There is no universal payback clock for enterprise AI. In Deloitte’s 2025 survey, most respondents said a typical AI use case took two to four years to achieve satisfactory ROI. Just 6% reported payback in under a year. That is a survey result—not a forecast for any one company or project.
What the available figures measure
Enterprise AI timelines are easy to misread because studies track different milestones. A system reaching production is not the same as an investment paying back, and a respondent reporting ROI does not necessarily mean a typical project has reached satisfactory ROI.

| Source and context | Milestone measured | Reported result | How to interpret it |
|---|---|---|---|
| Deloitte, 2025 survey of 1,854 executives across Europe and the Middle East, supported by 24 interviews | Time to satisfactory ROI for a typical AI use case | Most respondents said two to four years; 6% reported payback in under one year. | Respondent reports, not audited project-level accounting. Deloitte’s 2025 report. |
| Gartner, based on its 2024 AI Mandates for the Enterprise Survey and published in 2025 | Generative AI project time from idea to production | 29.3 weeks on average, including 7.2 weeks for idea vetting. | Production is a deployment milestone, not payback. Gartner’s survey summary. |
| Google Cloud, commissioned survey of 2,500 senior leaders; fieldwork date not stated in the accessed summary | Idea-to-production and reported current ROI | 84% said a use-case idea reached production within six months; 74% reported current ROI. | Different population and questions from Deloitte’s typical-use-case payback measure. Google Cloud’s survey summary. |
| Deloitte, 2024 survey of 2,773 AI-savvy leaders across 14 countries and six industries, conducted July–September 2024 | ROI expectations for respondents’ most advanced GenAI initiative; expectations for experiments scaling | Nearly three-quarters said their most advanced initiative met or exceeded ROI expectations; more than two-thirds expected 30% or fewer experiments to scale fully in the next three to six months. | Advanced initiatives are not representative of every experiment. Deloitte’s 2024 survey. |
These figures should not be combined into one average. Deloitte’s 2025 result concerns satisfactory ROI for a typical use case; Gartner measures deployment duration; Google Cloud reports production and current-ROI shares; Deloitte’s 2024 survey asks about respondents’ most advanced initiative.
Why ROI can take longer than production
Getting a use case live is only one step. To produce a measurable return, it must be integrated into real work, adopted by employees and linked to an outcome that can be assessed against a credible baseline.
#1 Best Overall
- Attribution can be difficult. AI projects may coincide with data improvements, team redesign or broader operational streamlining, making it hard to isolate which change produced a result.
- Data and systems can slow value measurement. Deloitte identifies siloed platforms and data-quality problems as barriers.
- Benefits may not be immediately financial. Intangible gains can be harder to express as a payback figure.
- Technology and metrics change. Shifting tools or measurement criteria can complicate comparisons over time.
- Adoption takes work. A deployed tool cannot deliver its intended workflow benefit if employees do not use it or the surrounding process does not change.
Deloitte’s 2025 report describes these issues as barriers to fast, measurable returns. They help explain why deployment speed alone is a poor proxy for ROI.
How to judge an enterprise AI payback timeline
Before deployment, define the business outcome and how it will be measured. Then establish a baseline, account for implementation and ongoing operating costs, and revisit the measure after the changed workflow has had time to be adopted. This is a practical response to the attribution, integration and adoption problems identified in the surveys; the cited sources do not prescribe a single standardized ROI formula.
When comparing external benchmarks, check the milestone, project scope, geography, survey year and sponsor. “Time to production,” “time to value,” “reported ROI” and “satisfactory ROI” are not interchangeable. A favorable result for a company’s most advanced initiative should not be treated as the expected outcome for every pilot.

What broader use may—and may not—tell you
OpenAI’s 2025 report found that users engaging with roughly seven task types reported five times more time saved than users engaging with roughly four task types, based on usage data matched to survey results. That is reported time saved, not financial ROI or a payback period, so it cannot be used to predict when an enterprise investment will break even. OpenAI’s 2025 report.
