You would first load a limited balance while connected, then transfer value between nearby phones, cards or other supported secure devices. The devices validate the payment directly and keep its record locally, much like cash changing hands.
Connectivity is still required for loading and withdrawing offline value, and the final balance limit, offline duration and exact device support have not been published. The service is a proposed part of the digital euro, not a normal public payment option today.

What “offline” means for a digital euro
An offline digital euro would separate the payment itself from the account operations around it. Before going offline, you would move a limited amount from your digital-euro account into secure local storage on a phone, card or another approved device. At a shop or in a person-to-person exchange, the payer and payee would bring their devices close together. Their devices would verify the transfer without contacting a bank, payment network or central server.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsThe transaction details would remain on the two devices during that exchange. The European Central Bank (ECB) describes this as a cash-like privacy model: only the payer and payee would know the personal details of an offline payment. A bank could see that you loaded or withdrew value, but not the details of how the locally stored euros were spent.

“Offline” therefore does not mean that a digital-euro wallet can be filled indefinitely without a connection. It means that a previously funded local balance can be spent for qualifying payments while the device has no internet access.
The offline payment flow, step by step
-
1. Pre-fund the offline balance while connected
You would load value from your digital-euro account into the offline area of your phone, card or other supported device while online. The ECB and European Commission also describe loading through a designated ATM as a possibility. Internet access or an ATM connection is needed for this funding operation.
-
2. Store the value in secure local hardware
The offline euros would be held on the device below a prescribed threshold, analogous to notes in a physical wallet. The cited ECB and Commission material does not yet state the final euro amount or how long value may remain offline. Those limits are expected to keep the offline facility focused on ordinary, relatively small payments and to reduce the consequences of a lost or compromised device.

3. Bring the payer and payee devices close together
Offline use is proximity-based. A customer’s phone and a merchant’s terminal, or two people’s supported phones or cards, must be physically close enough to communicate. Online digital-euro transfers could occur at a distance; the offline mode cannot.
-
4. Let the two devices validate the transfer
The devices would directly check that the payer has spendable offline value and that the transfer is valid. No centralised system or third party is required at the instant of payment. This peer-to-peer check is what allows a transaction to complete in a basement shop, rural dead zone or temporary network outage.

-
5. Keep the transaction record locally
Payment data would not be sent across a network during the offline exchange. The payer and payee devices would retain the relevant record, supporting the same level of transaction privacy as cash according to the European Commission’s description.
-
6. Reconnect for account operations
When connectivity returns, you would need it to load more offline value, withdraw value, or move funds between local storage and the digital-euro account. Reconnection is also the point at which the system can perform required account and risk checks; it does not turn the original payment into an ordinary online card transaction.

What devices and hardware would be required?
Phones with NFC and a secure element
For mobile offline payments, the ECB says the phone must provide access to its NFC antenna and secure element. NFC supplies the short-range communication; the secure element is the protected hardware area used to hold and process payment credentials and local value. A phone without the required NFC path or secure-element access would not automatically support the feature just because it can run a digital-wallet app.
Payment cards and smart cards
The ECB is also studying dedicated payment cards, battery-powered smart cards and non-powered smart cards that communicate through a bridge device. A battery-powered card could operate independently for a period, while a non-powered card would rely on the nearby reader or bridge for energy and communication. These are design options under study, not a published list of products that are guaranteed to work.
Access for manufacturers and telecom providers
European legislation may need to require equipment manufacturers and electronic-communication providers to give the digital-euro function access to secure elements and enough storage. Without that access, a wallet could be technically specified but unavailable on particular phone models or operating systems. Compatibility will therefore depend on the final rules, certified hardware and merchant equipment, not only on the digital-euro app.

Does offline digital euro work during a power cut?
If your phone still has battery power
A loss of mobile service, broadband or a payment processor’s network should not by itself stop a qualifying offline payment. If both devices are charged and have the required secure hardware, they can communicate locally. This is the clearest resilience benefit for consumers in a coverage gap or network outage.
If the shop has no power
A complete power cut is less settled. The ECB was still assessing whether merchants could receive offline payments without power. A conventional powered terminal may be unusable even though a customer’s phone contains offline value. Battery-powered or non-powered card designs could improve resilience, but the final merchant equipment requirements and operating procedures have not been published.
If your device is dead or lost
No battery, damaged hardware or a missing device means you cannot use the value stored there at that moment. Offline storage is deliberately local, so ordinary account recovery and reloading procedures require a connection and whatever identity or security checks the final system adopts.
What offline mode can and cannot do
| Question | Offline digital euro | Cash | Ordinary online payment |
|---|---|---|---|
| Internet needed during payment | No, if value was pre-funded and both devices support offline mode | No | Normally yes, although individual terminals may have separate fallback rules |
| Physical proximity | Yes; nearby phones, cards or terminals are required | Yes; notes or coins must change hands | Not always; online transfers can be made remotely |
| Where value is stored | Secure local storage on a phone, card or other approved device, below a threshold | Physical notes and coins | Account or payment-instrument records held by financial and payment infrastructure |
| What banks can see | Loading and withdrawal activity; not the personal details of how the offline balance was spent, according to the Commission’s design description | No bank record is created merely by handing over cash | Payment details are normally transmitted to the relevant providers |
| Payment or balance limits | Expected to be limited; final amount and offline duration are not yet stated | Limited by what you carry | Set by the account, merchant, issuer or applicable risk controls |
| Counterfeit and double-spend controls | Device security, funding checks, counterfeit detection and token-based controls are being designed to prevent double spending | Physical anti-counterfeit features and cash-handling checks | Online authorisation and ledger controls generally check funds centrally |
| Power requirement | Supported electronic devices need power; merchant operation during a blackout remains unresolved | None | Usually required for phones, terminals, networks or all three |
| Availability | Proposed future feature; not a universal public service | Available now where accepted | Available now through existing payment services |
How the design controls fraud and double spending
Offline payments cannot ask a central ledger to approve every purchase, so the device itself must enforce the rules. During funding and defunding, the system must check that the account has sufficient funds. During offline use, it must detect counterfeit digital euros and prevent the same units from being spent twice before a device reconnects.
The European Data Protection Board has an expert project examining a token-based offline modality intended to resist double spending while preserving cash-like privacy. The exact cryptographic and operational design is not final in the cited material. The important distinction is that privacy does not mean an unrestricted, untraceable balance: the system still needs secure hardware, spending limits and reconciliation procedures.

What happens in common real-world situations?
“My phone has no signal in a shop. Can I pay?”
Potentially yes, provided you funded the offline balance earlier, your phone has the required NFC and secure element, the merchant accepts offline digital euros, and the terminal or receiving device is available. The payment itself would not need cellular data or Wi‑Fi.
“Can two phones pay each other offline?”
That is one of the intended uses. The two supported phones would be brought close together so their secure components can validate and record the transfer. Both users would still need compatible hardware and sufficient local balance; an ordinary phone-to-phone transfer app cannot be assumed to support the feature.
“Can I pay in an area with weak coverage?”
Yes, weak or absent coverage is the scenario the offline mode is meant to address. You should pre-fund before entering the coverage gap and keep enough battery for the payment. You cannot replenish the local balance until an internet connection or designated ATM is available.
“Can I use it for a large purchase?”
The design is expected to focus on small payments and balances below a threshold. Because the final amount has not been published, no specific purchase limit can be promised. A larger payment may need the online digital-euro mode or another payment method.
Privacy: what the bank can and cannot see
The ECB states that only the payer and payee would know the personal transaction details of offline digital-euro payments. The Commission says offline use is intended to provide the same level of transaction privacy as cash. In practical terms, a bank could record that you transferred money into offline storage or withdrew unused value later, but it would not receive the item, merchant or person-to-person details of each local spend during the offline exchange.
Best Value
This privacy statement applies to the offline payment channel itself. It does not mean every surrounding event is invisible: account funding, withdrawals and any later account operation require connectivity and can be subject to the digital-euro system’s normal controls. The final technical and legal rules will determine how reconciliation and lost-device recovery work.
Availability, timing and scale
Offline digital euro payments are not available as a normal public service today. The ECB’s 2025 closing report describes a conditional path toward possible first issuance during 2029, assuming legislation in 2026. Pilots could occur earlier, but neither a pilot nor the 2029 path guarantees a consumer launch in every euro-area country on that date.
The same report says 66% of surveyed EU citizens showed interest in trying a digital euro in 2025, and around 70 market participants joined the ECB innovation platform. It estimates development costs of about €1.3 billion up to first issuance and projected annual operating costs of approximately €320 million from 2029. These are programme estimates, not a price charged to users for an offline payment.
“A digital euro will ensure that people enjoy the benefits of cash also in the digital era. In doing so, it will enhance the resilience of Europe’s payment landscape, lower costs for merchants, and create a platform for private companies to innovate, scale up and compete”. — Piero Cipollone, Member of the Executive Board of the European Central Bank, ECB closing report
What to check before relying on offline payments
- Confirm that the digital-euro service is officially available in your country and that your bank or wallet provider supports its offline function.
- Check whether your exact phone, card or smart device has the required NFC path, secure element and approved software.
- Load the offline balance while connected; do not assume an ATM or another phone can refill it without network access.
- Ask whether the merchant’s terminal accepts offline payments and whether it can operate during a power interruption.
- Keep the device charged and understand the local balance and duration limits once regulators publish them.
- Use another method for payments that exceed the offline threshold or when either device is incompatible.
The practical promise is narrow but useful: pre-funded digital cash that can move locally when networks fail. It does not eliminate the need for internet access, compatible secure hardware, merchant acceptance or later account operations, and its final limits will only be known after the legislation and technical implementation are complete.
