How Roller Coasters Are Tested and Inspected Before Opening

A coaster’s opening depends on more than test runs: commissioning, operator preparation, documents, and jurisdiction-specific inspections all play separate roles.

A roller coaster does not open simply because it has completed a certain number of test runs. Readiness comes from several distinct layers: design and manufacturing controls, commissioning tests, operator preparation, and any inspections or permits required by the local jurisdiction. There is no universal test-run count or testing duration; the applicable standards and legal process vary by ride and location.

What happens before a coaster can open?

Opening readiness is a chain of responsibilities, not one final test. Designers and manufacturers work to applicable technical requirements; the operator and manufacturer commission the completed ride and address issues; staff prepare to operate it; and authorities or qualified inspectors may review the ride and its records under local law.

  • Design: Engineering criteria address matters such as restraints, forces, structural loads, safety-related controls, electrical and mechanical systems, operator controls, and documentation.
  • Manufacture and construction: Quality-assurance processes support consistent production and traceability.
  • Commissioning: The ride’s systems and operating sequences are checked and tested, with problems corrected as needed.
  • Operation and approval: Staff procedures, required documents, permits, and any regulatory inspection must be addressed before public operation where required.

These layers overlap, but they are not interchangeable. A commissioning run is not, by itself, a government inspection or opening approval.

What do the main ASTM standards cover?

ASTM International publishes separate practices for different parts of amusement-ride safety. Which edition applies, and whether a jurisdiction adopts it into law, can vary.

Practice Scope described by ASTM What it does not establish by itself
ASTM F2291-25C, Standard Practice for Design of Amusement Rides and Devices Design criteria, including restraints and containment, acceleration, loads and strengths, safety-related control systems, electrical and mechanical systems, fencing and walkways, operator controls, and documentation. Its scope has exceptions where another ASTM F24 standard addresses a ride’s design criteria. A universal rule applying identically to every attraction, or a public opening certificate.
ASTM F1193-26, Standard Practice for Quality, Manufacture, and Construction of Amusement Rides and Devices Minimum requirements for a manufacturer’s quality-assurance program and for manufacturing, including major modifications. A standalone approval for opening a particular ride.
ASTM F770 Ownership, operation, maintenance, and inspection. One nationwide licensing or inspection process.
ASTM F2137 Methods for measuring dynamic characteristics. A universal number of test cycles or hours before opening.
ASTM F2974 Auditing amusement rides. A substitute for applicable local legal requirements.

The U.S. Consumer Product Safety Commission’s voluntary-standards page lists older editions of several of these practices, including F770-19, F1193-18a, F2137-19, F2974-20, and F2291-20, and describes CPSC’s work with ASTM to revise voluntary standards. Those listed editions should not be confused with ASTM’s current catalog listings or treated as proof of a single nationwide licensing system.

What do commissioning tests check?

Commissioning is the process of checking that the completed ride and its systems operate as intended, identifying faults, and resolving them. Depending on the design and applicable engineering, manufacturer, and regulatory requirements, checks may involve controls, brakes, restraints, sensors, vehicles, and operating sequences. The precise tests are not identical for every coaster.

Official sources do not establish a universal number of empty test runs or a standard number of testing hours. Repeated runs may form part of testing or troubleshooting, but a run count alone does not show that documents, staffing, permits, or any required inspection are complete.

How can a regulator’s inspection differ from testing?

An operational inspection is a separate review under the relevant jurisdiction’s rules. It may involve examining the ride, reviewing records, observing operation, or asking the operator to demonstrate functions. California and Ohio show how these requirements can differ; they are examples, not a national summary.

California: advance notice, documents, and a pre-opening inspection

California Code of Regulations, Title 8, section 344.8 requires the Division’s qualified safety inspector (QSI) to conduct an operational inspection of each new permanent amusement ride before it is placed in operation and opened to the public. The owner or operator must notify the Division in writing at least 30 days before the intended opening. The notice must give the ride’s location, intended public-operation date, and earliest date the ride will be ready for inspection.

The regulation directs the Division to initiate inspection before the proposed opening and make a reasonable effort to finish beforehand. It also allows a limited exception: opening may be permitted if the Division cannot complete the inspection within 30 days, the delay is not attributable to the owner or operator, and there is no substantial reason to question the ride’s safety.

For the inspection, the owner or operator must make specified materials available:

  • A licensed engineer’s written certification against applicable design requirements. The regulation says this requirement does not take effect unless and until the referenced design subchapter is adopted and effective.
  • An as-built document.
  • A local certificate of occupancy, if the local building authority requires one.

The operator must also provide a representative to run the ride and perform tests the inspector requests as needed to complete the operational inspection. This is one concrete example of how a regulator can require an operational demonstration; it is not a universal commissioning plan.

K'NEX Education - STEM Explorations: Roller Coaster Set ‚ 546 Pieces, Creative Building Set‚ Ages 8+
  • 546 ASSORTED PIECES –This K’NEX Education set includes 546 parts, plus a battery-powered motor, for a single child or a team of two to three children building a working roller coaster. Two additional models are also included in this set — a ramp and a half-pipe — which can be built one at a time. The set requires two AA batteries, which are not included.
  • OFFERS HANDS-ON LEARNING – K’NEX Education models offer proactive opportunities for introducing children to scientific inquiry, investigation, and experimentation. Inquiry-based lessons challenge young learners as they build, investigate, problem-solve, discuss, and evaluate scientific and design principles in action.
  • EXPERIMENT GUIDE – Once a ride is built, an activity booklet guides learners through three hands-on, inquiry-based experiments. This experiment guide aligns with the national STEM standards and is designed for grades 5‒9. Students will learn about the relationships between time, distance, speed, and more!
  • PROMOTES TEAMWORK – This educational engineering set is more fun when constructed with friends. One to three kids can put their heads together and figure out the structure, exchanging ideas as they tinker with the bits and parts, and solving the model faster through teamwork. They’ll build camaraderie and develop social skills as they play.
  • STEAMagination: It’s the connection of STEAM (science, technology, engineering, arts & math) with a child’s natural curiosity and creativity and it powers the fun of each and every K’NEX building set. Building with K’NEX puts children on a path towards a fundamental understanding of STEAM/STEM subjects.

Ohio: inspection, ASTM compliance evidence, and stop-operation orders

Ohio Administrative Code Rule 901:9-1-04 says authorized department inspectors conduct ride inspections under state rules. The rule calls for evidence of substantial compliance with owner requirements in applicable ASTM amusement-ride standards and specifically references F1193-18, F770-18, and F2291-18. If an inspector finds a ride unsafe, the inspector issues a Stop Operation Order. The rule page reports a last update of June 10, 2022; its requirements should not be assumed to apply in other states.

What happens after a ride opens?

Pre-opening review is not the whole oversight process. California section 344.8 also calls for annual QSI inspections that include structural and operational inspection. A ride found unsafe must close until repairs or modifications are completed and certified by a QSI. The regulation also provides for annual records audits covering areas such as accidents, employee training, maintenance, repairs, and inspections, as well as operational observation with and without passengers. These are California-specific requirements.

Why might a coaster still be testing?

Test runs can continue while commissioning work or troubleshooting is underway, and a ride may still have other opening tasks to complete. Depending on the jurisdiction, those can include documents, staff training, a regulator’s inspection, or permits. Without ride-specific official information, the fact that a coaster is testing does not establish why it remains closed or when it will open.
