Offshore wind farms turn the wind’s kinetic energy into electricity in each turbine, collect that power through inter-array cables, raise and condition the voltage at an offshore substation, and send it to land through one or more export cables. An onshore substation then matches the incoming power to the existing transmission network.

The exact design depends on distance from shore, power capacity, seabed and land constraints, reliability goals, and whether the project uses a stand-alone connection or participates in a coordinated offshore transmission network. The two major export choices are high-voltage alternating current (HVAC) and high-voltage direct current (HVDC).

The three stages from wind to the grid

1. Capturing wind and making electricity in the turbine

Wind exerts force on the turbine’s rotor blades. Aerodynamic lift makes the rotor turn, and that rotation passes through the drivetrain to a generator. The generator produces electrical power, while power-electronic equipment conditions the output so it can be collected with the other turbines in the project.

A wind farm contains many turbines arranged in strings or other network patterns. Each machine has its own controls and protection systems, but the electrical design treats the turbines as parts of a collection system. The farm controller adjusts output and coordinates voltage, frequency and reactive-power behavior so the combined plant can meet the requirements imposed at its grid connection.

2. Collecting power at sea

Inter-array cables connect turbines to one another and carry their electricity toward an offshore substation. These cables are buried or otherwise protected on the seabed where necessary, with routes selected to limit risks from anchors, fishing gear, seabed movement and other activities.

The IEA Wind TCP Task 49 report describes radial, bifurcated-radial and ring collection topologies. In a radial design, several turbines are connected in a chain that leads back to the substation. A bifurcated-radial arrangement splits branches to serve groups of turbines. A ring provides a loop, allowing power to reach the substation by more than one direction when switching equipment and protection settings support that operation.

3. Exporting power and delivering it on land

The offshore substation gathers the collection-system output, transforms it to an export voltage and provides switching, protection, measurement and control. An export cable then carries the power from the farm to a landfall location.

At landfall, the cable connects to onshore equipment. The U.S. Department of Energy’s Offshore Wind Energy Guide explains that an onshore substation converts export-cable electricity to a voltage suitable for the existing grid. Transformers, switchgear, circuit breakers and protection systems then connect the project to the transmission owner’s point of interconnection. Grid operators can curtail or redispatch the plant when network conditions require it.

What an inter-array cable does

An inter-array cable is the internal electrical link between offshore turbines and the offshore substation. It is not the cable that carries the farm’s full output to shore. Its job is to combine the output of individual machines into progressively larger flows while maintaining insulation, mechanical protection and communications or monitoring functions required by the project.

  • From turbine to turbine: a cable carries the output of one machine to the next machine or branch point.
  • From the collection network to the substation: feeder cables deliver the combined output to the offshore substation.
  • Protection and isolation: switching equipment can disconnect a damaged section so the rest of the farm can continue operating when the topology and operating rules allow it.

Cable selection and routing must account for electrical loading, thermal limits, burial depth, seabed geology, crossings with existing infrastructure and the movement of the cable caused by waves or currents. A failure can affect one turbine, a branch or an entire feeder depending on where it occurs and how the network is arranged.

Radial, bifurcated-radial and ring layouts

Collection layout How power flows Main advantage Main drawback
Radial One feeder runs from a group of turbines toward the offshore substation. Usually the simplest arrangement and can minimize cable and equipment cost. A fault can interrupt every downstream turbine on that feeder until the fault is isolated and repaired.
Bifurcated-radial A feeder divides into branches serving separate turbine groups. Can balance cable length and loading across a large array. Branching adds switching and protection-design complexity; a fault can still remove multiple turbines.
Ring Turbines form a loop with two possible electrical paths toward the collection point, subject to the project’s switching scheme. Alternate paths can improve redundancy and reduce the number of turbines lost after some faults. Requires additional cable, switching, protection coordination and operational controls.

There is no universally best topology. Developers weigh the cost of extra cable and equipment against the value of keeping more turbines connected after a fault, the seabed route available and the maintenance strategy. A ring does not make every failure harmless: a major substation or export-cable failure can still remove a large block of generation.

Why offshore wind farms need substations

An offshore substation is the electrical hub between the turbine collection system and the export system. It performs several functions that cannot be concentrated inside each turbine economically.

  • Voltage transformation: transformers raise the collection-system voltage for efficient export over the long cable to shore.
  • Aggregation: feeders from many turbine strings are combined into the export connection.
  • Switching and isolation: circuit breakers and disconnectors allow operators to de-energize equipment for faults or maintenance.
  • Protection: relays detect abnormal current, voltage or frequency and trip the appropriate section.
  • Power-quality control: reactive-power equipment and controls help meet the grid code at the point of interconnection.
  • Monitoring and communications: sensors and control systems provide the data needed to operate the farm from a control center.

Some projects use one large platform; others divide equipment among multiple platforms or combine collection and transmission functions differently. The arrangement depends on project size, water depth, installation limits and the selected export technology.

HVAC versus HVDC export

Export cables can carry alternating current or direct current. The choice is an engineering and system-planning decision rather than a rule that applies to every offshore project.

Criterion HVAC export HVDC export
Typical use Often favored for shorter routes where cable charging and losses remain manageable. More attractive for longer, higher-capacity routes where lower transmission losses and controllability justify extra equipment.
Offshore equipment Usually needs an offshore transformer and AC switchgear; reactive-power management may be required. Needs an offshore converter station in addition to transformers and switching equipment.
Onshore equipment Connects through an onshore substation and grid switchyard. Needs an onshore converter station before connection to the AC transmission grid.
Losses and controllability Performance is influenced by cable length, capacitance and reactive-power flow. Can reduce losses on long, high-power links and precisely control the transmitted power.
Cost trade-off Can avoid the capital and complexity of converter stations on shorter links. Converter stations add substantial cost and complexity, which may be offset on long or heavily loaded routes.

HVAC cables produce charging current because of their electrical capacitance. As distance and power increase, the project may need compensation equipment and more complex controls. HVDC avoids that particular long-cable limitation and can regulate power flow between asynchronous or differently controlled parts of a network, but converter stations are specialized assets that require space, cooling, protection and maintenance.

The U.S. Department of Energy’s Atlantic planning work examines multi-terminal HVDC interlinks. Instead of treating each wind farm as a separate point-to-point connection, a multi-terminal system could connect several offshore platforms and transmission regions, allowing power to move among terminals as system conditions change. Such a design requires coordinated control, common technical standards and rules for ownership and operation.

How the cable reaches land

Finding a route can be as difficult as choosing the turbines or export technology. Developers map and avoid shipping lanes, military areas, marine protected areas, artificial reefs, existing pipelines and cables, fishing grounds and unstable seabed features. The route must also provide a workable landfall and an onshore path to a substation with available grid capacity.

Offshore installation

Installation vessels lay the export and inter-array cables along surveyed corridors. Depending on seabed conditions and the project’s permits, a cable may be trenched and buried, protected with additional materials, or placed using another approved method. Burial reduces exposure to anchors and fishing gear, but depth and protection requirements vary with local hazards and geology.

Landfall and onshore routing

At the coast, developers may use horizontal directional drilling to pass beneath beaches, dunes, roads or sensitive habitats. Trenching is another option where surface disturbance can be managed. Construction plans normally include restoration of disturbed areas, monitoring and restrictions on when work can occur.

From landfall, underground or overhead transmission lines carry power to the onshore substation. The final route must satisfy land-use, environmental, safety and electromagnetic-field requirements while reaching a point on the transmission system that can accept the project’s output.

Why grid capacity can limit offshore wind

A turbine can generate electricity only when the complete delivery path is available. If the onshore network lacks thermal capacity, voltage support or stability margin, a new project may face curtailment, expensive upgrades or a delayed connection even when the offshore resource is excellent.

The DOE identifies insufficient grid capacity as a key challenge as offshore generation grows. Transmission planning therefore has to start before turbines are installed. It includes studies of power flows, short-circuit levels, stability, protection coordination, extreme weather, maintenance outages and the timing of other generation and transmission projects.

Stand-alone projects and coordinated offshore networks

Project-by-project radial connections

A conventional project can use a dedicated export cable from its offshore substation to a single onshore landing and grid connection. This approach gives the developer a clearly defined asset and can simplify responsibilities, permitting and construction. It can also create multiple parallel cables from neighboring projects, increase congestion at coastal substations and leave each project dependent on one delivery corridor.

Shared or meshed offshore transmission

A coordinated network can connect several offshore wind farms, substations and onshore regions. Shared transmission may provide alternate delivery paths, reduce duplicated cable corridors and move power toward the part of the grid with the most available capacity. It can also make later expansion easier if the original platforms and cables are designed with spare capacity.

Coordination introduces its own challenges: projects must align schedules, technical standards, cost allocation, market rules, outage procedures and ownership. A network operator must also decide how to isolate faults without unnecessarily disconnecting multiple wind farms.

In a March 25, 2024 report on an Atlantic study by NREL and PNNL, NREL senior research engineer Greg Brinkman said: “We found that the benefits of connecting offshore wind energy stations outweigh the costs of installing those individual connections by a ratio of 2:1 or more.” That finding applies to the study’s modeled system, not automatically to every region or project.

Planning examples in the United States

The same Atlantic analysis used a target of 85 gigawatts of offshore wind by 2050. The study evaluated transmission corridors that avoid military zones, shipping channels, marine protected areas and artificial reefs, showing how siting constraints shape the network as much as electrical calculations do.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For the western United States, the Department of Energy reported 33 gigawatts of potential floating offshore wind energy by 2050 in 2025. Floating projects add different mooring, dynamic-cable and port requirements, but they still need collection systems, export cables, substations and grid connections. The associated transmission could improve resilience and move other low-cost generation as well as offshore wind.

These figures are planning targets or potential identified by the cited studies. They are not a guarantee that a specific number of turbines or transmission lines will be built.

What happens when equipment fails

Protection systems detect faults and rapidly disconnect the affected section. Operators then inspect the equipment, test the remaining network and restore service according to safety procedures. The effect depends on the failed component:

  • A turbine-level fault may remove one machine.
  • An inter-array cable fault can disconnect a branch or every downstream turbine on a radial feeder.
  • An offshore-transformer or switchgear fault can affect all feeders connected to that substation.
  • An export-cable fault can interrupt delivery from the entire farm until repair or a usable alternate path is available.
  • A grid-side outage can force the farm to reduce output or shut down even when the turbines and offshore cables are healthy.

Ring collection and coordinated export networks can provide alternate paths for some single faults, but redundancy always depends on equipment ratings, switching arrangements and the location of the failure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How operators match wind power to demand

Wind output changes with weather, so the grid does not treat an offshore farm as a constant source. Forecasting systems estimate production, while the farm controller follows dispatch instructions and grid-code requirements. The connection may provide voltage support and reactive power, and the operator may limit output when transmission constraints or system security require it.

When wind production is low, other generators, storage, imports or demand response supply the difference. When production is high, a coordinated offshore network can route electricity toward available transmission capacity instead of forcing every project to export through the same congested corridor.

Key terms at a glance

Term Meaning
Rotor and drivetrain Mechanical components that convert wind force into generator rotation.
Power electronics Controls and converters that condition turbine output for the collection system.
Inter-array cable Internal offshore cable linking turbines and carrying power to the offshore substation.
Offshore substation Platform or facility that aggregates, transforms, switches and protects the farm’s electrical output.
Export cable High-capacity cable carrying electricity from the offshore substation to landfall.
Onshore substation Facility that transforms and protects incoming power before connection to the transmission grid.
Point of interconnection The specified electrical location where the project connects to the transmission owner’s network.
HVAC High-voltage alternating-current transmission.
HVDC High-voltage direct-current transmission using converter stations at the required terminals.

The practical answer

Offshore wind electricity follows a chain: blades turn a generator, power electronics condition the output, inter-array cables collect it, an offshore substation aggregates and transforms it, and export cables deliver it to land. Onshore transformers, switchgear and protection equipment then connect the power to the existing transmission system.

Radial arrays can reduce cable cost but expose more turbines to a feeder failure; ring designs add redundancy at extra cost. HVAC can be economical for shorter exports, while HVDC becomes more compelling for long, high-capacity links despite converter-station requirements. Beyond those choices, cable corridors, landfall permits and available grid capacity often determine whether a technically sound wind farm can deliver electricity reliably.
