How to Estimate the Total Cost of Building an AI Data Center

Estimate an AI data center by defining exactly what “total cost” includes, then pricing each cost bucket for a specific site, capacity, design and delivery date. A shell-and-core construction figure is not an all-in AI data center budget: it may exclude tenant servers and networking, utility upgrades, energy assets and years of operating costs. The most useful estimate separates those scopes, states its assumptions and presents a low, base and high case rather than treating one public cost-per-megawatt figure as a quote.

Decide what “total cost” means before estimating

There is no single standard boundary for the cost of building an AI data center. One estimate may cover only a building’s shell and core; another may include mechanical and electrical systems, a substation and utility works; a tenant budget may add servers, accelerators and networking; and a lifecycle estimate may include energy, labor, maintenance, taxes, water and replacement equipment. These totals answer different questions and should not be compared as if they measured the same project.

Start by naming the estimate you need. If you are evaluating a real estate development, you might need greenfield development cost. If you are planning a tenant deployment, you need the facility plus IT fit-out. If you are choosing between ownership and other capacity strategies, you may need total cost of ownership over a stated period. Write the boundary directly into the estimate title, such as “tenant-fitted facility capex, excluding offsite generation and financing.”

  • [Deep Bass with Clear Vocals] High-performance drivers produce punchy bass while keeping vocals clean and detailed for everyday listening.
  • Location and market: country, region and target data-center market, because construction, labor, land, taxes and utility conditions differ.
  • Capacity: target IT load in megawatts, and whether any stated capacity is IT load or total facility power. These are not interchangeable measures.
  • Workload and equipment: the intended AI workload and the planned server or accelerator configuration, plus networking requirements.
  • Availability and redundancy: the performance and redundancy design the facility must meet. These choices influence facility systems and quantities.
  • Cooling and power design: the cooling approach and the planned route to adequate power, including any grid or onsite components.
  • Delivery and project type: the target delivery date and whether the project is a greenfield build or a fit-out of an existing building.
  • Cost boundary: whether the estimate includes tenant IT, land, utility works, offsite generation, storage, financing, operating costs, taxes and contingency.

Do not leave “MW” unexplained. State whether it means IT load or facility power in every estimate and comparison. Epoch AI’s 2026 modeled example uses 1 GW of IT power; its methodology page notes that cost per GW of total facility power is typically lower, around $30 billion, because facility overhead reduces the server capacity that can be supported. That distinction is one reason an apparently precise cost per MW can be misleading.

Build a bottom-up cost schedule

After setting the boundary, create a schedule with separate lines for the major components. The International Energy Agency groups data-center investment into IT capex, non-IT capex and energy capex. For a project estimate, expand those groups enough to show which party pays for each item and which costs remain unpriced.

Cost bucket Items to include or identify Questions to resolve
Site and land Land acquisition or site cost, site preparation and any market premium for a powered site. Is the site already controlled? Does its price reflect available power, and are enabling works included?
Shell and core Building and core construction. Does the benchmark cover only the building, or also installed facility systems?
Mechanical and electrical systems Facility systems required for the selected design, including cooling. Which systems and design quantities are included in the construction number?
Utility works Substations, grid connection and other project-borne utility works. What has the utility committed to provide, and what works or upgrades remain the project’s responsibility?
Energy assets Generation, batteries, transmission or distribution investments that the project must fund. Are these onsite, offsite, shared, or excluded from the current estimate?
IT equipment Servers, accelerators and other tenant technology. What configuration, quantities, delivery schedule and pricing basis are being used?
Network and connectivity Network infrastructure and external connectivity. Does the IT budget include network equipment, and are external connections priced separately?
Operating costs Energy, taxes, maintenance, labor and water, plus planned equipment refresh. What operating period, utilization, electricity price and replacement schedule apply?

For each line, record the amount, currency, estimate date, source or quotation, scope, quantity basis and confidence. Use separate columns for quoted amounts, benchmark allowances and unresolved items. That makes it harder for an incomplete price to appear more certain than it is.

Use published benchmarks without mixing their scopes

Public estimates provide reference points, not bids for an unspecified facility. The figures below differ in scope, geography and status. Their value is in understanding possible cost categories and scale—not in selecting one number and applying it to a different project.

Reference Published figure What the figure covers How to interpret it
Epoch AI, 2026 modeled U.S. hyperscaler facility $37.883 billion upfront capex for a modeled 1-GW-IT-power facility. The component model lists $21.188 billion for servers, $11.433 billion for facility, $4.925 billion for network infrastructure, $0.172 billion for land and $0.164 billion for utility works. Modeled upfront facility investment with the listed components. A stylized model, not a price for a specific site or a universal cost-per-MW quote. Epoch says actual costs vary with server choice, facility design, location, financing and power strategy.
Epoch AI methodology page, reviewed 2026 $38 billion per GW of IT power: $26 billion compute and $12 billion construction. The page gives around $30 billion per GW of total facility power as a typical lower basis. A modeled cost-per-capacity framing, with IT power distinguished from total facility power. Use its capacity basis and model assumptions when interpreting the number; do not treat the two GW measures as identical.
International Energy Agency, 2025, citing Turner & Townsend (2024) $6,000 per kW of IT load in some emerging market and developing economies to over $10,000 per kW in many advanced economies. Combined construction and installations benchmark. It is not a complete AI fit-out price. Converted arithmetically, the range is $6 million per MW to over $10 million per MW of IT load, with the same regional and scope qualifications.
Cushman & Wakefield, 2026 $17.6 million per MW average greenfield development cost for modern U.S. facilities. Greenfield development average for the stated facility category. Market and workload type can create significant variation; it is not a project-specific quote.
JLL Research, 2026 $11.3 million per MW average global shell-and-core cost forecast for 2026. Shell and core only; tenant technology fit-out is excluded. JLL says AI infrastructure fit-out can cost as much as $25 million per MW. The “as much as” fit-out figure is not a standard quote. Do not add it to shell-and-core as though it were a typical, universally applicable total.

These estimates cannot be ranked from cheapest to most expensive without first matching their boundaries. The IEA range covers construction and installations and varies by region; Cushman & Wakefield reports a U.S. greenfield development average; JLL’s global forecast is shell and core; Epoch AI models a specific large U.S. hyperscaler facility and includes IT-related items. Differences in capacity basis, workload, date and included costs matter as much as the headline amount.

  • Workload and configuration: general data-center assumptions or a stated AI server and accelerator design.
  • Estimate status and year: actual benchmark, forecast or model, and the year it represents.
  • Excluded or uncertain items: land, taxes, financing, contingency and offsite power.

If a figure does not match your scope, keep it as context and do not use it as a direct input. A shell-and-core figure can help anchor the building portion of an estimate, but it cannot stand in for servers, networking or energy infrastructure that it excludes.

Price power access and location explicitly

Power is not just an operating expense; access to it can affect site feasibility, project timing and capital requirements. Keep grid connection, substations, transmission or distribution works, onsite generation and storage visible as separate assumptions. The IEA places generation, batteries and transmission or distribution investment in energy capex, distinct from non-IT facility investment.

JLL Research reported in 2026 that average grid-connection waits in primary data-center markets exceeded four years. That is schedule context, not a cost-per-MW input. Its analysis also describes increased interest in behind-the-meter arrangements and colocated storage. Cushman & Wakefield notes that powered land can command a premium over land without power. Together, these points mean that a nominally cheaper site may not be the cheaper or faster project once access to power is accounted for.

Ask the utility and project team to identify what is available, what is committed, what must be built and who pays. For each scenario, show whether the estimate assumes grid service, a substation, project-funded upgrades, onsite generation, storage or a combination. If these items have not been quoted or studied, list them as unresolved rather than silently treating them as zero.

Estimate annual operating cost and ownership cost separately

Capital expenditure answers what it may cost to build and equip the project within a stated boundary. Total cost of ownership adds recurring expenses over a defined operating period. Keep the two views distinct so a one-time construction figure is not confused with the cost of running the facility.

For a lifecycle estimate, identify the analysis horizon, discount rate, utilization, electricity price and refresh assumptions. Include recurring energy, taxes, maintenance, labor and water costs where they apply. Show hardware refresh separately from facility upkeep because IT equipment and building infrastructure do not necessarily follow the same replacement cycle.

Epoch AI’s 2026 modeled 1-GW-IT-power facility has approximately $0.907 billion in annual operating expenses. The model’s annualized ownership result changes with server lifespan: it assumes five years for IT equipment and fourteen years for facility assets; changing the IT lifetime to three years increases the annualized ownership estimate, while extending it to seven years lowers it. These are assumptions in that model, not universal service lives or an operating-cost forecast for another project.

The IEA notes that IT equipment can become obsolete four to six years after installation, while transformers typically last 30 years. Treat those as different lifecycle considerations, not as a single replacement date for the whole facility. Your project’s procurement plan and operating conditions should determine the schedule used in its own estimate.

Turn the estimate into low, base and high scenarios

A single point estimate hides the uncertainty that matters most. Prepare three scenarios using the same project basis and cost boundary, changing only assumptions that plausibly vary. The purpose is not to manufacture a precise range from unrelated public averages; it is to show which unresolved inputs could move the project budget.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Fix the base case. Use the current site, capacity, workload, redundancy and cooling design, with the best available local construction data, equipment quotations and utility information.
  2. Build a low case. Use supportable favorable assumptions, such as a lower locally evidenced construction cost or a confirmed power arrangement. Do not assume unquoted costs are zero.
  3. Build a high case. Reflect plausible pressures such as higher local construction or equipment costs, a more expensive powered site, additional grid or onsite power work, or schedule-related changes that are grounded in the project’s evidence.
  4. Show the drivers. For each scenario, state which lines changed and why. Keep IT configuration, construction, utility work and energy assets distinguishable.
  5. State estimate mechanics. Identify currency, estimate date, inflation basis, contingency, taxes and financing treatment, and whether the figures are nominal or otherwise adjusted.
  6. List exclusions and open items. Name costs without firm inputs, such as unquoted utility upgrades or omitted offsite energy infrastructure, and explain whether they are excluded or represented by an allowance.

Do not create false precision by expressing a rough benchmark to several decimal places. Reserve detailed precision for quantities and prices supported by a design, vendor quotation or other project-specific evidence.

A practical sequence for producing the estimate

  1. Write the scope statement. State location, target IT load, workload, redundancy, cooling approach, delivery date, greenfield or fit-out status, and inclusions and exclusions.
  2. Make the cost schedule. Separate site, shell and core, mechanical and electrical systems, cooling, utility works, energy assets, servers and accelerators, networking, external connectivity and operating costs.
  3. Collect local inputs. Seek market-matched construction benchmarks, current equipment quotations, site and powered-land pricing, utility or interconnection studies, local labor assumptions, and applicable tax or incentive information.
  4. Map every input to a line item. Record source, date, scope, units, geography and confidence. Convert units only when the original capacity basis is clear.
  5. Check exclusions against the estimate boundary. Confirm that a benchmark’s omitted costs are either priced elsewhere, explicitly excluded or shown as unresolved.
  6. Calculate capex and lifecycle views independently. Add operating expenses over the chosen period only after specifying utilization, energy price, discount rate and replacement schedule.
  7. Prepare scenarios and publish assumptions. Present low, base and high outcomes with the estimate date, currency, contingency, inflation basis, tax and financing treatment, and material uncertainties.

Common estimating mistakes

  • Calling shell-and-core “all-in.” A building benchmark may exclude tenant IT, utility works and energy assets.
  • Comparing cost per MW without checking what MW means. Confirm IT load versus facility power and the scope behind the numerator.
  • Applying a global or national benchmark to one site as a bid. Local land, labor, market conditions and power access can change the estimate materially.
  • Omitting networking or treating servers as a small add-on. Epoch AI’s modeled facility assigns $21.188 billion to servers and $4.925 billion to network infrastructure within its $37.883 billion upfront total; the example shows why IT should have explicit, substantial line items.
  • Hiding utility work inside “construction.” Identify connection, substation and other project-borne work separately so the power strategy is visible.
  • Mixing upfront capex with annual expenses. State whether a number is initial investment, annual operating expense or ownership cost over a stated horizon.
  • Using maximum fit-out figures as standard rates. A stated “as much as” amount describes an upper possibility, not a typical price for every deployment.
  • Ignoring the delivery schedule. Power connection timing can influence the selected site and power strategy; the reported wait is not itself a cost input.

What a defensible estimate should say

A reader should be able to tell what the total covers, which assumptions support it and what could change it. Include an estimate date and currency; a clear IT-load or facility-power basis; the facility and IT scopes; local construction, site and power assumptions; lifecycle horizon and refresh policy if ownership cost is included; and an explicit list of exclusions. Mark vendor-quoted prices separately from modeled allowances and broad benchmarks.

No public benchmark in this set supplies a project-ready price for a specified location, GPU configuration, power agreement, financing plan and facility design. A project estimate needs local site and utility data, design-level quantities, vendor quotations and a defined schedule. Public numbers are useful for orientation, but the project inputs—not the headline benchmark—must determine the budget.
