How open-source licenses apply to Valve Steam Frame code and derivatives

Steam Frame runs SteamOS, a mixed software stack rather than a single open-source project. Valve describes SteamOS as Arch Linux-based, combining open-source components with proprietary software, including the Steam Client and some third-party drivers.

You may use and modify an individual open-source package only under that package’s license. That permission does not authorize copying or redistributing the proprietary Steam Client, does not grant Valve trademark rights, and may not be enough to sell hardware preloaded with SteamOS. A defensible derivative therefore starts with a package-by-package inventory, then handles source, notices, client redistribution and branding as separate questions.

The licensing answer in one view

There is no single “Steam Frame license.” For licensing purposes, treat a Steam Frame installation as a collection of separately licensed packages assembled into SteamOS. Valve’s SteamOS download and end-user license information identifies both free and open-source software (FOSS) and third-party proprietary software. Valve’s FAQ says that the base operating-system components are open source, while the Steam Client and some proprietary drivers remain outside that grant.

The consequence is practical: a license attached to a kernel, library, runtime, graphics stack or utility applies to that component and to the acts that license permits. It does not spread to unrelated files merely because they are delivered in the same image. The Steam Client is governed by Valve’s proprietary EULA, and Valve’s names and logos are governed by trademark rules.

What is actually in the SteamOS-based stack?

Before deciding whether a fork or product is allowed, identify what you are copying. A Steam Frame image can contain operating-system packages, Steam Runtime files, firmware, drivers, configuration, artwork, update mechanisms and the Steam Client. Each item can have a different rights holder and license.

Layer or item What Valve’s published material establishes What that means for a derivative
Base operating-system components Valve’s FAQ describes the base components as open source; SteamOS is based on Arch Linux. Use the license for each package, preserve required notices and meet any source or sharing conditions triggered by your distribution.
Steam Runtime Valve’s Steam Runtime repository states that the software making up the runtime is available in source and binary form there. Review the license and notice files for every runtime component; repository availability is not a blanket license for the rest of SteamOS.
Steam Client Valve’s EULA grants a limited, non-exclusive, non-redistributable, non-sublicenseable license for personal installation and calls the client proprietary. Do not copy, modify, reverse engineer, make derivative works of or redistribute the client unless the EULA, applicable law or a separate Valve agreement permits the specific act.
Third-party proprietary drivers Valve says some proprietary third-party drivers ship with SteamOS. Check the driver vendor’s terms. An open-source license covering a neighboring component does not authorize redistribution of the driver.
Valve and Steam marks Valve’s FAQ and trademark notice separate trademark permission from copyright permission. Open-source rights do not let a product use Steam or Valve marks in a way that suggests sponsorship, endorsement or affiliation.

A package-by-package method for analyzing a derivative

  1. Freeze the exact build. Record the Steam Frame or SteamOS image identifier, architecture, repository snapshot, package name, version, upstream project and the files actually shipped. A later image can change licenses, notices or proprietary inclusions.
  2. Collect the authoritative license material. For each package, save its license file, copyright notices, bundled third-party notices and any written offer or source instructions. Valve’s SteamOS package and source references are useful starting points, but the package’s own notice files control the obligations for that package.
  3. Classify the permission. Mark each item as permissively licensed, weakly copyleft, strongly copyleft, or proprietary. Do not infer a license from the programming language, repository location or the fact that a binary is downloadable.
  4. Describe your technical change. Note whether you are redistributing unchanged files, modifying files, linking libraries, replacing a component, combining an aggregate of separate programs, or exposing software through a service. The legal result can differ for each form of combination.
  5. Match obligations to distribution. A personal installation, a public image download, a commercial device preinstallation and a hosted service are different distribution models. Determine which one applies before preparing notices or source packages.
  6. Document the release. Keep a bill of materials, hashes or build identifiers, modification records, license texts, source archives and the process used to deliver corresponding source or written offers where required. Have counsel review unresolved questions in the jurisdictions where you distribute.

What you can do in common scenarios

Install or customize an image for yourself

Personal experimentation with open-source packages is generally analyzed under those packages’ licenses. You still need to comply with license conditions if you share modified binaries or source. Installing the Steam Client for personal use is a different matter: Valve’s EULA limits the grant to personal installation and states that it is non-redistributable and non-sublicenseable. A private configuration change does not give you the right to hand a copy of the client to someone else.

Publish a downloadable operating-system image

A public image containing only components whose licenses permit that distribution can be released if you satisfy every package’s notice, attribution, disclaimer and source requirements. Remove or separately obtain permission for proprietary components that you are not licensed to redistribute. In particular, do not assume that placing the Steam Client in an otherwise open image makes client redistribution lawful.

Label the image accurately. If it is your own Linux distribution assembled from compatible components, explain the relationship descriptively and avoid implying that Valve supplies, certifies or supports it unless you have written permission.

Modify an open-source package

For a permissive package, the usual conditions focus on retaining copyright and license notices and accepting the stated disclaimer. Copyleft packages can impose additional duties when you distribute modified files, linked combinations or a larger work. The exact trigger depends on the license text and how the code is combined; do not substitute a general slogan such as “GPL means publish everything.” Identify the relevant version of the license, preserve notices in the required locations and provide the source, build materials or offer procedure that license requires.

Replace a SteamOS component

Replacing a package with your own implementation may avoid modifying the original files, but it does not erase obligations for the package you continue to distribute. Check dynamic and static linking, plug-in interfaces, bundled code and generated files. Keep a record showing which original files were removed, which remain and which new dependencies were introduced.

Sell a device with SteamOS installed

Commercial hardware adds two issues beyond ordinary package compliance. First, the device image may contain the proprietary Steam Client and proprietary drivers that you cannot redistribute under a personal-use grant. Second, Valve says device makers should contact it about Powered by SteamOS licensing. Treat that as a separate commercial permission, not as a consequence of complying with Linux package licenses. Confirm the current program terms, permitted marks, update responsibilities and client-distribution rights before manufacturing or advertising a product.

Why GPL, Apache and other licenses do not cover the whole system

People often see a GPL or Apache 2.0 notice in one component and conclude that the entire Steam Frame image has that license. That conclusion is wrong because copyright licenses attach to particular works. An Apache 2.0 license for a library permits the uses described by Apache 2.0 for that library; it neither relicenses Valve’s client nor grants rights in Valve’s marks.

Copyleft analysis also depends on the act you perform. Unchanged redistribution may require notices and license text. Distributing a modified file can require the modified source. Linking or combining code can activate conditions that do not apply to a completely separate program. Aggregating independent packages on one image does not automatically merge their licenses, but copied or linked code may create a different result. Read the exact license and its definitions for each component, and obtain specialist advice where the boundary is uncertain.

Proposed action Questions to answer Typical compliance material
Redistribute an unchanged open-source package Which license version applies? Where must notices appear? Copyright notices, license text, disclaimers and any required attribution.
Ship a modified copyleft package Does the license require corresponding source, build scripts or a written offer? Source archive or offer procedure, modification notices and build information.
Link or bundle multiple components Are the components a covered combined work or separate programs in an aggregate? Component-level notices plus the source or licensing information required by each license.
Include the Steam Client Does Valve grant redistribution or sublicensing for this product and market? A separate Valve authorization or OEM agreement; the open-source notices alone are insufficient.
Use Steam or Valve branding Would a buyer read the mark as an endorsement, certification or official product name? Descriptive wording within Valve’s guidance, or written trademark permission.

Source code, notices and release records

Valve points users to SteamOS repositories for package, license and source-code information. The Steam Runtime repository likewise states that its software is available in source and binary form. Use those repositories to locate the relevant version, then verify that the files in your image match what you are publishing.

A practical release bundle should include:

  • A machine-readable bill of materials listing package names, versions, origins and licenses.
  • All copyright, attribution, license and disclaimer texts in the location required by each license.
  • Source for modified or covered components, including corresponding build scripts or configuration when the applicable license requires them.
  • A durable source archive or written-offer process that remains available for the period specified by the license.
  • A change log identifying altered files, patches and newly added dependencies.
  • A separate inventory of proprietary binaries, firmware and drivers, with evidence of permission to distribute them.

Do not promise that a repository link alone satisfies a source obligation. A source offer may need to correspond to the exact binary shipped, remain available for a defined period and include materials needed to build the covered work.

Steam Client restrictions are separate from Linux package rights

Valve’s SteamOS EULA characterizes the Steam Client as proprietary and grants a limited license for personal installation. It expressly restricts copying, modification, reverse engineering except where the law expressly permits it, creation of derivative works and redistribution without a separate Valve license. Those terms apply even when the client is delivered inside an image whose other files are open source.

Accordingly, a project can lawfully publish an operating-system derivative while omitting the client, or it can seek a separate agreement that authorizes client delivery. Calling the result a “SteamOS fork” does not change the EULA. Keep client installers, update services and account-related components out of your redistribution plan unless your written permission covers them.

Branding, names and logos

Copyright permission and trademark permission are different rights. Valve’s trademark guidance says that the Steam Audio code base is under Apache 2.0 but that users do not receive a license to Valve marks. The same principle applies to open-source components in a SteamOS-derived product.

Use a neutral product name and factual compatibility statement where appropriate. Avoid names, icons, packaging or website language that could make customers believe Valve operates, certifies, endorses or warranties your distribution. Do not copy Steam artwork or logos merely because they appeared in the original image. If your business needs official “Powered by SteamOS” positioning, obtain the relevant Valve permission before using it.

Common failure modes and their fixes

  • “SteamOS is open source, so I can mirror the whole image.” Fix: separate open-source packages from the Steam Client and proprietary drivers, then verify redistribution rights for each.
  • “One GPL notice covers every file.” Fix: map every file or package to its own license and preserve the complete notice set.
  • “The repository is public, so commercial redistribution is allowed.” Fix: read the license and EULA; public source availability is not a commercial trademark or client license.
  • “Changing the name avoids trademark risk.” Fix: review logos, screenshots, product descriptions and claims of official support, not only the name.
  • “A binary-only release is simpler.” Fix: check whether the applicable license requires corresponding source, build instructions or a written offer before shipping.
  • “A device sale is the same as a personal install.” Fix: treat preinstallation, customer support, updates and advertising as a commercial distribution model and ask Valve about OEM licensing.

Pre-release checklist

  1. Capture the exact Steam Frame or SteamOS build and hardware configuration.
  2. Generate and review a package-level bill of materials.
  3. Read every license, notice file and proprietary EULA, including driver terms.
  4. Record modifications, linking arrangements and replacement components.
  5. Prepare notices, source archives and written offers required for the planned distribution.
  6. Remove any client or driver that you cannot lawfully redistribute, or obtain written permission.
  7. Review product names, logos, screenshots and marketing language for Valve trademark implications.
  8. For a commercial device, obtain confirmation of the current Powered by SteamOS licensing path before production.
  9. Have unresolved copyleft, reverse-engineering or trademark questions reviewed by qualified counsel in each target market.
