced plans Advanced semiconductor research, process development, foundry and memory capability, plus cluster infrastructure High-volume electronics manufacturing, display production, supplier development and selected packaging or substrate activity
Front-end wafer-fab evidence Strong evidence of advanced R&D and a long-term cluster capacity strategy No cited evidence of a new Samsung leading-edge front-end wafer fab
Specific semiconductor-related project KRW 20 trillion NRD-K plan through 2030; Yongin cluster with more than KRW 600 trillion in expected private investment Part of Samsung Electro-Mechanics’ approximately KRW 6.78 trillion FCBGA expansion, alongside Sejong in Korea
Industrial scale indicators Dense semiconductor research, manufacturing and supplier base USD 23.2 billion registered Samsung investment, USD 62.5 billion 2024 revenue, USD 54.4 billion 2024 exports and 306 Vietnamese suppliers, according to a 2025 government report
Supplier-development evidence Cluster planning brings suppliers, utilities and research closer to fabs Reports cite 306 suppliers in 2025 and 310 partner companies in a July 2024 report
Likely time to impact Long horizon: research, infrastructure, equipment installation, process qualification and fab ramps Existing production network can scale more quickly in established operations; new substrate lines still require construction and qualification
Main supply-chain advantage Technology depth and the ability to develop next-generation processes Manufacturing scale, export logistics and geographic diversification

Will Vietnam reduce dependence on Korea or China?

Vietnam can reduce dependence on a single location for some electronics, substrate and supplier activities, but the announced projects do not make Vietnam a replacement for Korea’s leading-edge role. Advanced process research, memory technology and foundry development remain concentrated in Korea. Vietnam’s expanding network can provide an additional production base and may lower exposure to disruptions affecting one country.

The comparison with China also requires precision. The cited figures demonstrate Samsung’s substantial Vietnamese footprint, not a complete relocation of semiconductor production away from China or any other country. Supply chains still cross borders for silicon wafers, chemicals, equipment, substrates, design intellectual property and final customers. Vietnam’s contribution is diversification of selected stages, not total decoupling.

What could limit the supply benefit

Construction and qualification delays

Research buildings, cluster utilities and substrate factories do not produce saleable output when construction ends. Clean-room commissioning, tool installation, yield improvement, reliability testing and customer qualification can take years. A delay at any stage postpones the point at which global buyers can count the capacity as dependable.

Utilities and site constraints

Semiconductor operations require stable electricity, ultra-pure water, waste treatment and tightly controlled environmental conditions. Cluster development can improve these systems, but it also creates large, concentrated demand. Power interruptions, water constraints or permitting problems can limit effective capacity even when a factory’s nominal design capacity is high.

Supplier and talent depth

Vietnam’s supplier count is growing, yet advanced semiconductor processes depend on specialized engineering, materials and equipment expertise. Training local partners and qualifying them to Samsung’s standards takes time. Korea’s established talent and supplier base provide depth, while Vietnam’s expansion broadens the network but still has to build more specialized capabilities.

Geopolitical and logistics exposure

Two-country production reduces some location risk but introduces cross-border coordination. Export controls, shipping interruptions, tariffs, currency movements or diplomatic tensions can affect equipment and materials moving between Korea, Vietnam and customer markets. A diversified footprint is more resilient only when alternative routes and qualified suppliers actually exist.

Market-cycle risk

Memory, logic and AI-server demand can change quickly. Samsung’s disclosure explicitly notes that investment amounts and schedules may change with company or market conditions. If demand weakens, projects may ramp more slowly; if demand accelerates, even new capacity may be absorbed before it eases shortages.

How to interpret the headline investment numbers

  • KRW 20 trillion is Samsung Electronics’ announced NRD-K research-complex investment through 2030, not a stated annual production budget.
  • More than KRW 600 trillion is the expected private-investment scale reported for the broader Yongin cluster, not a guaranteed Samsung expenditure or output total.
  • KRW 6.78 trillion is Samsung Electro-Mechanics’ combined Korea-and-Vietnam FCBGA expansion plan, aimed in part at AI-server demand.
  • USD 23.2 billion, USD 62.5 billion and USD 54.4 billion describe Samsung Vietnam’s registered investment, 2024 revenue and 2024 exports in a 2025 Vietnam Government News report; revenue and exports are not measures of semiconductor wafer capacity.
  • USD 22.4 billion, 90,000 jobs and USD 55.7 billion in prior-year exports come from a July 2024 Vietnamese government account and describe Samsung’s wider Vietnam operation.

What is known—and not known—about global output

The available announcements establish investment direction, locations and intended technologies. They do not state how many additional wafers per month, memory bits, packaged processors or percentage points of world semiconductor supply the projects will deliver. Converting dollars into an output forecast would require details such as fab type, wafer diameter, process node, monthly starts, die size, yield, product mix and ramp date.

For context, an Associated Press report in 2026 said Samsung and SK Hynix together account for about two-thirds of global memory-chip production. That is a combined figure for two companies and should not be read as Samsung’s individual share or as a forecast of what these investments will add.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What to watch over the next few years

  1. Construction milestones: look for completion and commissioning updates for NRD-K, Yongin infrastructure and the Sejong and Vietnam FCBGA lines.
  2. Equipment installation and qualification: operating tools and customer-qualified products matter more than announced floor space.
  3. Reported production metrics: wafer starts, package-substrate output, utilization and yields would allow a real estimate of added supply.
  4. Supplier localization: new Vietnamese materials, equipment-service and component suppliers would show that the ecosystem is becoming less dependent on imported steps.
  5. Customer ramps: AI-server and other system customers adopting the new FCBGA capacity would indicate that the investment has moved from construction to commercial volume.
  6. Utility and workforce execution: reliable power and water, trained engineers and stable logistics will determine whether nominal capacity becomes usable capacity.

The practical global-supply verdict

Samsung is building a complementary Korea–Vietnam network. Korea anchors next-generation semiconductor research, process learning and cluster-scale manufacturing; Vietnam contributes a large electronics base, expanding suppliers and additional package-substrate capacity. If projects are completed and qualified as planned, the combination should improve resilience and add capacity in selected stages, particularly advanced process development and AI-oriented packaging.

The effect will be gradual and uneven. It is not evidence of a new leading-edge wafer-fab build in Vietnam, nor does it justify a precise claim about Samsung’s percentage of global output. The decisive evidence will arrive when facilities are operating, products are qualified and Samsung reports measurable production volumes.
