There is no defensible universal number of leasing staff per apartment community. The National Apartment Association (NAA) offers a broad onsite starting point of one office employee and one maintenance employee per 100 units, but that is not a leasing-only ratio. A leasing team should be sized from the property’s actual prospect, move-in, renewal and resident-service workload, then adjusted for complexity, lease-up status and the work handled centrally or by automation.
For a 300-unit community, the NAA rule of thumb implies about three office employees and three maintenance employees. It does not mean three leasing consultants. The leasing share of those office positions must be established from workload data.

What the commonly cited staffing rule actually measures
NAA’s Staffing Considerations best practice, dated June 8, 2020, gives a general rule of one office staff member and one maintenance staff member per 100 units. It also says to add one team member in maintenance, office or both when the property is at least 51 percent of the way to the next 100-unit increment.
That guidance is a broad onsite staffing baseline. “Office” can include leasing and other administrative or resident-facing work, so the rule cannot be converted into a leasing-consultant quota without additional information about the property.

| Community size | Office staff under the broad rule | Maintenance staff under the broad rule | What this does not establish |
|---|---|---|---|
| 100 units | About 1 | About 1 | The number assigned specifically to leasing |
| 151 units | Base staffing plus the stated next-increment addition, allocated by management | Base staffing plus the stated next-increment addition, allocated by management | Whether the added position belongs to leasing, administration or maintenance |
| 200 units | About 2 | About 2 | The split between leasing and other office duties |
| 251 units | Base staffing plus the stated next-increment addition, allocated by management | Base staffing plus the stated next-increment addition, allocated by management | A leasing-only ratio |
| 300 units | About 3 | About 3 | Whether all three office positions are leasing consultants |
The rounding instruction means that a property should not wait for another full 100 units before considering an additional team member. It still leaves the allocation decision to the operator and does not specify which office functions the added person performs.
Why another NAA number is often misapplied
NAA’s 2019 Survey of Operating Income and Expenses in Rental Apartment Communities reported an average of one full-time employee per 45 units. The figure is based on 2018 financials from stabilized communities with at least 50 units. It describes all employees within the survey’s scope, not leasing staff alone, and it is not a current leasing benchmark.
The two figures are different measures:
- The one-office-plus-one-maintenance rule implies two onsite employees per 100 units.
- The survey observation is one total employee per 45 units, using an older stabilized-property sample.
- Neither figure identifies how many employees are leasing consultants.
A 2022 NAA opinion column reportedly described the old model as obsolete and stated the rule differently. For that reason, the 2020 guidance is best treated as a dated directional baseline, not a settled current standard. Operators should label any staffing plan with its date, property type and functions included.

The National Multifamily Housing Council’s role description for a leasing consultant covers more than showing apartments. It includes handling rental inquiries, generating and managing traffic, leasing apartments, qualifying prospects, preparing lease and move-in documents, supporting move-ins and renewals, and assisting with resident relationships during the tenancy.
Those activities provide a better basis for staffing than assigning an arbitrary percentage of a whole-property headcount. Build the estimate around the work the leasing team actually owns.
| Work category | Useful volume measures | Questions to answer |
|---|---|---|
| Prospect contacts and follow-up | Calls, emails, chats, walk-ins and follow-up touches | Are contacts answered live, and how many follow-ups are expected before a prospect is closed or lost? |
| Tours and qualification | Scheduled tours, walk-in tours and completed applications | Who conducts tours, verifies qualification and handles exceptions? |
| Lease preparation | New leases, transfers, amendments and corrections | Which documents are prepared onsite, and which are generated or reviewed centrally? |
| Move-ins | Scheduled move-ins, key handoffs and orientation appointments | Does the leasing team coordinate inspections, utilities or resident orientation? |
| Renewals | Renewal offers, negotiations, notices and executed renewals | Are pricing decisions and notices handled by the onsite team or a central department? |
| Resident-facing support | Resident questions, service coordination and tenancy communications | Which requests belong to leasing, property management or maintenance? |
The reviewed industry material does not publish a conversion from these volumes and tasks to a universal number of leasing employees. Use the categories as a measurement framework, not as a hidden industry formula.

A practical method for sizing the team
1. Define the headcount boundary
Write down exactly what “leasing staff” means for your decision. It might mean onsite leasing consultants only, all office employees, full-time equivalents (FTEs), or everyone who spends part of the week on leasing. Include or exclude property managers, assistant managers, centralized lease processors, virtual agents and temporary staff explicitly.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWithout this definition, two plans can appear to disagree while counting different jobs.
2. Use a recent, property-specific period
Pull at least several months of operating data and identify seasonal peaks. Separate stabilized operations from lease-up activity, and distinguish ordinary demand from unusual events such as a renovation, a major concession campaign or a local employer opening.
Track the source of every count. A marketing report may count inquiries, while a customer-relationship system counts conversations; those are not interchangeable.
3. Count work, not only outcomes
Applications, signed leases and move-ins are important, but they omit contacts that require time and never convert. Count inquiries, follow-up attempts, tours, qualification reviews, document corrections, renewal conversations and resident appointments as well as completed leases.
4. Attach handling time to each task
Measure or sample the time required for each task at your community. Include preparation, documentation, interruptions and follow-up rather than timing only the customer-facing moment. A 15-minute tour may require additional time for scheduling, notes and a second contact.

A simple planning equation is:
Required leasing hours = sum of (task volume × average handling time) + fixed weekly duties + peak-capacity allowance.
Divide the resulting hours by the productive hours one FTE is expected to provide under your organization’s schedule. The productive-hours assumption is a management input, not a published NAA standard; state it in the plan and revisit it when schedules or service expectations change.
5. Check capacity at the busiest times
An annual average can hide a serious service failure. Compare demand by day and hour. If tours cluster on weekends, renewal notices arrive in one month, or move-ins occur on the same days, the team may need overlapping coverage even when the annual FTE total appears adequate.

6. Validate the estimate against service results
Review response time, unanswered contacts, tour availability, application turnaround, lease-error rates, move-in readiness and renewal completion. If the team meets volume targets only by deferring follow-up, working excessive overtime or shifting work to property managers, the nominal headcount is understating the real requirement.
How property conditions change the answer
Staffing ratios are directional because the same unit count can produce very different workloads. Document the assumptions that make your property unlike a simple stabilized community.
- Asset and physical complexity: Multiple buildings, entrances, floor plans, amenities, income-restricted units or furnished inventory can lengthen tours, qualification and documentation.
- Market conditions: High inquiry volume, rapid rent changes, heavy competition or a weak demand period can change follow-up and pricing conversations even when the unit count is unchanged.
- Resident service expectations: A team that handles ongoing resident questions and relationship work needs more capacity than one limited to new leases and renewals.
- Centralization: A shared call center, centralized screening, remote lease administration or regional renewal team removes some tasks from onsite leasing but may create handoffs that still require local coordination.
- Automation: Online scheduling, digital applications and automated reminders can reduce manual handling. They do not eliminate exception management, document corrections or high-touch prospect and resident conversations.
- Operating hours: Evening and weekend coverage may require additional people or staggered shifts even if total weekly hours are unchanged.
- Turnover and vacancy patterns: Frequent move-outs, short lease terms or concentrated expirations create bursts of tours, make-ready coordination and renewals.
Lease-up properties need a separate plan
Do not apply a stabilized-community observation as though it were a lease-up formula. The NAA survey figure is based on stabilized communities, and the reviewed sources do not provide a universal lease-up staffing number.

During lease-up, measure the ramp directly: scheduled tours, daily inquiry volume, application screening, approval exceptions, deposits, document execution, move-in appointments and the number of units still available. Reforecast weekly or whenever pricing, concessions, marketing spend or construction delivery changes.
Lease-up plans should also state when staff will be reduced or reassigned. A team sized for peak opening activity can become oversized after occupancy stabilizes, while a premature reduction can leave the property unable to convert remaining prospects or support early residents.
What a 300-unit community can and cannot infer
Applying the broad NAA rule literally gives roughly three office employees and three maintenance employees for 300 units. That is about six onsite employees across those two functions. It does not say that the three office employees should all be leasing consultants, nor does it account for centralized support.
A responsible 300-unit plan would first identify how much of the office team’s time is spent on prospect traffic, tours, leases, move-ins, renewals, resident relations, accounting and management. It would then compare those hours with the schedule and productive capacity of the people assigned. If maintenance, management or a centralized team absorbs some duties, the leasing requirement changes; if leasing staff also handle extensive resident service, it rises.

Headcount is the number of people. FTE expresses scheduled labor relative to a full-time position. Two part-time employees can equal one FTE for hours but provide different coverage, handoffs and skill availability.

- Onsite employees physically assigned to the community;
- Leasing-only employees;
- Total office employees;
- FTEs or individual people;
- Permanent, seasonal or temporary labor; and
- Dedicated staff or shared regional resources.
This distinction is especially important when a central team answers inquiries but onsite employees conduct tours and move-ins. Counting both groups without describing their roles can double-count capacity; excluding the central team can understate it.
Warning signs that the staffing plan is too small
- Prospect inquiries remain unanswered or receive follow-up after the community’s service target.
- Tours are routinely unavailable at the times prospects request.
- Applications, lease documents or move-in packets accumulate in a queue.
- Renewal conversations are postponed until notices are urgent.
- Property managers regularly perform core leasing work without that time appearing in the plan.
- Errors, corrections and incomplete files increase as volume rises.
- Coverage disappears whenever one employee is absent.
These symptoms do not automatically prove that another full-time leasing employee is the answer. They can also indicate poor scheduling, unclear ownership, broken systems or a seasonal spike. Use the task-level workload review to distinguish a permanent capacity gap from a process problem.

The defensible answer for an operating budget
Use the NAA one-office-plus-one-maintenance-per-100-units guidance as a dated starting point for broad onsite staffing, not as a leasing quota. Keep the 2019 survey figure—one full-time employee per 45 units—in its proper context: NAA, 2019 survey, 2018 financials, stabilized communities of at least 50 units, all employees in scope.
For leasing, present a workload schedule that names the tasks, volumes, handling-time assumptions, peak periods, shared services and service targets. That approach produces an explainable staffing decision without pretending that an industry-wide leasing ratio exists.
