That market-value estimate is not the same as Russia’s federal oil-and-gas tax revenue, which also depends on duties, exchange rates, tax rules and domestic-market parameters.
Start by defining which “revenue” you mean
Two figures are often called Russia’s oil revenue, but they answer different questions.

Gross export receipts
Gross export receipts are the market value of crude, condensate and petroleum products shipped during a stated month. They are calculated before Russia’s taxes, duties, operating costs or budget transfers. This is the appropriate measure when asking how much money the exported barrels generated at prevailing market prices.

Budget revenue is a tax-and-duty measure recorded under Russian fiscal rules. Expected monthly receipts use the average Urals price applied for tax calculations, the current export-duty rate, forecast export-alternative prices for AI-92 gasoline and diesel, and other parameters. Production taxes, domestic-market rules and the ruble exchange rate also affect the result. Consequently, a $1-per-barrel market-price change does not produce a one-for-one change in ruble budget revenue, and the budget series may be timed differently from the month in which cargoes were loaded.

The core calculation
The transparent identity is:
Monthly gross export revenue ≈ Σ (realized export price per barrel × barrels exported in the month)
When a source reports an average daily flow rather than a monthly barrel total:
Monthly barrels = average daily exports × calendar days in the month
For one stream, the shortcut is:
Monthly gross revenue ≈ weighted realized price ($/bbl) × average daily exports (b/d) × calendar days
The U.S. Energy Information Administration describes the same method as multiplying net petroleum exports by a weighted price for a country’s crude streams. “Weighted” matters: it reflects the mix of grades and destinations instead of treating every Russian barrel as if it sold at one benchmark.

Build the inputs before doing arithmetic
1. Choose the price basis
Use a realized Russian export price, not Brent alone. Urals is a principal Russian export grade, while ESPO and other streams can trade at different levels. Discounts to a benchmark, freight, insurance, sanctions-related logistics and destination all affect what exporters receive.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteKeep the valuation point consistent. A FOB price, such as Urals FOB Primorsk, measures value at the loading point; a delivered price can include freight and insurance. Mixing FOB crude prices with delivered product prices will overstate or understate the combined total.
If grade-level data are available, calculate each grade separately. If only one weighted price is published, label the result as an estimate and preserve whether the source calls the figure preliminary or subject to revision.
2. Define the volume scope
Decide whether the estimate covers crude only, crude plus condensate, or crude plus refined products. Those scopes are not interchangeable. Condensate may be reported with crude in one series, while another source may count gasoline, diesel and other products in the same export total.
3. Convert daily data using calendar days
Multiply barrels per day by the actual number of days in the shipment month: 28 or 29 in February, 30 in April, June, September and November, and 31 in the other months. A February estimate that uses 30 days will be materially too high even if the daily figure is accurate.
4. State the time convention
Specify whether “January exports” means cargoes loaded during the calendar month, customs-cleared shipments, or a reporting agency’s monthly average. Different publication calendars can place the same cargo in different reporting periods.

Why a weighted Russian basket beats Brent
Brent is a benchmark, not the cash price for every Russian barrel. A defensible basket can contain Urals, ESPO, other crude streams, condensate and products, each with its own realized price and volume. The weighted price is:
Weighted price = Σ(stream price × stream barrels) ÷ Σ(stream barrels)
For a simple crude-only estimate, a single Urals price may be a reasonable proxy when Urals dominates the measured stream, but it should not silently be applied to ESPO or refined products. State the limitation in the table heading or footnote.
What published volume series actually measure
| Source and period | Reported volume | Scope | How to use it |
|---|---|---|---|
| U.S. Energy Information Administration, 2020–2024 average | 5.0 million b/d | Russian crude and condensate | Useful for a crude-and-condensate trend; multiply by calendar days for a monthly barrel estimate. |
| U.S. Energy Information Administration, first half of 2025 | 4.3 million b/d | Russian crude and condensate | Comparable with the EIA’s 2024 figure, but not with a products-inclusive total. |
| U.S. Energy Information Administration, 2024 | 4.8 million b/d | Russian crude and condensate | Baseline for the EIA’s year-on-year comparison. |
| International Energy Agency, May 2025 | 7.3 million b/d | Russian crude and petroleum products | Broader than the EIA crude-and-condensate series; do not substitute it without adjusting scope. |
The IEA said the May 2025 total fell by 230,000 b/d from April and that May crude-export revenue was the lowest since February 2021. The difference between 7.3 million b/d and the EIA figures is primarily a scope warning: the IEA number includes products, while the quoted EIA series does not.
Worked monthly calculation
The following is an illustrative calculation, not a reported Russian monthly total. Assume a 31-day month, 4.3 million b/d of crude-and-condensate exports and a weighted realized price of $55 per barrel.
| Item | Calculation | Result |
|---|---|---|
| Average daily volume | Given assumption | 4.3 million b/d |
| Calendar days | Month length | 31 |
| Monthly barrels | 4.3 million × 31 | 133.3 million barrels |
| Realized price | Given assumption | $55/bbl |
| Gross export receipts | 133.3 million × $55 | $7.3315 billion |
For several streams, repeat the same rows for each grade or product category and add the stream revenues. Do not average prices first unless the weights are the corresponding barrel volumes.

How price and volume changed Russia’s reported revenue in 2025
July 2025
The IEA’s August 2025 report said Russian Urals prices remained below the $60-per-barrel price cap in July 2025. It reported monthly revenue of $14.3 billion—$900 million higher than the previous month but $2.1 billion lower than a year earlier. The month demonstrates that revenue can rise sequentially even while remaining well below the prior year’s level.

November 2025
The IEA’s December 2025 report recorded Urals FOB Primorsk at $43.52/bbl in November. It linked weaker prices and reduced exports to revenue of $11 billion, $3.6 billion below a year earlier. The report also described a 420,000 b/d export decline. Lower price and lower volume therefore worked in the same direction.
The general decomposition
For two adjacent months, let revenue be price multiplied by volume. A useful attribution is:
ΔR ≈ (previous volume × price change) + (previous price × volume change) + (price change × volume change)
The first term estimates the price effect, the second the volume effect, and the final term captures their interaction. This prevents a chart from implying that a revenue move came entirely from prices when shipments also changed.

Sanctions can redirect barrels to different buyers and alter freight, insurance and transaction costs. Those changes can lower or raise the realized price even when an international benchmark is unchanged, and they can change the volume that is reportable in a particular series.
Best Value
The EIA reported that Asia and Oceania received 81% of Russia’s crude oil and condensate exports in 2024. China averaged 2.2 million b/d and India 1.7 million b/d in the EIA’s 2025 reporting. These destination figures help explain why a Russia-wide benchmark price may not match the price realized by every cargo. Use destination-level or grade-level prices when available; otherwise identify the weighted price as an approximation.
Why a fall in exports does not always mean lower revenue
Revenue is the product of price and volume, so the two can move in opposite directions. A smaller shipment total can still produce higher receipts if the realized price rises enough. Conversely, stable exports can generate less money when discounts widen or benchmark prices fall. Product exports add another layer: a change in refinery output or product prices can move a products-inclusive total without a matching change in crude shipments.
Always compare like with like: the same product scope, valuation point, currency and calendar convention. A crude-only January figure should not be compared with a crude-plus-products February figure and described as a pure price effect.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
How to compare competing estimates
- Price basis: Urals, ESPO, another grade, or a weighted basket.
- Volume scope: crude, crude plus condensate, or crude plus refined products.
- Valuation: FOB or delivered, and whether freight and insurance are included.
- Calendar treatment: actual days in the month and the agency’s shipment convention.
- Currency: U.S. dollars, rubles, or another currency, with the exchange-rate date and method.
- Revision status: preliminary, modeled or revised data.
- Revenue concept: gross export receipts or federal-budget oil-and-gas revenue.
If two estimates disagree, reconcile these fields before deciding that one calculation is wrong.
A reproducible monthly workflow
- Write the scope statement. For example: “Calendar-month Russian crude and condensate exports, valued at weighted FOB-equivalent prices, in U.S. dollars.”
- Collect daily or monthly volumes. Record the source, publication date and whether the value is preliminary.
- Separate streams. Keep crude grades, condensate and products in distinct rows whenever prices differ.
- Convert daily flows. Multiply each average daily volume by the month’s 28, 29, 30 or 31 calendar days.
- Apply realized prices. Use the matching grade, destination and valuation point; do not default to Brent.
- Calculate each stream. Multiply monthly barrels by dollars per barrel.
- Sum the streams. Report the total as gross export receipts and retain the component rows for auditing.
- Run sensitivity checks. Recalculate with plausible price discounts, alternative volumes and any stated revision range.
- Label the result. State clearly whether it is a market-value estimate, a budget figure, or a comparison of the two.
Quick sensitivity rules
For every 1 million b/d of exports, a $1/bbl price change changes monthly gross receipts by approximately the number of calendar days in the month multiplied by $1 million: $31 million in a 31-day month, $30 million in a 30-day month, and $28 million in a 28-day month. For a 100,000 b/d volume change, the effect at a $50/bbl realized price is about $155 million in a 31-day month. These are mechanical sensitivities, not forecasts, and they exclude taxes, duties, exchange-rate effects and any change in discounts.
Common mistakes and fixes
- Using Brent for every barrel: replace it with grade-level realized prices or disclose a weighted-price assumption.
- Multiplying by 30 every month: use the actual calendar length.
- Mixing scopes: do not combine a crude-and-condensate volume with a products-inclusive price or total without adjustment.
- Calling gross receipts “budget revenue”: present the tax-and-duty calculation separately.
- Ignoring FOB versus delivered terms: keep the valuation point consistent and identify freight treatment.
- Hiding revisions: mark preliminary data and update the estimate when the publisher revises it.
- Comparing currencies without an exchange rate: state the conversion date and rate methodology.
What the monthly number can—and cannot—tell you
A well-defined gross-receipts estimate shows how the value of exported barrels changed and whether price, volume or both drove that change. It does not show the amount available to the Russian federal budget, the exporter’s profit after costs, or the cash received on a specific day. Those questions require separate tax, cost, timing and exchange-rate data.
The most defensible report therefore publishes the stream table, the scope definition, the price basis, the calendar-day conversion and the revenue concept alongside the headline total.
