A useful roadmap shows what will change, why it matters, what must happen first, how legacy systems will be handled, and who will make decisions as conditions change. It is a governed sequence of business improvements—not a technology refresh for its own sake.
Where do you start? Turn priorities into measurable outcomes
Begin with business leaders and the people responsible for the services or processes affected. Record the strategic priority, who depends on the service, the result the organization wants, and the evidence that would show progress. Oregon’s Modernization Playbook describes modernization action plans as starting by mapping business priorities to the technology capabilities that support them.

For each priority, write a concise outcome statement and agree on a baseline and target measure with its owner. The measure might relate to service quality, user experience, operational effort, resilience, or another organizational objective; there is no universal target or score that fits every organization. Keep the connection visible: each proposed technology initiative should trace back to an outcome rather than being justified only by age or novelty.
What is the current state, and what is getting in the way?
Inventory the systems and dependencies that support the selected services. Include applications, infrastructure, data, interfaces, contracts, operational dependencies, and the skills needed to run them. For each item, record what is known about business criticality, operating burden and cost, user impact, support status, security concerns, and architecture constraints. Distinguish confirmed facts from estimates so that a rough inventory does not become false precision.

Risk indicators can help identify where deeper assessment is needed. In its 2025 review of federal legacy-system candidates, the U.S. Government Accountability Office considered attributes such as system age, vendor support, use of legacy languages, cybersecurity risk, and operating costs. That is an example of assessment factors, not a universal scoring formula or a private-sector benchmark. See the GAO report page.
Compare this current-state picture with the outcomes already agreed. The gap is not simply “old technology”: it is a shortfall in the capability, service, or operating condition needed to meet a business goal. This distinction helps avoid spending on systems that look dated but still serve their purpose while more consequential constraints remain unresolved.
What should the target state describe?
Describe the business capabilities and service outcomes the future environment must support, along with the architectural principles that will guide choices. Keep this at a level that helps compare options without prematurely prescribing a product or platform. Requirements should remain traceable to the original business priorities, including when several systems or teams contribute to the same outcome.

The U.S. General Services Administration’s Modernization and Migration Management (M3) approach separates assessment, readiness, and selection: assessment develops a vision and business case; readiness establishes business, functional, and technical needs; and selection aligns a provider with those needs and the target state. Its phases are a useful reminder that selecting a solution is not a substitute for understanding requirements and readiness. See GSA’s M3 overview.
How should you compare and prioritize initiatives?
For each gap, consider the available disposition: retain, improve, replace, migrate, consolidate, or retire. Compare realistic options against the intended outcome and the organization’s constraints. “Newer” does not by itself mean more valuable; a change that creates integration risk or exceeds delivery capacity may be a worse fit than a smaller improvement.
Use a common set of comparison dimensions, documenting evidence and uncertainty rather than masking them in a single score:

- Business benefit and service impact: Which users, services, or processes improve, and how directly does the option support the stated outcome?
- Risk and resilience: What operational, support, or security risks are reduced, and what new risks are introduced?
- Architecture and integration: Does the option fit the target architecture, and what interfaces or dependencies must change?
- Delivery feasibility: What work, dependencies, skills, and decision points affect time to value?
- Cost and funding confidence: What lifecycle costs can be substantiated, and which estimates or funding assumptions remain uncertain?
- Transition burden: What data migration, records archiving, parallel operation, and legacy retirement work is required?
- Workforce and organizational change: What staffing, training, process, or adoption changes will the option require?
Then rank initiatives in portfolio context, considering strategic alignment alongside budget, people, risk, architecture, and sequencing constraints. Oregon recommends incremental strategic moves where larger efforts are not feasible because of budget or resources. A smaller initiative can make sense when it closes a meaningful gap or establishes a prerequisite for later work; it should still have an explicit outcome and place in the target state.
What belongs in the roadmap?
Each roadmap entry should explain its rationale and show how the work connects to an outcome. The Government Accountability Office says documented system-modernization plans should include milestones, a description of the work, and details on disposition of the legacy system. Oregon’s playbook additionally calls out planning for interfaces, data migration, archival, staffing, organizational change, and decommissioning.
A practical roadmap entry can capture:
- the business priority, intended outcome, measure, and accountable owner;
- the initiative’s scope and affected services, systems, and users;
- key work, milestones, dependencies, interfaces, and decision points;
- resourcing and funding assumptions, delivery risks, and unresolved estimates;
- data migration and archival needs, transition support, and the legacy disposition decision; and
- the planned timing and accountable owner for decommissioning, if retirement is intended.
Do not leave legacy disposition implicit. State whether a system will be retained, changed, replaced, or retired, and make the operational and timing implications visible. Without a defined disposition and owner, the roadmap can leave redundant systems running after the new capability is delivered.

How do you sequence delivery?
Show the order of work, not just a collection of projects. Place prerequisites before initiatives that depend on them, account for operational risk and delivery capacity, and identify milestones at which leaders can assess progress or make a decision. Where possible, plan increments that deliver useful business value without requiring the entire modernization effort to finish first.
Make dependencies explicit—for example, an initiative may rely on a data cleanup, an interface change, a procurement decision, or a team gaining a required skill. If the organization cannot fund or staff a large program, consider smaller strategic moves that bridge the gap and keep the longer-term target state in view. Sequence should reflect real constraints, not an assumed ideal delivery order.
How should transition and legacy retirement be planned?
Treat transition as part of the initiative’s scope. Define how data will be migrated and validated, how records will be archived, how interfaces will behave during cutover, and how operations will be supported while old and new capabilities coexist. Identify the people responsible for each activity and the decisions needed before transition.

If the plan calls for retirement, record the decommissioning owner and timing, plus any dependencies that must be satisfied first. If a legacy system must remain, document why and what conditions could change that decision. This turns disposition into an operational commitment rather than a line in an architecture diagram.
How do you govern and update the roadmap?
Assign business and technology sponsors, define who approves scope, funding, sequencing, and exceptions, and establish a review cadence and escalation route. Business owners should be involved in evaluating outcomes and trade-offs; technical architecture should inform whether initiatives fit the intended direction. The U.S. Office of Personnel Management’s agency roadmap offers a public-sector example connecting IT investment to agency priorities through portfolio governance, business input, technical architecture, and business modernization initiatives: OPM’s IT strategic plan.
At reviews, revisit whether the outcome remains important, whether assumptions still hold, and whether capacity, risks, or dependencies have changed. Use change control to record decisions and their effects on other work, rather than silently changing the sequence. This keeps the roadmap useful as a decision-making instrument instead of allowing it to become a static technology wish list.

Several useful planning examples come from U.S. government organizations, so they demonstrate documented practices rather than rules that bind every enterprise. In a September 2025 review of 23 IRS modernization programs active as of September 2024, GAO found 20 plans fully addressed milestones and 20 fully described the work. Legacy disposition was fully addressed in 10 plans, partially addressed in three, not addressed in two, and not applicable in eight. These results illustrate how a specific plan element can be assessed; they are not a benchmark for private organizations. See GAO’s IRS review.
Tailor the roadmap to the organization’s sector, size, regulation, procurement constraints, and delivery model. The sources do not establish a universal prioritization score, return-on-investment target, or set of measures; those should be agreed based on the organization’s own outcomes and evidence.
