IoT connects devices and collects data. Physical AI adds systems that interpret what is happening, choose an authorized response and act on the physical environment—then sense the result. That feedback loop is the key distinction: connected data alone, or a digital model alone, does not make a system act intelligently in the world.
What is the intelligence loop between software and the physical world?
It is a cycle in which software uses observations from physical devices to inform an action, and new observations reveal what that action changed. A useful way to understand the cycle is to follow the data and authority through six stages:
As an Amazon Associate I earn from qualifying purchases.
- Sense: Sensors and other devices measure or observe the environment.
- Prepare and move data: Device software may filter or preprocess observations. Depending on the system, selected data goes to a nearby edge node or a cloud service.
- Add context: A model, edge system or digital twin relates the observations to an asset, task and operating limits.
- Decide: AI evaluates the situation and produces an assessment or proposed response.
- Authorize and act: A person, agent or machine validates and carries out an action it is permitted to take.
- Observe the result: Further measurements show whether the action had its intended effect and inform the next decision.
This six-stage explanation synthesizes the device-edge-cloud model in ITU-T Y.4618 and the system layers described by the Digital Twin Consortium. It is an explanatory framework, not a quoted definition from a single standard.

| Term | What it emphasizes | What to look for in a system |
|---|---|---|
| IoT | Connected physical devices, data collection and communication. | Devices and sensors that send observations to other systems. |
| AIoT | AI and data functions distributed across connected devices, edge nodes and cloud systems. | Where data is processed, where inference runs and how models or decisions are coordinated. |
| Embodied AI | AI integrated with a physical system that interacts with its environment. | A physical body, such as sensors and execution mechanisms, alongside perception, decision-making and action capabilities. |
| Physical AI | AI at the interface with physical environments, including systems that perceive and act through physical components. | A connection between AI decisions and real-world processes or actuation, with safeguards appropriate to the action. |
In short, AIoT describes an architecture for distributing intelligence through connected infrastructure; embodied AI draws attention to the system’s physical body and interaction; and Physical AI foregrounds AI’s relationship with physical environments. Their meanings can overlap.
Where should AI run: on the device, at the edge or in the cloud?
There is no single placement that suits every task. ITU-T Y.4618 (June 2026) describes AIoT functions across devices, edge nodes and cloud systems, allowing implementers to weigh response time, privacy, bandwidth and computing needs.
- Device: A device may perform lightweight AI or machine learning, preprocess data, run closed-loop inference or control a local function. Keeping work close to the sensor can suit tasks that need timely responses or limit data movement, subject to the device’s capabilities.
- Edge: A nearby node can provide contextual inference, deploy models and coordinate devices or tasks. It may offer more computing capacity than a device without requiring every decision to depend on a cloud connection.
- Cloud: Cloud systems can support large-scale storage, global model training and lifecycle management. They can also introduce data-transfer and connectivity considerations that matter for a particular action.
A design can split these responsibilities. For example, a device may filter sensor readings, an edge service may assess a time-sensitive condition, and a cloud system may manage broader model updates. That is an architectural option, not a guaranteed performance outcome.

What does a digital twin add—and what does it not do?
A digital twin can give observations meaning by linking them to a physical asset, its state and its operating context. In the industrial setting, ISO/TS 25271:2026 defines an interface architecture involving a digital twin, a physical twin and the interface between them. ISO says the edition was published in August 2026 and covers architecture and typical use cases; detailed applications are outside its scope.
The Digital Twin Consortium’s August 2026 Digital Twin System Framework describes four layers: Data, Context, Decision and Process Orchestration, and Actuation, supported by a Digital Thread. It treats actuation as something that may happen through people, autonomous agents or machines. The distinction matters: a model can represent a pump or process, but representation by itself does not authorize or perform a physical action.
Example: a water-treatment pump
In the consortium’s illustrative example, vibration and flow data are associated with a pump model and its operating envelope. Decision orchestration weighs evidence and authority before a response, such as creating a maintenance order, rescheduling work or changing pump speed. This is a framework example, not an independently audited deployment case.

Why does physical action need stronger safeguards?
An incorrect classification in a report may be inconvenient; an incorrect command to equipment can change physical conditions. The standards and frameworks describe design considerations, but they do not establish that every deployed system follows them. For a system that can affect the physical world, consider these controls as part of its design:
- Match processing to the task: Put time-sensitive processing close to the device when appropriate, while accounting for connectivity and privacy constraints.
- Check proposed actions against operating limits: Validate a decision against the asset’s permitted range and the conditions in which the action is safe.
- Separate recommendation from execution where needed: A model’s output need not directly trigger an actuator; an independent validation or authorization step can stand between them.
- Make authority explicit: Define whether a person, agent or machine may approve a given action, and under what conditions.
- Provide intervention and escalation: Include a human override or emergency stop where appropriate, and define how agents coordinate under safety hierarchies.
- Keep an audit trail: Record relevant inputs, decisions, approvals, actions and observed outcomes so the system’s behavior can be reviewed.
IEEE P4501, an active manufacturing project, includes reliability under industrial conditions, secure data governance and human-system interaction in its planned scope. These are project goals, not evidence that the project is a published standard or that systems already comply with its future requirements.

What is changing in physical intelligence research?
In a 2026 article, DARPA describes an exploratory research direction called physical intelligence: integrating sensing, computation and actuation into materials, components and structures. Program Manager Julian McMorrow described the motivation as follows: “Today’s robots are often limited by the need to sense, process, and act as separate steps,” and said DARPA was interested in “collapsing that loop by embedding intelligence directly into the hardware, so systems can respond in real time without relying on constant data movement.”
This is a research direction described in connection with an exploratory solicitation, not evidence that such hardware-integrated intelligence is already a commonplace commercial capability. It is also distinct from the broader AIoT architectures in which conventional devices, edge systems and cloud services divide the work.
