The response depends on the award’s size relative to the contractor, the market’s expectations, broader economic conditions, and whether the work can be delivered profitably. The announced contract value is not the same as profit or cash flow.
What studies say about contract announcements
Event studies compare a stock’s returns around an announcement with expected returns, often using a market benchmark. Researchers report average abnormal returns across groups of announcements; those averages describe the samples studied, not a reliable forecast for the next award.

Evidence from construction companies
Jongsoo Choi examined 377 contracts awarded to Korean contractors from 2000 to 2010. The study found that the market generally responded positively, and that awards announced during economic upturns were more likely to receive favorable evaluations than those during downturns. Its abstract does not provide a single effect size that can be applied to current awards. Read the study record at ASCE.

It measured returns on announcement day and across four windows: day 0, (−1,+1), (−2,+2), and (−3,+3). The abstract describes positive responses and reports that the market did not penalize contract winners on average. Broader contract-announcement evidence
Elayan, Pukthuanthong, and Roll studied 1,227 ordinary inter-corporate business-contract announcements from 1990 to 2001. Contractors had positive average abnormal returns and abnormal trading volume, while positive abnormal returns for the firms awarding contracts were not statistically significant. Returns varied with company and contract characteristics. Because these were not limited to construction or infrastructure, the results offer context rather than direct proof about infrastructure awards. Read the study record.
A 2017 study of 112 contract-winning declarations by Istanbul-listed companies from 2011 to 2016 reported statistically significant cumulative abnormal returns before and after declarations. Reactions differed between groups according to contract size and contract size relative to company sales. Read the study record.

Together, these studies point to positive average contractor reactions in their samples, but they cover different markets, periods, and types of contracts. Their abstracts do not supply comparable estimates for a universal percentage change. Nor do they show that every award causes a lasting share-price increase. Prices can move before a public announcement if the news was anticipated or disclosed earlier, and the event window chosen affects what a study captures.
Why one award may move a stock more than another
Scale relative to the company
A large headline value may be modest for a major contractor and transformative for a smaller one. Compare the award with annual revenue, the existing order book, and market value. The Istanbul study’s finding that reactions varied with contract size relative to sales supports looking beyond the absolute value.

Certainty and announcement timing
A preliminary preferred-bidder notice is not necessarily equivalent to a signed or accepted award. Identify the status of the contract and when the information became public. The market reaction is tied to information reaching investors, not to the date construction begins.
Economics and execution
The contract sum is gross project value, not the contractor’s profit. Scope, duration, cost responsibilities, escalation terms, joint-venture shares, financing needs, and completion risks all affect the potential contribution. Company filings and award notices may disclose some of these details, but an announced value alone does not establish a project’s margin.

Expectations and economic conditions
If investors already expected the win, the announcement may add little new information. The direction of the broader market also matters when interpreting a share-price move. Choi’s Korean study found more favorable evaluations of awards during economic upturns than downturns.
Contractor versus awarding organization
The company receiving the work and the government or business awarding it are distinct investments. In the broader inter-corporate contract study, average announcement reactions differed between contractors and contract-awarding firms. A contract win for one party therefore does not imply the same share-price response for the other.

How to assess a specific announcement
- Confirm what was awarded. Check whether the notice describes a preferred bidder, a signed contract, or an accepted award. Note the disclosure date and time.
- Put the value in context. Compare it with the contractor’s revenue and order book, and consider the company’s market value. For joint ventures, identify the contractor’s share if it is disclosed.
- Look beyond the headline sum. Review the scope, duration, cost allocation, escalation provisions, financing requirements, and delivery risks in company filings and the announcement.
- Consider what investors already knew. Look for earlier bidding updates or other public information that could have led the market to anticipate the result.
- Separate the company’s move from the market’s move. Compare the stock’s return over a clearly defined announcement window with a relevant market or sector benchmark. A raw rise alone does not show that the award caused the gain.
What the evidence can—and cannot—tell investors
The historical studies support a limited conclusion: construction contractors have often shown positive average announcement reactions in the samples examined. They do not establish a predictable price increase for every infrastructure award, a universal percentage effect, or a lasting gain. They also do not substitute for assessing the terms, scale, and risks of a specific contract.
For a comparison of two awards or contractors, focus on award certainty and timing, contract value relative to sales or order book, expected economics and risk allocation, project duration, market conditions, and which company is receiving the work. The published studies directly support the relevance of scale relative to sales and market conditions; detailed margin comparisons require company-specific disclosures.
