A file’s size in megabytes does not tell you what it will cost an AI model to process. Upload limits determine whether a service accepts a file; tokenization, context limits, image handling, and the product’s billing rules determine how much of it the model can use and what an API request may cost. For a consumer chat plan, uploading a file usually is not priced as a per-file token charge.
Why file size does not equal AI cost
Megabytes measure stored data, not the amount of language or visual information a model processes. A compact document with dense text can produce many tokens; an image-heavy PDF may require visual processing in addition to its extracted text. The same file can also be treated differently by different products and models.

Keep three questions separate:
- Can I upload it? The service’s file-size, format, page-count, and account rules decide eligibility.
- Can the model use all of it? The file’s content must fit the applicable context or be handled by another mechanism, such as retrieval or indexing.
- What will I pay? An API may bill for input, cached input, and output tokens at model-specific rates. Consumer chat plans may instead apply usage limits without showing a per-file price.
OpenAI explains that “The context window limits the tokens a model can work with in a request.” A file under an upload cap can therefore still exceed the amount a model can use in one request. OpenAI’s token guidance also explains that tokenization varies by model and that output contributes to usage.

How many tokens is this file?
For text, use a tokenizer or the provider’s own estimate on representative content. A byte count, word count, or page count can serve only as a rough proxy: formatting, language, tables, and tokenization affect the result. There is no reliable universal conversion from megabytes or pages to tokens.

For an API budget, estimate the content that will actually be sent, then include the rest of the request. System instructions, conversation history, tool outputs, and the model’s response can all use context or incur charges. Check the active model’s current input, cached-input, and output rates separately; do not assume that a low input rate alone predicts the total cost.
Will this PDF fit in the context window?
Page count and text extraction are not enough to answer that for every service. In the documented OpenAI Responses API workflow, PDF parsing can put both extracted text and page images into context, increasing token use. Scans, charts, diagrams, and other visual material can therefore use more processing than a text-only estimate suggests. Ask whether the selected workflow uses OCR, visual processing, or text-only extraction.

Some products also use retrieval or indexing instead of putting an entire long document into the model’s context at once. OpenAI’s ChatGPT Enterprise upload guidance describes a 110,000-token document context allocation and says additional material may be searchable through a private index; its estimate of approximately 350 pages of mixed text and images is a provider estimate, not a general page-to-token formula. The guidance says the feature is under active development and subject to change. Read the Enterprise upload guidance for its stated qualifications.

Google’s Gemini Apps help text recommends smaller files with less content for better results, or upgrading to Google AI Pro or Google AI Ultra for a larger 1 million token context window. How to estimate an API request before sending it
- Identify the exact product and model. Consumer chat and API usage can have different limits and billing, even within one provider.
- Check file eligibility. Verify per-file and combined request limits, supported formats, file count, page count, and your plan’s rules.
- Estimate the content tokens. Use the provider’s tokenizer or estimate on extracted text. For a long or variable file, sample representative sections rather than extrapolating from file size alone.
- Account for images and other modalities. For PDFs with scans, charts, or diagrams, check whether the service processes page images as well as text.
- Check current model rates and context. Include input, cached input, and expected output where applicable, plus instructions, history, and tool results. Leave context room for the answer.
- Inspect actual usage after a request. Review the API response’s usage fields and compare representative files before using an estimate for budgeting. Pre-send figures remain estimates, especially for multimodal files.
Does uploading a file to ChatGPT have a per-file price?
ChatGPT upload limits are not API token prices. The upload FAQ describes file eligibility, shared storage, and rolling usage limits; it does not establish a per-file charge calculated from the file’s megabytes. API billing is a separate question: consult the selected model’s current documentation and inspect returned usage for actual requests.
