Engineers control where water flows, keep clean runoff separate, limit contact with reactive rock and process residues, collect seepage, detoxify cyanide-bearing tailings and treat acidic or metal-rich drainage. Governance controls—accountable decision-makers, independent technical review, inspections, emergency plans and public reporting—are as important as the physical structures.
What gold-mine tailings are and why they remain a long-term risk
Tailings are the finely ground solids left after a mill separates recoverable metals from ore. They usually contain varying amounts of process water and runoff. Even after gold recovery, the material can contain sulfide minerals that generate acid, metals that can leach into water, and residual processing chemicals such as cyanide. A tailings-storage facility (TSF) therefore has to function as both an engineered landform and a water-management system.

The risk does not end when a mine stops producing. Dams, embankments, deposited tailings, water ponds, seepage controls and drainage channels must remain stable through storms, earthquakes, freeze-thaw cycles and changing groundwater conditions. The International Council on Mining and Metals (ICMM) describes tailings management as a lifecycle obligation covering design, construction, operation, closure and post-closure.
Recommended Free Tools
There is no universal dam shape, storage method or operating rule. ICMM states that “each TSF is unique”: geology, climate, mineral characteristics, hydrology, seismic setting and the mine plan determine the appropriate solution. A design that is suitable at one gold mine can be unsafe or ineffective at another.

Governance and engineering work together
Physical construction alone cannot prevent a failure. The Global Industry Standard on Tailings Management (GISTM) requires a management system with clear accountability, competent technical leadership, documented controls, risk assessment, emergency preparedness and engagement with affected communities. ICMM’s 2021 conformance protocols map 77 requirements to 219 criteria, giving operators and reviewers a detailed way to check implementation.
The need for this discipline is illustrated by the Brumadinho tailings disaster in Brazil. ICMM records that 272 people died in the 2019 failure. The event demonstrated that warning signs, weak oversight or poor decisions can turn an engineering defect into a community catastrophe.
Who makes critical decisions
- Owner and accountable executives: set risk tolerance, provide resources and ensure that production targets cannot override safety requirements.
- Engineer of record and technical specialists: approve design assumptions, construction changes, water controls and operating limits.
- Independent reviewers: challenge the design, inspect performance and examine whether controls remain valid as conditions change.
- Operators and supervisors: follow deposition, pond, freeboard, inspection and maintenance procedures every shift.
- Emergency and community teams: maintain warning systems, response plans and communication with people who could be affected by a release.
Risk is managed as a changing condition
Operators maintain a risk register and define trigger-action-response plans (TARPs). A trigger might be rising pore-water pressure, unexpected seepage, movement in an embankment or a water level approaching a limit. The TARP specifies who verifies the reading, what immediate action is required, when technical leadership is notified and when an emergency plan is activated. This converts monitoring data into decisions instead of leaving alarms without an owner.
How a mine selects and designs a tailings facility
Characterise the ore and tailings
Before construction, engineers test tailings grain size, density, settling behavior, permeability, strength and geochemistry. They identify sulfur-bearing minerals, acid-generation potential, metal-leaching potential and the behavior of residual process chemicals. These tests support predictions of how quickly water will drain, where seepage could travel and what quality it may have.
Study the site and future water conditions
Investigations map foundation geology, faults, groundwater, flood routes and seismic hazards. Climate analysis covers normal precipitation as well as extreme storms, drought, snowmelt and evaporation. The design must include enough storage and freeboard for credible inflow events while allowing operational water to be reclaimed or treated. A water-balance model tracks precipitation, process inflows, evaporation, seepage, reclaim water, storage and permitted discharge under normal, abnormal and emergency conditions.

Choose a storage and drainage layout for the site
The selected facility arrangement has to keep the deposited tailings and water stable under the site’s loading and hydraulic conditions. Designs include drainage and seepage-collection features where needed, diversion channels for clean runoff, ponds or other water-storage areas, access for inspection and provisions for eventual closure. Construction quality control verifies that materials, slopes, drains and liners match the approved design.
| Design question | Evidence engineers need | Why it matters |
|---|---|---|
| How strong is the foundation and deposited material? | Geology, strength, density, consolidation and settlement data | Determines stability, deformation limits and safe operating geometry. |
| How much water can enter? | Catchment area, precipitation records, storm scenarios, groundwater and process inflows | Sets pond capacity, freeboard, diversion and emergency-storage needs. |
| Can the material generate acid or release metals? | Mineralogical and geochemical testing, leach behavior and water chemistry | Guides covers, contact prevention, seepage capture and treatment. |
| How will the facility be monitored? | Instrumentation locations, inspection routes, sampling points and trigger levels | Allows changes to be detected before they become failures or pollution events. |
| What must remain after closure? | Closure landform, drainage, cover performance and success criteria | Determines long-term maintenance, monitoring and financial obligations. |
Controls used during daily operation
Operators manage deposition so the tailings beach, pond and embankments remain within approved limits. They control the location and rate of discharge, maintain freeboard, keep reclaim-water systems working and prevent water from accumulating where it could destabilize a structure. Inspections look for cracking, erosion, slumping, unusual wet spots, blocked drains, animal burrows and changes in pond position.
Water balances are updated with measured rainfall, pumping, seepage, evaporation and reclaim flows. Comparing actual values with the design model can reveal a blocked drain, an unexpected inflow or a trend that will reduce available storage. Abnormal and emergency scenarios are modelled rather than assumed away.
Monitoring that supports action
- Instrumentation: piezometers, survey points and movement or water-level instruments show changes in pore pressure, deformation and hydraulic conditions.
- Visual inspections: trained staff document embankments, beaches, ponds, drains and seepage locations at defined frequencies, with extra checks after severe weather or earthquakes.
- Surface-water and groundwater sampling: upstream and downstream locations establish background conditions and identify changes in pH, metals, suspended solids, cyanide or other parameters relevant to the site.
- Independent review: specialists test whether data, assumptions and corrective actions remain adequate as the facility ages.
Monitoring results feed regulatory reports and community communication. Transparency is most useful when it explains what was measured, which limits apply, whether a trigger was reached and what action followed.
How mines prevent contaminated water from leaving the site
Divert clean water first
Channels, berms and grading route uncontaminated rainfall and snowmelt around disturbed ground and tailings areas. Keeping clean water clean reduces the volume that must be stored or treated and lowers the hydraulic load on contact-water systems. Diversions must be inspected for erosion, blockages and capacity after major storms.

Reduce contact with reactive or toxic materials
U.S. Environmental Protection Agency guidance identifies preventing contact between water and acid- or toxic-forming materials, and minimizing contact time, as core controls. Mines may isolate reactive surfaces, manage where water ponds, cover or otherwise stabilize exposed materials, and route contact water to collection systems rather than allowing uncontrolled infiltration.
Collect seepage and contact water
Underdrains, sumps, collection wells, ponds and pumping systems capture water that has contacted tailings or waste rock. Groundwater monitoring defines the direction of flow and checks whether contaminants are moving beyond the capture zone. The collected water is reused in processing when practical, stored safely or sent to treatment before a permitted discharge.
Use a site water-balance model
The model combines precipitation, inflows, pond levels, seepage, pumping, treatment capacity, evaporation and discharge limits. The IFC review for the Aurora Gold project describes modelling precipitation and inflows and outflows, then treating collected excess water before discharge. Such models must be updated with measured data and tested against wet-year, dry-year and emergency conditions.
Acid mine drainage and metal pollution
Acid mine drainage (AMD) forms when water and oxygen react with sulfur-bearing minerals. The reaction can produce sulfuric acid, lower pH and mobilize iron and other heavy metals. The U.S. EPA defines AMD as “the formation and movement of highly acidic water rich in heavy metals.” The chemistry varies by deposit; an abandoned-mine example should not be treated as a prediction for every gold mine.
Prediction and prevention
Geochemical testing classifies tailings and waste according to acid-generation and metal-leaching potential. Mines then separate or isolate reactive material, minimize water contact, control oxygen and water pathways where feasible, and capture seepage. Preventing the reaction is generally preferable to treating an unlimited flow after contamination has formed.

Active and passive treatment
Active systems can add alkaline chemicals to neutralize acidity and remove dissolved metals as solids. They require equipment, reagents, power, operators and management of the resulting sludge. Passive systems use processes such as natural or engineered mineral reactions and are considered where flow, chemistry, temperature and land availability make performance predictable. Neither approach is universal: treatment must match acidity, metal concentrations, flow rate and discharge criteria.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Cyanide management in gold processing
Cyanide is used to dissolve gold in many operations, so mines must control it in process water and tailings as well as manage acid-generating rock. A detoxification circuit can reduce weak-acid-dissociable (WAD) cyanide before tailings are deposited. The IFC Aurora Gold project review describes a design target of less than 0.5 mg/L WAD cyanide in as-deposited tailings.
That figure is a project design target, not a universal legal limit. Applicable limits depend on the jurisdiction, permit, receiving environment and the specific cyanide measurement used. The same review expects additional degradation in the tailings facility through sunlight, volatilization and complex formation, but operators still have to verify performance with sampling and laboratory analysis.
Typical cyanide control chain
- Measure cyanide species and process-water conditions at the plant and tailings discharge.
- Run detoxification under controlled pH, reagent and residence-time conditions.
- Confirm WAD cyanide in as-deposited tailings against the project’s operating target.
- Keep contact water contained, reclaim it where possible and prevent uncontrolled releases.
- Sample ponds, seepage, groundwater and discharge points to demonstrate that permit and risk criteria are met.
Emergency preparedness and failure prevention
Failure prevention combines conservative design, reliable water control and a functioning response system. Operators define credible failure modes, including overtopping, internal erosion, foundation instability, seismic deformation and uncontrolled seepage. Emergency action plans identify inundation areas, warning methods, evacuation routes, contacts and responsibilities. Drills test whether alarms reach the right people and whether communities can act on the information.

After unusual rainfall, earthquakes, rapid pond changes or instrument alarms, the mine can lower water levels, stop deposition, increase inspections, install temporary pumping or activate emergency communications. Decisions should be pre-authorized in TARPs so that staff do not wait for a crisis meeting while conditions deteriorate.

Closure and post-closure management
Closure planning starts while the mine is being designed, not after production ends. The plan establishes a stable landform, controls long-term water contact, defines drainage routes and sets measurable success criteria for vegetation, erosion, seepage and water quality. Progressive rehabilitation—stabilizing or covering completed areas during operations—reduces the amount left for final closure and exposes problems while personnel and equipment remain available.
What changes after production
- Tailings deposition and process-water inflows stop, but rainfall, groundwater and seepage continue.
- Ponds may be drained, covered or reshaped according to the approved closure design.
- Channels, covers, pumps, treatment plants and monitoring instruments require maintenance.
- Groundwater and surface-water sampling continues until agreed success criteria are met.
- Responsibility, funding, records and emergency contacts must remain clear during the post-closure period.
ICMM’s 19 February 2025 second edition of its Tailings Management Good Practice Guide emphasizes closure governance, progressive rehabilitation, long-term monitoring and maintenance. A facility is not “finished” merely because it is no longer receiving tailings; closure performance has to be demonstrated over the relevant environmental and physical timescales.
How to compare a mine’s tailings and water controls
Comparisons should focus on evidence rather than the name of a storage technology. The following questions reveal whether a mine is managing its actual risk:
| Comparison axis | Questions to ask |
|---|---|
| Consequence and failure risk | What communities, waterways and infrastructure lie downstream? Which failure modes were analysed? |
| Water balance and climate resilience | Are extreme storms, drought, evaporation, groundwater and emergency storage included? How often is the model updated? |
| Acid and metal potential | Were tailings and waste tested for acid generation and metal leaching? Are reactive materials isolated and seepage captured? |
| Cyanide performance | What detoxification target applies, how is WAD cyanide measured and what results are reported? |
| Monitoring and review | Which instruments and sampling points are used? Are trigger levels, independent reviews and corrective actions disclosed? |
| Closure liability | Are closure success criteria, long-term treatment, maintenance, funding and post-closure responsibility defined? |
| Community and regulatory accountability | Are permits, monitoring results, emergency plans and material changes communicated to affected people? |
No single technology can be ranked as safest for every site. The defensible choice is the one supported by site data, conservative water and stability assumptions, competent oversight, effective monitoring and a credible closure plan.
