How NWSL Expansion Works: Fees, Ownership Requirements and the Approval Process

Buying an NWSL expansion team is a negotiated league award, not a franchise anyone can obtain by submitting a standard public application. Recent reporting puts the Denver fee at $110 million and the Boston fee at $53 million, but the league has not published a universal fee schedule. A prospective group must also fund a stadium plan, training site, staff, player operations and working capital, then pass league diligence and receive the required governance approvals.

The current labor agreement also changes how a new club builds its roster: the entry draft and expansion draft were eliminated, so an incoming team cannot assume it will receive the old expansion-draft allocation.

What NWSL expansion actually is

An NWSL expansion award adds a club to the league after negotiations among the league, prospective owners and the league’s governing bodies. Public award announcements typically identify the market, ownership group, planned launch season, venue and operating partners. They do not amount to a published application checklist or a guaranteed timetable.

That distinction matters because the NWSL has not publicly stated a single current price, minimum net-worth threshold, minimum cash contribution or automatic right to a franchise. The figures and requirements visible in public records are evidence of how recent deals have been structured, not a tariff that applies to every future market.

How much does an NWSL expansion team cost?

The largest visible cost is the expansion fee, but it is only one part of the investment case. A group must also cover venue commitments, a training ground, front-office and coaching staff, player operations, travel, marketing, technology, insurance and enough working capital to operate before revenue matures.

Market or comparison Reported expansion fee What the evidence establishes
Denver $110 million Associated Press reporting in 2025 attributed the figure to Sportico and anonymous sources. It is a reported private transaction amount, not an NWSL-published fee schedule.
Boston $53 million Associated Press reporting said Boston Unity Soccer Partners agreed to the same $53 million fee previously paid by Bay FC. The report was published in the 2023–2025 expansion context.
Atlanta Not stated The NWSL’s November 2025 award announcement named the ownership and launch plans but did not disclose a fee.

It would therefore be inaccurate to describe $110 million as the universal current price. The Denver number is the highest publicly reported figure in the available record, while the Boston comparison shows that a materially lower fee was used in another recent transaction. Fees can be negotiated privately and may vary with market conditions, timing, facilities and the league’s strategic priorities.

Budget beyond the fee

A credible financial plan should separate one-time and recurring commitments:

  • League entry payment: the negotiated expansion fee, whose amount may remain confidential.
  • Venue: rent, match-day conversion, security, ticketing, broadcast requirements and any capital work needed for a suitable stadium.
  • Training infrastructure: dedicated fields, medical and performance areas, offices, equipment and maintenance.
  • People: sporting leadership, coaches, scouts, analytics, medical staff, business operations, ticket sales, marketing and community staff.
  • Launch and working capital: player and staff payroll, travel, camps, technology, legal and compliance costs, plus cash reserves for early seasons.

Public announcements do not provide a standard league-wide total for these categories. Any financial model that treats the reported fee as the whole cost understates the capital required to launch and sustain a club.

What an ownership group needs to qualify

The public examples point to a recognizable control owner supported by a broader investor group. They do not prove a formal minimum wealth test, but they show the types of credibility a bid must demonstrate: capitalization, clear control, local relationships, operating capability and a practical venue and training plan.

Club Publicly identified ownership structure Facilities or market commitments announced
Atlanta Arthur M. Blank owns the club; AMB Sports and Entertainment operates it. Play is scheduled to begin in 2028. The club plans to use Mercedes-Benz Stadium with an expected capacity of approximately 28,000 and to develop a dedicated training ground.
Denver Rob Cohen is identified as controlling owner and governor, with local and national investors including Project Level/Ariel Investments and FirstTracks Sports Ventures. Denver was scheduled to begin play in 2026; the announcement presented a multi-investor ownership structure and market plan.
Boston Boston Unity Soccer Partners was described as an all-female core ownership group with diverse leadership and deep local ties. The NWSL awarded Boston its 15th franchise; the announcement emphasized the group’s local relationships and leadership profile.

Control and governance

The league needs to know who has final authority when a club must make a fast operating, financial or sporting decision. A bid should identify a controlling owner or governor, explain voting rights, document funding obligations among investors and show how disagreements will be resolved. A long list of recognizable minority investors is not a substitute for clear control.

Capital and financial durability

Owners must be able to fund the negotiated fee and the operating plan over time, not merely finance an announcement. League diligence can reasonably be expected to examine sources of funds, liquidity, contingent obligations, debt, guarantees and the ability to cover cost overruns. The public record does not disclose a numeric capital threshold, so bidders should not claim that one exists.

Local market and operating expertise

Recent awards highlight local ties and established sports or business operations. A bid is stronger when its principals can demonstrate relationships with civic leaders, sponsors, supporters, broadcasters, venue operators and youth or community organizations. Experience running a professional sports property is useful, but the essential point is a team capable of executing ticketing, staffing, compliance, facilities and commercial plans.

Who approves a new NWSL franchise?

The NWSL Board of Governors is central to league governance. In a 2022 league announcement, the Board convened to discuss the league’s future and said Inner Circle Sports would advise on expansion, with an objective of reaching 14 teams in 2024. That announcement illustrates the Board’s strategic role, although it does not publish a permanent application procedure.

The Competition Manual also assigns the Board a specific role when expansion affects league competition. It states: “Expansion Team(s) will be placed in the draft order as determined by the NWSL Board of Governors (as recommended by the Competition Committee).” The rule confirms that the Board, informed by the Competition Committee, makes the governing decision on an expansion club’s place in league mechanisms.

The practical expansion process, step by step

  1. Build the market proposal

Define the city or region, target supporters, demographic case, corporate base, competing sports calendar and expected demand. Identify a realistic launch season rather than assuming the league can add a club immediately.

  2. Form the ownership group

Name a controlling owner or governor, document investor commitments and establish governance rights. The group should be able to explain who supplies capital, who signs guarantees and who is accountable for the operating plan.

  3. Present venue and training plans

Provide a stadium agreement or credible path to one, including capacity, scheduling, broadcast facilities, security and match-day operations. Pair it with a training-ground plan covering fields, performance, medical, office and equipment needs.

  4. Demonstrate financial and operational readiness

Submit a model covering the negotiated fee, capital expenditures, payroll, staffing, travel, marketing, technology, insurance, working capital and downside scenarios. Show how the club will operate if attendance, sponsorship or construction timing falls short of plan.

  5. Complete league diligence and negotiations

Work with the NWSL on ownership vetting, market conflicts, facilities, scheduling, commercial matters, financial protections and launch timing. The league has not published a single checklist or a guaranteed deadline, so the diligence package will be negotiated rather than downloaded from a standard form.

  6. Obtain the formal award and governance approvals

Only after the league selects the market and ownership group does the project become an awarded expansion club. The Board of Governors’ role, including its authority over expansion-related competition matters, must be respected in the closing documents and launch plan.

  7. Execute launch and roster construction

After the award, finalize the venue, training site, staff, commercial systems, supporter programs and player-acquisition strategy under the collective bargaining agreement and league rules then in force.

Does a new NWSL team get an expansion draft?

No. The NWSL Players Association’s 2024–2030 collective bargaining agreement eliminated both the entry draft and the expansion draft immediately. It also established free agency for all players, guaranteed contracts and a prohibition on trades without player consent.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That means an incoming club should not budget or negotiate on the assumption that it will receive a traditional expansion-draft allocation. Its sporting plan must use the mechanisms available under the current CBA and league rules, including free-agent recruiting, direct contracts, transfers and other permitted player transactions. The exact rules can change, so a bid should have counsel and sporting executives model roster construction against the agreement in effect for its planned launch season.

How to compare two expansion opportunities

A lower fee does not automatically make one market cheaper or safer. Compare bids across the full cost and execution profile:

Decision axis Questions to answer
Total capital What is the reported or negotiated fee, and how much additional funding is required for the stadium, training ground, staffing, payroll, launch and working capital?
Ownership capability Who controls the club, how deep is the investor group, are commitments documented, and does the group have relevant operating experience?
Market and venue Is there demonstrated local support, a suitable stadium, reliable dates, adequate capacity, broadcast readiness and a training site that can open on schedule?
League fit and timing What launch season is realistic, what Board approvals remain, and can the club comply with labor and competition rules from day one?
Disclosure quality Which figures come from official league announcements and which come from private-fee reporting attributed to secondary sources or anonymous sources?
Roster plan How will the club recruit and retain players without an expansion draft, and how does the plan account for guaranteed contracts and player-consent rules on trades?

What remains unpublished or uncertain

Prospective owners should distinguish facts from assumptions in every pitch deck. The public record does not establish a universal application form, an automatic entitlement to a franchise, a minimum net-worth number, a minimum capital rule, a standard diligence timetable or a fixed fee for the next market. It also does not reveal every internal Board or Competition Committee step.

Fee reporting deserves the same caution. The $110 million Denver figure was attributed by the Associated Press to Sportico and anonymous sources, while the $53 million Boston figure was reported by the Associated Press as matching the amount previously paid by Bay FC. Atlanta’s official announcement did not disclose a fee. These are useful benchmarks, but they are not interchangeable with an official NWSL price list.

What a serious bid package should contain

  • A named controlling owner or governor and a complete ownership chart.
  • Signed or otherwise verifiable investor commitments, funding sources and guarantees.
  • A five-year operating model with fee, facilities, payroll, staffing, travel, marketing and reserve assumptions separated.
  • Venue agreements, scheduling rights, capacity, match-day operations and contingency locations.
  • A funded training-ground design with delivery dates and operating responsibility.
  • Market research covering supporters, sponsors, media, community programs and competing events.
  • A launch timetable tied to construction, hiring, ticket sales, systems and league milestones.
  • A roster strategy that follows the 2024–2030 CBA rather than relying on an expansion draft.
  • A compliance and governance plan showing who makes decisions and how league reporting obligations will be met.

Bottom line for prospective owners

NWSL expansion is a negotiated, selective award. Recent public reporting suggests an expansion fee ranging from $53 million in the Boston comparison to $110 million for Denver, but neither figure is a universal current price. The strongest candidates combine a credible controlling owner, committed capital, local market strength, executable venue and training plans, and the operational depth to sustain a club. The Board of Governors is central to approval, and the current CBA requires a roster plan built without an entry or expansion draft.
