Refineries make fuels; terminals and depots store, blend, test and distribute them. A refinery outage reduces production, while a terminal, depot or transport failure can stop stations receiving fuel that already exists elsewhere. Which problem drivers notice first depends on local inventory, alternate routes, facility concentration, fuel specifications and how long the disruption lasts.
The fuel-supply chain in one view
Gasoline does not travel directly from an oil field to a filling station. Crude oil and other feedstocks first enter a refinery. The refinery separates and chemically converts them into gasoline, diesel, jet fuel, lubricants, asphalt and other finished or intermediate products. Those products then move through pipelines, tankers, barges, rail cars or trucks to storage and distribution facilities near consuming markets. Tanker trucks load at those facilities and deliver the fuel to retail stations.

The U.S. Energy Information Administration (EIA) describes the consumer journey this way: “Gasoline begins its journey to consumers as crude oil at petroleum refineries and then moves through stages of refining, transport, storage, and blending until final delivery to retail fueling stations.” That sequence explains why a country can have crude oil, or even finished gasoline somewhere in its territory, while a particular town has empty pumps.
In industry terms, refineries are generally downstream processing sites. EPA’s broader sector framing places gathering, storage and transport by pipeline, rail, tanker and truck in midstream operations, while downstream operations process and refine crude into products such as gasoline, diesel, lubricants and asphalt binders. A terminal often sits at the boundary: it is a midstream distribution site handling downstream products.

What a refinery does
Inputs and outputs
EIA defines a refinery as “an installation that manufactures finished petroleum products from crude oil, unfinished oils, natural gas liquids, other hydrocarbons, and oxygenates.” Crude is only one possible input. Refineries can also process unfinished streams from another refinery, natural-gas liquids and oxygenates used in blending.
The output slate varies by refinery design and crude type, but common products include motor gasoline, distillate fuel (most of which is sold as diesel), jet fuel, lubricants, asphalt and petrochemical feedstocks. Some products leave the refinery ready for sale; others are blend components that need further treatment or mixing at a terminal.
Why a refinery outage matters
When a refinery shuts down unexpectedly, it removes production capacity rather than merely blocking a delivery. Nearby inventories, imports, another refinery’s spare capacity and rerouted transport can cushion the initial effect. A prolonged outage, several simultaneous outages or a refinery serving a geographically isolated market can reduce regional supply and raise prices.

Petroleum markets are connected unevenly: a surplus on one coast may not be able to reach an inland market quickly if pipelines, marine terminals or truck capacity are constrained. What an oil or bulk terminal does
Receiving and holding products near demand
A terminal normally receives finished or blend-ready products by pipeline, tanker, barge, rail or truck. It stores batches in tanks, tracks ownership and product identity, samples and tests fuel, and transfers it to the next transport leg. Its location near a city, highway network, airport or industrial cluster reduces the distance tanker trucks must travel to customers.

EIA’s formal term bulk terminal covers a facility used primarily for storage or marketing of petroleum products with total bulk storage capacity of 50,000 barrels or more and/or receipt by tanker, barge or pipeline. A smaller bulk station is below 50,000 barrels and generally receives product by tank car or truck. Capacity and receiving modes matter because they determine how much inventory a site can buffer and how easily it can be resupplied.
Blending and quality control
Terminals may blend components such as ethanol into gasoline before loading trucks. They also verify that fuel meets the specifications required in the destination market. Batches moving through shared pipelines are commingled and tested as they leave the pipeline system. If a batch fails local, state or federal specifications, it is sent back to a refinery for additional processing rather than being sold to stations.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThat quality-control role means a terminal can have tanks that appear full but still be unable to load legal retail fuel. A specification problem, faulty testing equipment, contamination or a missing blend component can withhold volume from the market just as effectively as an empty tank.
What “fuel depot” means
“Fuel depot” is everyday language, not one globally standardized facility category. Depending on the country and operator, it may mean a large bulk terminal, a smaller bulk station, a military or fleet depot, or another storage-and-distribution site. Some depots supply retail stations; others serve aircraft, ships, generators, mines, farms, emergency services or a private vehicle fleet.
Before comparing a depot with a refinery or terminal, identify its actual role, storage capacity, products and transport connections. A depot that only stores diesel for a bus fleet has a different public impact from a coastal terminal receiving gasoline by tanker and loading hundreds of road tankers each day. The word alone does not tell you whether the site manufactures fuel, blends it, or simply dispatches it.

Refinery, terminal and depot compared
| Facility | Primary function | Typical inputs and outputs | Where it sits in the chain | Typical driver-facing failure |
|---|---|---|---|---|
| Refinery | Converts crude and other feedstocks into petroleum products | Crude, unfinished oils, natural-gas liquids and oxygenates become gasoline, diesel, jet fuel, lubricants, asphalt and other products | Production site, usually connected to several transport modes | Less regional production; a prolonged or concentrated outage can tighten supply and raise prices |
| Oil or bulk terminal | Receives, stores, tests, transfers and sometimes blends products | Finished or blend-ready gasoline, diesel and other products leave by truck, pipeline, barge or rail | Near consuming markets or major transport junctions | Loading, power, fire, contamination or blending failure blocks local inventory access |
| Fuel depot | Broad storage and distribution role defined by local usage | Stored fuels dispatched to retail, fleet, military or industrial users | Can be a terminal, bulk station or specialized private site | Local delivery interruption; impact depends on alternate depots and transport links |
Which failure makes stations run out first?
There is no universal ranking of failure severity. Driver impact depends on geography, the number of retailers sharing a site, available tank inventory, alternate pipelines or terminals, the affected product, season, duration and whether the fuel meets local specifications. In many markets, however, the first visible station outages come from a local terminal or transport bottleneck rather than from a refinery itself.

1. Terminal loading, power, fire, contamination or blending failure
This is often the fastest local pathway to empty pumps. The terminal is the point where product is tested, blended and loaded onto delivery trucks. If racks cannot operate, electricity is lost, a fire closes the site, tanks are contaminated or compliant blending cannot be completed, stations supplied from that terminal may receive no deliveries even while fuel exists at a refinery or another region.
The effect is greatest when many retailers depend on one terminal and there is no practical substitute. A nearby alternate terminal may help only if trucks, drivers, compatible product and road access are available.
2. Pipeline, barge, rail or truck interruption
A transport failure can starve a terminal or delay its replenishment quickly. Shared pipelines move batches to multiple terminals; a pipeline shutdown therefore can affect several markets at once. A grounded barge, closed port, rail disruption, bridge restriction or shortage of tanker trucks can have a similar effect when no alternate route has enough capacity.
Transport problems are not equally serious. A terminal with several receiving modes and ample stocks may continue operating, while a single-route terminal can begin rationing deliveries soon after its next scheduled batch is missed.

3. Refinery outage or unplanned shutdown
A refinery outage removes the source of new gasoline, diesel or other products. It is usually broader and potentially longer-lasting than a single loading-rack failure, but the first retail effects may be delayed while inventories are drawn down or supplies are rerouted. Imports and production at alternate refineries can also soften the impact.
When an outage is prolonged, affects a large refinery or occurs alongside transport constraints, regional stocks fall and prices can rise. A refinery may also be able to produce volume that cannot reach the affected market, so production capacity and distribution capacity must be considered together.
4. Fuel-quality or specification failure
Fuel can be withheld even when its physical volume exists. A failed test, contamination event or wrong seasonal or regional specification prevents legal sale until the batch is corrected, reprocessed or replaced. EIA notes that noncompliant commingled batches are sent back to a refinery for additional processing. Stations then face a supply interruption without an obvious shortage in storage tanks upstream.
5. Storage drawdown
Storage is a buffer, not an unlimited reserve. EIA defines primary petroleum stocks as inventories at refineries, pipelines and bulk terminals with at least 50,000 barrels of capacity, plus petroleum in transit to those locations. As stocks decline, a missed shipment or production outage reaches retail more quickly. Once the buffer is exhausted, even a short disruption can become visible at stations.
Why oil in a country does not guarantee fuel at a local pump
Crude oil and gasoline are different commodities. Crude must be processed in suitable refinery units, and the resulting products must meet the destination market’s rules. A country can produce crude but lack enough refining capacity, or have refining capacity concentrated far from demand. It can also have gasoline in storage that cannot move because a pipeline, port, terminal rack or truck fleet is unavailable.
Best Value
Fuel markets are regional because pipelines and marine routes have finite directions and capacities. A product surplus cannot instantly cross a mountain range, a border or a congested port. Retail stations also have limited underground storage and depend on scheduled tanker deliveries; panic buying can empty those tanks faster than normal demand would.
How much fuel comes from a barrel?
EIA’s current explainer gives approximate U.S. yields from a 42-gallon barrel of crude oil:
- About 19–20 gallons of motor gasoline.
- About 11–13 gallons of distillate fuel, most of it sold as diesel.
- About 3–5 gallons of jet fuel.
These are approximate product yields, not a promise that every refinery produces the same mix. Refinery configuration, crude quality, operating conditions and the market’s demand influence the actual output. The remainder becomes other products and processing streams.
How authorities respond to major disruptions
Temporary fuel-standard waivers
After hurricanes or other natural disasters damage refinery or pipeline infrastructure, the U.S. Environmental Protection Agency can work with the Department of Energy to issue temporary fuel-standard waivers. The goal is to maintain an adequate supply, particularly for emergency vehicles, when strict compliance with a normal specification would prevent usable fuel from reaching affected areas. A waiver is temporary and targeted; it does not make every fuel interchangeable everywhere.
Emergency stocks and demand restraint
The International Energy Agency requires member countries to hold oil stocks equivalent to at least 90 days of net oil imports. In a severe disruption, collective responses can include releasing stocks and reducing demand. The IEA lists measures such as driving restrictions or fuel rationing among possible demand-restraint actions. These steps are crisis tools, not routine solutions to a single station’s delivery delay.
Rerouting and prioritization
Operators and authorities may redirect available batches, use alternate terminals, prioritize hospitals and emergency fleets, or arrange imports. Such measures depend on compatible fuel, available transport equipment, legal permissions and safe access to the receiving facility. A truck cannot simply substitute any gasoline for any other gasoline when specifications differ.
How to interpret a local fuel shortage
- Check whether the problem is local or widespread. Empty pumps at several stations supplied by the same terminal suggest a distribution issue; shortages across a broad region may indicate refinery, pipeline or import constraints.
- Identify the affected product. Gasoline, diesel and jet fuel can use different supply paths and have different specifications. A gasoline shortage does not prove that diesel is also unavailable.
- Look for delivery restrictions rather than “no oil.” A closed terminal rack, damaged bridge, power failure or failed quality test can stop deliveries while upstream tanks still contain product.
- Allow for inventory timing. Stations may have fuel underground but no replacement tanker scheduled. Conversely, a station can appear open while its tanks are close to empty.
- Follow official conservation or rationing instructions. Hoarding and unnecessary driving accelerate drawdowns and make a short logistics problem harder to manage.
The practical distinction to remember
A refinery is where crude and other feedstocks become petroleum products. A terminal is where those products are received, stored, tested, blended when needed and transferred toward customers. A depot is a broader label for a storage-and-distribution site whose exact role must be established locally. For drivers, the quickest disruption is often the last major bottleneck before the tanker truck reaches stations, while the most consequential long-term disruption can be a refinery outage that removes production. Neither outcome is automatic: stocks, alternate routes, specifications and the length of the failure determine what drivers actually experience.
