An insurer financial strength rating focuses on an insurer’s ability to meet its ongoing insurance policy and contract obligations. A credit rating may instead assess the insurer as an issuer or a particular debt instrument. The symbol alone does not tell you which question a rating answers: check the rating type, agency, and rated entity or obligation.
What each rating is designed to assess
Insurer financial strength rating
AM Best defines a Best’s Financial Strength Rating (FSR) as an independent opinion of an insurer’s financial strength and ability to meet ongoing insurance policy and contract obligations. It is an assessment of the insurer, not a rating assigned to an individual policy. AM Best also says an FSR does not assess the insurer’s claim-payment procedures or its decisions to dispute or deny claims. AM Best’s rating definitions

Issuer credit rating
An issuer credit rating concerns an entity’s relative creditworthiness and its ability to meet financial obligations. AM Best distinguishes issuer credit ratings from financial strength ratings. A rating of the insurer or its parent as an issuer therefore addresses a related but different question from the insurer’s ability to meet policy obligations. AM Best’s rating definitions

Issue credit rating
An issue credit rating applies to a specific financial obligation, such as a debt instrument. Its assessment is about that obligation, not directly about the terms or expected handling of an insurance claim. AM Best’s rating definitions

How important is an insurer’s issuer credit rating?
It can add information about the financial position of the rated issuer, but it is not a substitute for an insurer financial strength rating when your question is whether the insurer can meet policy and contract obligations. First establish whether the rating covers the operating insurance subsidiary that issued the policy, a parent company, or another entity. Do not assume a parent’s rating is automatically the rating of the insurer named in your contract.
Moody’s global long-term ratings are forward-looking opinions of relative credit risk, including the likelihood of default or impairment and expected loss if that occurs. Moody’s describes this scale for issuers or obligations with original maturities of 11 months or more; that scope applies to this Moody’s scale, not to all credit ratings. Why a rating is not a claim-service score or a guarantee
A strong financial strength rating does not establish that a particular claim will be paid, that a claim will be handled quickly, or that the insurer will agree with the policyholder’s interpretation of coverage. AM Best’s definition expressly excludes claim-payment procedures and the grounds for disputing or denying a claim from the FSR’s scope. Review the policy language and relevant service information separately.

AM Best describes its ratings as forward-looking opinions, not facts or guarantees of future credit quality, and says they are not recommendations to buy, hold, or terminate an insurance policy. AM Best’s rating definitions A rating is one input to an insurance decision; it does not resolve whether the policy’s coverage, price, or conditions suit you, or what consumer protections apply.

How rating agencies build their assessments
Ratings combine multiple forms of analysis rather than predict the outcome of an individual future claim. AM Best’s issuer-credit methodology uses a “building block” approach that evaluates balance-sheet strength, operating performance, business profile, and enterprise risk management. Agencies define their own rating types, criteria, and symbol scales. Similar-looking letter grades from AM Best, Moody’s, S&P, or Fitch should not be treated as exact equivalents unless an authoritative mapping for the specific scales is available.

How to compare ratings before relying on them
- Identify the rating type. Determine whether it is an insurer financial strength rating, issuer credit rating, or issue credit rating.
- Identify the rated subject. Check the full legal name of the insurer, parent, subsidiary, issuer, or specific debt instrument. Match it to the company named in the policy.
- Read the agency’s definition and scale. Compare the meaning of the rating within that agency’s own framework; do not convert symbols across agencies by appearance alone.
- Check the current agency record. Note the rating action and date, any outlook, and whether the rating is suspended or the entity is designated non-rated. Ratings can change.
- Keep the question in scope. Use the rating as information about financial strength or creditworthiness, not as a conclusion about claim service, coverage suitability, or the merits of a disputed claim.
What ratings can—and cannot—tell you
| Rating type | What it focuses on | What it does not establish |
|---|---|---|
| Insurer financial strength rating | An insurer’s ability to meet ongoing insurance policy and contract obligations, as defined by the agency. | Whether an individual claim will be paid or handled quickly; AM Best says its FSR does not assess claim-payment procedures or decisions to dispute or deny claims. |
| Issuer credit rating | The relative creditworthiness of the rated entity and its financial obligations, according to the agency’s definition. | That the rated entity is necessarily the operating insurer named in a policy, or that a specific claim will be paid. |
| Issue credit rating | The credit risk associated with a specified financial obligation or instrument. | The suitability of an insurance policy or the outcome of a claim under it. |
These are distinctions in scope, not a cross-agency ranking table: no universal conversion between agencies’ symbols is established here. For a company-specific decision, verify the current rating and exact legal entity in the rating agency’s own record.
