In Google Messages, RCS chats can use Wi-Fi or mobile data. If you have neither, RCS cannot deliver a message in real time; your app may offer to send it as SMS or MMS instead, provided your carrier service and settings allow that.
What RCS needs to send a message
Rich Communication Services (RCS) is an internet-based messaging service. When you send an RCS message in Google Messages, it travels over Wi-Fi or your phone’s mobile data connection rather than through the carrier’s SMS or MMS messaging path. That distinction answers the common question “Do I need mobile data for RCS?”: you need an internet connection, but Wi-Fi can supply it.

For example, a phone with its mobile data switched off can still send and receive RCS messages while connected to working Wi-Fi. Conversely, having cellular signal bars does not by itself guarantee RCS will work if the phone has no internet connection. The RCS service also has to be available and active for the conversation.
Google’s RCS guidance describes the Wi-Fi/mobile-data connection requirement. The GSMA’s RCS Universal Profile Service Definition Document, RCC.71 v3.1 (2025), provides standards context for service selection and connectivity, including cellular coverage or Wi-Fi. That standards document does not mean every carrier or messaging app handles fallback identically.

What happens when there is no internet?
Without Wi-Fi or mobile data, an RCS message has no live internet route to the recipient. It may remain undelivered or pending until connectivity returns. In Google Messages, you may be able to retry the message or change its delivery method to SMS or MMS. Those alternatives are carrier messages, not RCS continuing to work offline.
Whether fallback works depends on more than the phone’s internet connection. SMS or MMS needs the relevant cellular messaging service and carrier coverage, and automatic resend depends on the setting and app behavior. If the recipient or carrier cannot receive the selected message type, changing the method will not guarantee delivery.
Three situations that are easy to confuse
- No mobile data, but Wi-Fi works: RCS can still use the Wi-Fi internet connection. Turning off mobile data does not, by itself, prevent RCS.
- Mobile data is available, but Wi-Fi is not: RCS can use mobile data, subject to your plan and connection.
- Neither Wi-Fi nor mobile data is available: RCS cannot deliver over the internet at that moment. SMS or MMS may still be an option if carrier messaging is available and you choose or have enabled that fallback.
RCS, SMS and MMS use different delivery paths
The message type matters because the connection, provider and limitations change when you switch. An RCS message sent as SMS or MMS is no longer being delivered as RCS, even if you started composing it in an RCS conversation.

| Delivery method | Connection used | Who handles delivery | Cost consideration | Important limitation |
|---|---|---|---|---|
| RCS over Wi-Fi | Wi-Fi internet | RCS service provider | Google says there is no additional messaging cost when the Wi-Fi network does not charge for access. | Requires working Wi-Fi and RCS support for the conversation. |
| RCS over mobile data | Mobile internet | RCS service provider | Mobile-data use is subject to your plan. | Requires mobile data and RCS support for the conversation. |
| SMS or MMS fallback | Carrier cellular messaging service, not RCS internet transport | Mobile carrier | Charges, if any, depend on your carrier plan. | RCS features may not carry over. Google states SMS/MMS messages are not end-to-end encrypted. |
These are different services, not merely three names for the same kind of message. If an RCS message changes to SMS or MMS, the delivery route and applicable privacy properties change with it. Google’s guidance says SMS/MMS is not end-to-end encrypted; do not assume an encrypted RCS conversation retains that protection after a switch to text.
How to check the delivery method in Google Messages
Before sending, look at the send indicator in the compose area. Google Messages uses it to show whether the message is set to go by Wi-Fi or mobile data, SMS, or MMS. The indicator can help you understand what the app plans to use, but it is not proof that a recipient has received the message.
- Open the conversation in Google Messages and check the indicator by the send button before you send.
- Read the indicated method. If it shows Wi-Fi or mobile data, the message is set to use RCS. If it shows SMS or MMS, it will use the carrier messaging route instead.
- Check the connection if the message remains pending. Confirm that Wi-Fi is connected and has internet access, or that mobile data is enabled and working.
App wording and visual indicators can change between versions and platforms. If the symbol is unfamiliar, consult the current Google Messages help information for your app version rather than assuming that every send button looks the same.

Set or change SMS/MMS fallback in Google Messages
Google Messages offers a setting for automatically resending an RCS message as SMS or MMS when delivery fails. If you prefer to decide message by message, you can use the controls on an undelivered message to switch it manually. Menu labels can vary by app version, but Google’s documented route is:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Open Google Messages.
- Tap your profile picture to open the account menu.
- Tap Messages settings, then RCS chats.
- Review the resend option and choose the behavior you want for undelivered RCS messages, if that option is available in your app.
To switch a particular failed message, open its conversation and use the undelivered message’s controls to choose SMS or MMS. The exact control text may vary. This changes the delivery method for that message; it does not restore internet connectivity or make the carrier route an RCS message.
Automatic fallback is useful if you want a failed message to have another possible route without waiting for you to act. Manual switching gives you more control over whether a message leaves RCS. Neither setting guarantees delivery: the recipient, your carrier service, the message type and app behavior all matter.

Does RCS cost money or use a lot of data?
Google says RCS over Wi-Fi adds no messaging cost when the Wi-Fi network itself does not charge for access. That qualification matters: a hotel, hotspot or other Wi-Fi provider may charge for connectivity. When RCS uses mobile data, usage is governed by your mobile plan. Google does not provide a universal per-message data figure in the cited guidance, so there is no reliable fixed amount to quote for every message or conversation.
SMS and MMS charges are separate from RCS data use. Whether carrier texts or picture messages cost extra depends on your plan and carrier. Check your plan’s terms if charges matter; the fact that Google Messages offers SMS/MMS fallback does not mean your carrier includes it at no additional cost.
If you are trying to avoid mobile-data use, connecting to Wi-Fi is the relevant step. If you are trying to avoid all internet use, RCS is not the right delivery path; you would need to use carrier SMS/MMS where available, with the plan and privacy trade-offs described above.

Why RCS may not be available even when you have internet
An internet connection is necessary for RCS, but it is not sufficient on its own. RCS availability can depend on the carrier, device, region, messaging app and whether the other participants support RCS. Google’s RCS FAQ says all participants need RCS for an RCS conversation. Its support guidance also notes that availability varies by region and carrier.
- The other person is not using RCS: the conversation may use SMS or MMS instead, depending on the app and settings.
- Your carrier, device or region does not support the setup: an internet connection cannot enable a service that is not available for your configuration.
- The service is not active in the app: check RCS chats settings and follow the current setup guidance for your messaging app.
- You are using an iPhone or another messaging app: do not assume Google Messages menu paths or controls apply. RCS support and fallback behavior vary; consult your carrier or the app’s current documentation.
Troubleshoot a message that will not send
Use the send indicator and the message’s status to decide what to check first. Changing settings at random can obscure whether the problem is connectivity, RCS availability or the carrier route.
- If the indicator shows RCS, verify internet access. Test Wi-Fi or mobile data independently. A Wi-Fi connection without working internet will not provide the RCS route.
- If the internet works, check RCS availability. Confirm RCS chats are enabled and consider whether the recipient and your carrier/device configuration support RCS.
- If the message is undelivered, decide whether to retry or switch. Retry when you expect internet access to return; use the message controls to switch to SMS/MMS if you need to try the carrier route.
- If SMS/MMS also fails, check carrier service. Internet access alone does not establish that cellular messaging is available. Check cellular coverage and your carrier plan or support information.
- Confirm what was sent. The send indicator shows the selected method, while delivery status reflects what the app reports about the message. A method change is not itself confirmation that the recipient received it.
Choosing the right option
For ordinary messaging, keep RCS available and use Wi-Fi when you want to avoid mobile-data use. If you have no internet, a carrier text may be the practical alternative when cellular messaging is available and your plan permits it. Before switching sensitive content from RCS to SMS or MMS, take account of Google’s stated encryption distinction. If you cannot accept possible carrier charges or a less private delivery route, wait for RCS connectivity to return instead.
