What’s actually slowing this PC down?

YouTube does not specify a minimum amount of RAM for watching a 4K 60fps live playlist on a PC. Its 4K playback guidance is about connection speed: roughly 20 Mbps sustained. Whether playback is smooth also depends on video decoding support, the browser and operating system, and what else the computer is doing—not RAM alone.
Watching a playlist is different from broadcasting one
This answer is about playing videos in a browser. YouTube does not publish a RAM requirement for that viewing workload, so a specific figure should not be presented as a YouTube requirement. YouTube notes that some premium videos, including live streams, need a faster connection and greater processing power for optimal playback. YouTube’s system requirements and supported devices do not give a RAM threshold for this scenario.

If by “a 4K 60fps YouTube Live playlist” you mean running your own continuous broadcast from a playlist, that is a different workload: the PC or streaming service must send an encoded stream to YouTube. The encoder’s settings and upload connection then matter; the broadcaster bitrate figures below do not describe what a viewer needs to download.

What matters more for watching 4K60
Connection speed and stability
YouTube’s playback guidance calls for approximately 20 Mbps of sustained connection speed for 4K UHD. This is a playback connection guideline, not a RAM figure or a guarantee that a particular Wi-Fi connection will remain stable. If the video buffers, check whether the connection can sustain that speed while other devices and applications are using it.

Hardware decoding and codec support
The computer and browser need to handle the codec YouTube serves. Mozilla explains that 4K YouTube playback in Firefox depends on the hardware, operating system, and YouTube’s codec choices; if hardware decoding is unavailable, the browser may decode video using the CPU instead. That can increase processor load and cause stutter even when the PC has ample RAM. See Mozilla’s guidance on 4K YouTube videos in Firefox.
Available memory and the rest of the workload
Memory in use by the operating system, browser tabs, and other applications affects how much remains available. If the PC is also being used for gaming, editing, or many simultaneous applications, those workloads may justify more RAM independently of YouTube playback. A general-purpose buying target such as 16 GB is not a YouTube specification, and the sources cited here do not establish it as necessary for watching a 4K60 playlist.

Before buying RAM, troubleshoot the actual bottleneck
- Check sustained internet speed. Compare the connection during playback with YouTube’s approximate 20 Mbps 4K UHD guideline. If speed varies or other devices are using the connection, test again on a more stable connection.
- Update the browser and operating system. Codec and hardware-decoding support can depend on both. For Firefox, use Mozilla’s 4K playback guidance to understand the relevant hardware and software conditions.
- Check CPU load and hardware decoding. If CPU use is high during playback, the PC may be decoding in software or handling other demanding tasks. Close unnecessary apps and tabs, then test the video again.
- Reduce competing activity. YouTube advises closing other tabs, browsers, and programs when troubleshooting playback. This can reveal whether another workload—not insufficient installed RAM—is contributing to stutter.
- Consider an upgrade only in context. If memory remains heavily occupied during ordinary use or your other applications need more, assess the PC’s supported memory generation, capacity, and slot configuration before buying a kit. The title alone does not show that an upgrade is needed.
If you mean broadcasting a continuous 4K60 playlist
YouTube’s live-streaming recommendations are for the video bitrate sent by the broadcaster, not the viewer’s playback connection or RAM. For 4K/2160p at 60 fps, YouTube recommends an ingestion bitrate of 35 Mbps with AV1 or H.265, or 50 Mbps with H.264. YouTube also recommends upload-bandwidth headroom of 20% when sending a live stream. The selected codec, encoder, and upload capacity therefore matter for this workload; these figures should not be used as a viewer’s download-speed requirement.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesYouTube transcodes incoming live streams into formats for viewers, so the encoder recommendations describe the stream arriving at YouTube rather than a fixed playback configuration on each viewer’s PC.
