AI Agent Permissions: OAuth Scopes, API Keys, and Browser Access Explained

AI agent authority depends on its identity, credential permissions, resource policies, and available tools. Learn how to choose and limit OAuth, API keys, and browser-mediated access.

An AI agent can do only what its available credentials, the target service’s access rules, and the tools connected to it allow. A browser session, an API key, and an OAuth token are not interchangeable: each carries authority differently, and each can be exposed in different places. Choose the identity first, grant only the access the task needs, then control where credentials live and how they can be revoked.

What “permissions” mean for an AI agent

Giving an agent a tool—such as a calendar connector, a browser, or a file-search function—does not by itself determine what it may access. The permission question is about the authority behind the tool: which identity is making the request, which credential proves that identity or carries delegated authority, and what the destination permits that identity to do.

A useful way to reason about effective access is as the intersection of three things: the credential’s permissions, the resource’s own access policy, and the actions available through the agent’s tools. This is a practical model, not a universal permission system. A credential may allow an operation that the resource policy denies; a resource may be accessible to the identity, while the agent’s tools expose only a subset of actions. Conversely, a broad credential paired with a powerful tool can let the agent take actions well beyond the immediate task.

  • Identity: whose authority is being used—the end user’s, an application’s, or an agent-specific identity’s?
  • Permission: what resources and operations can that identity reach?
  • Exposure: where can the agent or its runtime obtain the credential?
  • Lifetime and revocation: how long can the authority be used, and how can it be withdrawn?

These questions are more useful than asking whether one credential label is inherently “safe.” A narrow OAuth grant can be safer than a broad key for a particular task, but a badly scoped token or an exposed refresh token can still create substantial risk. The actual provider, resource policy, and implementation matter.

OAuth scopes: delegated access with explicit boundaries

An OAuth scope describes the resources and operations an access token is allowed to reach. In Google’s OAuth overview, the application requests scopes, the user may approve them through a consent flow, and the application receives the scopes actually granted. The application should check those granted scopes against the features it needs rather than assuming that every requested permission was approved.

A scope is a boundary, not a guarantee of safety. The API defines what a particular scope means, and the token’s practical authority also depends on how the token is handled and on the target resource’s own permissions. A scope named for a broad class of data may permit more than a specific feature needs. Read the relevant API documentation before choosing scopes; the word “OAuth” alone does not tell you how narrow a grant is.

Request access when it is needed

Google advises applications to request scopes incrementally: ask for the access required for a feature when the user reaches that feature, rather than asking for every possible permission at the start. For an agent, that principle reduces the authority it receives before the user has chosen a task. For example, an agent that only needs to locate a document should not request write access merely because a later, optional workflow might edit one.

Incremental consent does not make a broad scope narrow. It controls when access is requested; scope selection controls what the resulting token may do. Both decisions matter.

Account for token lifetime and refresh

Google’s documentation describes access tokens as having limited lifetimes and refresh tokens as a way to obtain new access tokens. That can limit how long a stolen access token remains useful, but it shifts security importance to the refresh token: an agent or service that can use it may continue obtaining new access tokens. Store refresh tokens securely and make sure the agent cannot retrieve them unless its task genuinely requires that capability.

When deciding whether an OAuth design fits, establish which scopes are requested and granted, where access and refresh tokens are stored, which process can use them, and how a grant can be revoked. Those implementation details determine much of the real security posture.

API keys: provider-defined authority, not a universal permission model

An API key is a credential that a client presents to a provider. Possessing the key can permit requests under the associated account, project, or service identity, but the actions allowed by the key depend on that provider’s controls. A key proves possession; its name does not reveal its effective permissions.

OpenAI’s Help Center documents permission settings for user-owned secret API keys. Its options are specific to that key-creation flow and should not be assumed to exist at other providers or for other key types.

OpenAI user-owned secret key setting Documented behavior Practical use
All Full permissions; the documented default. Use only when the key needs the full authority available in that context and the exposure is acceptable.
Restricted Choose permissions for particular resources or endpoints. Choices can include None, Read, Write, or request-specific permissions. Prefer a restriction that matches the agent’s actual operations; leave unrelated resources or actions disabled.
Read Only Read permissions across endpoints. Consider for retrieval tasks that do not need to change data, while checking whether the required reads are covered.

The same Help Center article says these permission controls are not shown in its service-account key-creation dialog. That difference is a reason to verify the controls for the exact key type and creation path in use, not to assume that service-account keys inherit the user-key options above.

Keep keys private. Do not put them in prompts, public or untrusted client-side code, or other places an agent can reveal in generated output. If a key is exposed, revoke or rotate it using the provider’s controls and review the associated account or project for unexpected use. The available documentation supports no universal ranking in which API keys are always safer or less safe than OAuth: compare actual scope, identity, storage, lifetime, and revocation behavior.

Browser access and sign-in are not the same as API authorization

Authentication establishes who a user is; authorization determines what an application may access. Google makes this distinction in its Identity Services documentation. Its JavaScript library is intended for browser use and supports sign-in as well as separate consent and authorization flows for API access. The browser can therefore be where a user signs in or approves access, but simply opening a browser does not grant an agent permission to every website or API.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Three ideas are often conflated:

  • Browser sign-in: a site may identify a person through a browser session.
  • Authorization to an API: a service may require an OAuth grant, key, or other permission before allowing particular operations.
  • Browser automation: an agent may interact with pages through a browser tool, depending on how that tool is built and configured.

Do not assume that an agent’s browser tool shares the user’s authenticated session, that browser cookies are equivalent to an API token, or that browser automation is automatically safer than API access. Whether a session is shared, what the tool can inspect, and how actions are authorized depend on the specific browser and agent architecture. The documentation cited here does not establish those behaviors across agent products.

If an agent operates through a browser, find out what session or profile it can use, whether the user must approve actions, which sites or domains are reachable, and what data the tool can read or submit. Treat the browser’s accessible session as potentially consequential authority; do not grant or expose a signed-in profile merely because the workflow looks like ordinary browsing.

Choose whose identity the agent should use

The credential model determines whose permissions administrators must grant, monitor, and revoke. Google Cloud distinguishes access using an agent’s own identity from three-legged OAuth, which accesses resources on behalf of an end user. In the agent-identity model, access is granted through IAM roles on target resources. The appropriate role depends on the specific implementation and resource; examples in one implementation are not a universal minimum role set.

Model Authority used Permission administration Questions to resolve
Delegated user authorization The user’s authority, limited by the granted authorization and service policies. Access is associated with the user’s grant; user and application controls govern whether it remains available. Which scopes are granted? Is access needed for this user’s task? Where are access and refresh tokens held?
Application or service identity The application or service identity’s authority on configured resources. Administrators grant roles or other resource permissions to that identity. Which resources need access? Are the assigned roles limited to those resources and actions?
Agent-specific identity An identity assigned to the agent, where the platform and resource support that design. Authority can be administered against that identity rather than a user’s personal grant. Can the identity be isolated per agent or task? How is its access reviewed and withdrawn?

Delegation is appropriate when an agent needs to act within a user’s own authorized access. A service or agent identity is often a better conceptual fit for a background process that should access a defined set of organizational resources independently of a particular user. Those are architectural choices, not interchangeable credential formats. The specific platform determines which options exist and how resource policies apply.

Limit the agent’s authority before connecting tools

Google’s Gemini agent guidance recommends trusted external tools, minimum necessary permissions, least-privilege service accounts or API keys, short-lived tokens when possible, and regular credential rotation. Its central warning is practical: an agent may use credentials it can access. Therefore, only make credentials available when their entire scope is acceptable for that agent and its likely actions.

  1. Write down the task’s required actions. Separate reading, creating, editing, deleting, and administrative operations. Avoid granting write or administrative authority if the task only needs retrieval.
  2. Select the identity. Decide whether work should happen as a user, an application/service, or an agent identity. Choose based on who should own and administer the resulting access.
  3. Map actions to the provider’s controls. For OAuth, inspect the API’s scope documentation and request only relevant scopes. For a key, check the controls for that precise provider and key type. For cloud resources, assign only the necessary resource permissions.
  4. Limit tool capabilities as well. Expose only the operations the workflow needs. A tool restriction is an additional boundary, not proof that an underlying credential is narrowly scoped.
  5. Choose the credential’s location and duration. Prefer short-lived access where available. Keep long-lived secrets and refresh tokens in managed storage rather than in prompts or agent-visible configuration when the architecture permits it.
  6. Test the permitted and denied paths. Confirm that the intended operation works and that an unrelated write, resource, or administrative action is rejected. A successful happy-path call alone does not establish least privilege.
  7. Plan revocation and review. Identify how to revoke a user grant, disable or rotate a key, or remove an identity’s resource access. Review permissions when the task, tool set, or owner changes.

This procedure does not assume that every provider supports every control. If a permission cannot be narrowed at the credential level, compensate by limiting resource policy, isolating the identity, restricting the agent’s tool surface, or choosing a different integration architecture.

Keep credentials out of the agent runtime where possible

Secrets are at risk not only when they are stolen externally but also when they are exposed to more components than necessary. A credential embedded in a prompt, configuration visible to the model, client code, logs, or a sandbox may be copied or inadvertently disclosed. The design question is whether the agent needs to see the secret itself, or only needs a controlled way to make an authorized request.

Google’s managed-agent credential guide describes one vendor-specific pattern: credentials such as bearer tokens, OAuth 2.0 credentials, and environment-variable credentials can be attached to network allowlist rules. A proxy can authenticate outbound requests, and the guide’s example keeps the token outside the sandbox. This is a documented design for that environment, not a general property of agent runtimes. A proxy or secret manager can reduce direct exposure, but it does not make an overprivileged credential safe; the credential’s scope and the destinations it can reach still matter.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Where managed injection is available, verify which requests receive credentials, whether the destination is restricted, who can change the rules, and what the agent can observe in errors or logs. Where it is not available, keep secrets in the most controlled backend component possible and restrict access to the runtime. In either case, use rotation and revocation procedures that fit the credential’s actual lifetime.

Common permission mistakes and how to correct them

  • Granting every scope up front: request only the scopes needed for the current feature, and add further access only when a later feature requires it.
  • Treating an OAuth label as a guarantee: inspect the actual scope definitions, granted scopes, token handling, and target resource policy.
  • Assuming all API keys have the same controls: verify permissions for the particular provider, account or project, and key type. If it supports endpoint restrictions, use them.
  • Putting a credential where the agent can print it: remove it from prompts and untrusted client code; use managed storage or controlled injection when supported.
  • Assuming browser sign-in grants API access: distinguish the signed-in identity from explicit authorization to the resource or API the agent is trying to use.
  • Giving a service identity broad roles for convenience: grant access on the target resources the workflow requires and check whether each assigned role includes unnecessary operations.
  • Forgetting renewal and revocation: determine whether a token expires, whether a refresh credential can renew it, and how to disable the grant or credential promptly.
  • Trusting tool-level limits alone: restrict the underlying credential too, because a tool boundary may not prevent another component with access to the same credential from using its broader authority.

If a request fails, first identify which layer denied it: authentication, the OAuth grant or key permission, the resource’s policy, or the tool’s own restrictions. Compare the requested operation with the granted scopes or key permissions, then confirm the identity has access to the specific resource. Avoid resolving an unclear denial by switching immediately to a full-access credential; that can hide the mismatch while expanding what a compromised or misdirected agent could do.
