When share prices plunge, a pension fund first records a lower market value for its assets. It does not automatically stop paying pensions or sell everything. Trustees and managers compare the asset decline with the plan’s liabilities, secure cash for benefits and collateral, check whether the portfolio still matches its approved strategy, and rebalance or hedge within their rules. A defined-benefit (DB) plan still owes its promised pension, so a funding shortfall is normally repaired through sponsor contributions, a recovery plan, investment changes and time. In a defined-contribution (DC) plan, the member’s account generally falls directly with the investments, making the member—not an employer guarantee—the bearer of the market loss.
What a stock-market selloff does to a pension fund
A selloff changes the value of the securities a fund owns. Public shares are revalued continuously; bonds, private assets and derivatives may be valued less frequently or through models. The first reported effect is therefore a change in the fund’s asset value, not necessarily a cash loss. A loss becomes realized when the fund sells an investment below its purchase price, but an unrealized decline can still affect funding ratios, collateral requirements, risk limits and member account values.

The important question is not simply “How many dollars did assets lose?” It is “How does the new asset value compare with the present value, timing and risk of the benefits the plan must pay?” A young plan with contributions arriving for decades can tolerate a temporary fall differently from a mature plan that must sell assets next month to pay retirees. The same percentage decline can therefore produce very different consequences.

Higher interest rates pushed down bond prices and changed the present value of liabilities, while falling equity valuations reduced risk-asset holdings. The net effect depended on each plan’s duration, hedge ratio, currency exposure, leverage, cash flow and accounting or regulatory valuation method.

Recent OECD figures put the shock in context
Across the OECD, assets earmarked for retirement grew 10% in 2023 to USD 63.1 trillion, according to the OECD’s 2024 data. Even after that rebound, retirement assets at the end of 2023 remained 5% below their 2021 level. A separate pension-provider asset series fell from USD 59.7 trillion at the end of 2021 to USD 51 trillion at the end of 2022, then recovered to USD 56.5 trillion at the end of 2023. The OECD’s 2025 update reports OECD pension assets growing 11.6% in 2023 and 7.1% in 2024. These series cover different populations and measures, so they should not be combined into one performance number.
Recovery is not automatic. It reflects subsequent investment returns, contributions minus benefit payments, currency movements, inflation, changes in interest rates and the plan’s liability structure. Some jurisdictions moved above their 2021 asset level quickly; large markets, including the United States and some European markets, had not done so by the end of 2023.
The first decisions: measure the loss and protect cash
After a sharp fall, the fund’s governing body normally follows its risk and liquidity playbooks rather than making an all-or-nothing market call. The sequence varies by jurisdiction and plan, but the core checks are consistent.
- Revalue assets and liabilities. Investment staff calculate exposures by asset class, region, currency, duration, issuer and counterparty. Actuaries and risk teams update the value and timing of benefit promises using the applicable discount-rate and valuation rules.
- Test the funding position. A DB plan compares assets with liabilities and identifies whether a surplus has narrowed or a deficit has opened. A DC plan calculates the effect on member units or account balances and checks whether default or lifecycle funds remain within their permitted risk ranges.
- Map near-term cash needs. The treasury function forecasts benefit payments, transfers, operating expenses, derivative margin and collateral calls. It identifies cash, government securities and other assets that can be sold quickly without excessive market impact.
- Escalate breaches. If leverage, concentration, liquidity or counterparty limits are breached, the investment committee and trustees follow the plan’s escalation rules, document decisions and notify supervisors where required.
Why liquidity can matter more than the headline return
A fund can be solvent on a long-term projection and still face a short-term liquidity problem. It may need cash to pay benefits or to meet a margin call on an interest-rate hedge. Selling the most liquid shares is often less damaging than being forced to sell private assets or long-dated bonds in a stressed market, but repeated sales can move the portfolio away from its strategic mix.

The United Kingdom’s 2022 liability-driven investment (LDI) episode showed this mechanism. A rapid rise in gilt yields generated collateral calls for leveraged LDI arrangements. Some schemes had to sell assets quickly to raise cash, which amplified market pressure. The lesson is not that all hedging is unsafe; it is that a hedge creates its own collateral, liquidity, counterparty and operational requirements.
How funds adjust the portfolio after prices fall
Rebalancing toward the approved allocation
An equity fall can leave a portfolio underweight shares relative to its strategic asset allocation. Rebalancing means selling assets that have become overweight and buying assets that have become underweight, subject to the investment policy, transaction costs, taxes, liquidity and any temporary market limits. A fund may rebalance gradually rather than on a single trading day if cash needs or market conditions make immediate trading imprudent.
Rebalancing is a discipline, not a promise to buy every dip. Trustees must confirm that the plan can fund benefits and collateral, that risk limits permit the trade and that the liability profile still supports the target mix. A plan with a worsening deficit may reduce risk rather than add to equities; another with strong cash flow and a long horizon may use the fall to restore its target exposure.
Diversification and the limits of protection
Funds diversify across equities, government and corporate bonds, real assets, private markets, currencies and regions to reduce dependence on one source of return. Diversification lowers concentration risk but cannot eliminate a broad market loss, especially when assets become correlated during a crisis. Private assets may appear less volatile because they are valued less often, not because their economic value is immune to the shock.

Interest-rate and inflation hedges
DB plans often use bonds or derivatives to make assets respond more like their liabilities when interest rates or inflation change. A hedge can reduce the change in the funding position caused by a rate move, but derivatives require collateral and daily liquidity. Supervisory practice therefore includes limits, risk indicators and controls for leverage, securities lending and indirect investments. The hedge ratio is a plan-specific decision; there is no universal percentage that suits every fund.
Stress testing and governance
Effective risk management is continuous and covers market, interest-rate, credit, liquidity and operational risks together. OECD/IOPS guidance describes the system as “strategies, processes and reporting procedures necessary to identify, measure, monitor, assess, control and report, on a continuous and an ad hoc basis, all material risks, at an individual and an aggregated level, to which the pension fund or plan is or could be exposed, and their interdependencies.”
In practical terms, trustees may test a further equity fall, a rate spike, widening credit spreads, currency depreciation, simultaneous collateral calls and higher-than-expected benefit transfers. Results determine whether the plan needs more liquid reserves, a lower hedge leverage, a revised allocation or a formal recovery action.

Defined-benefit and defined-contribution plans handle losses differently
| Issue | Defined-benefit plan | Defined-contribution plan |
|---|---|---|
| What is promised? | A formula-based pension remains the plan’s obligation, subject to the governing law and plan terms. | The member receives the value of an investment account and the income that value can purchase. |
| Where does a market loss appear? | In the asset value and usually in a wider funding gap relative to liabilities. | Directly in the member’s account balance or unit value. |
| Who absorbs the investment shortfall? | The sponsoring employer and, where applicable, the plan’s protection or statutory framework address the gap. | The member generally bears it through a lower balance and potentially lower retirement income. |
| Typical responses | Contributions, a recovery schedule, allocation changes, hedging and liability management. | Diversification, lifecycle de-risking, contribution decisions, communication and liquidity management. |
| Key timing risk | Near-term benefit and collateral payments can force sales before markets recover. | Withdrawals or annuity purchases during a fall can crystallize losses and reduce sustainable income. |
What happens in a DB plan
A fall in assets does not, by itself, cut the promised pension. The funding ratio may decline, however, and the sponsor, trustees and regulator may require a recovery plan. Depending on local rules, the sponsor can increase contributions, extend or revise the recovery schedule, change the investment strategy or alter future accrual terms where permitted. The size and timing of the required contribution depend on the valuation date, discount rates, liability duration, expected returns, benefit payments and later market performance.

Regulatory flexibility can matter when a deficit is caused by a market-wide shock rather than by a sponsor’s failure to pay. A recovery plan still has to be credible: it must show how contributions and investment risk are expected to restore the funding position without creating an unacceptable chance of another shortfall.
What happens in a DC plan
The account value normally falls as the underlying funds fall. The plan can improve diversification, maintain an appropriate default or lifecycle strategy, keep trading and transfer liquidity available, and explain volatility to members. It cannot promise the date on which markets will recover. A member who sells during a fall, stops contributions or withdraws early can turn a temporary price decline into a permanent reduction in retirement resources.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Who pays for pension-fund losses?
The answer follows the plan’s legal design. In a DB plan, the pension promise is the starting obligation. The employer usually finances deficits through additional contributions, although the exact backstop, sponsor strength and member protections depend on the country and plan. Trustees do not simply pass the market loss to a retiree by changing a guaranteed formula unless the governing law and plan terms allow it.
In a DC plan, there is no employer promise to restore a market value in ordinary circumstances. Contributions buy units or investments whose prices move. The member bears the investment result, while the employer may continue making its agreed contributions. Public guarantees, compensation schemes or minimum-return rules exist in some jurisdictions but are not universal and should not be assumed.

How a fund can recover—and why no timetable is universal
A fund recovers in more than one sense. Its assets may regain a previous market value; its DB funding ratio may improve because liabilities fall as rates rise; or its cash-flow plan may become sustainable even while assets remain below an earlier peak. These are different outcomes.
| Recovery driver | How it helps | What can offset it |
|---|---|---|
| Investment returns | Higher prices, coupons, dividends and private-asset income rebuild assets. | Further losses, defaults, fees and unfavorable currency moves. |
| Net contributions | Employer and member contributions add cash after benefit payments. | A mature plan may pay out more than it receives. |
| Liability changes | Discount-rate or inflation changes can reduce the measured present value of promises. | Longer life expectancy, wage growth or inflation-linked benefits can increase liabilities. |
| Time and cash-flow matching | Holding assets to meet scheduled payments can avoid forced sales. | Collateral calls or transfers can create an urgent need for liquidity. |
Because these variables differ by country, plan and valuation rule, there is no reliable global recovery date or standard post-crash return. A reported asset rebound also does not guarantee that every member reaches the balance they expected, nor that every DB plan closes its deficit.
Questions trustees and members should ask after a selloff
- What is the valuation date? Daily market prices, quarterly private-asset valuations and annual actuarial measurements may describe different points in the same episode.
- Is the figure an asset loss or a funding loss? The funding ratio also depends on the liability measure and discount rate.
- How much cash is available? Ask whether benefits, transfers and collateral can be met without distressed sales.
- Did leverage or derivatives magnify the move? A hedge can reduce one risk while creating margin and counterparty exposure.
- What is the approved response? Review the investment policy, rebalancing bands, stress tests, recovery plan and communication schedule.
- For DC members, what is the time horizon? The appropriate response for someone decades from retirement may differ from that for someone withdrawing next year.
Bottom line for a market crash
A pension fund manages a selloff by matching its response to its promises and cash flows: value assets and liabilities, preserve liquidity, keep collateral available, diversify and rebalance within policy, stress-test the risks, and repair any DB funding gap over a credible schedule. DB members generally retain the promised benefit while the sponsor and plan governance absorb the funding challenge. DC members generally see the investment loss in their own accounts. Subsequent returns, contributions, payments, rates and currencies determine whether—and how quickly—the fund recovers.
