Compare heavy civil construction stocks by business mix, backlog quality, segment margins, cash conversion, financing needs and project risk—not by backlog size alone. Backlog is a company-defined measure of contracted or awarded work; it is not a forecast of near-term profit or cash. The figures below come from U.S. company disclosures for fiscal 2025 and are examples of how reporting differs, not a stock ranking.
First decide whether the companies are actually comparable
“Construction” can describe businesses with different economics. A civil contractor may build transportation or water infrastructure; a diversified contractor may also have building and specialty-contractor operations; a materials producer owns assets and faces capital needs that a project contractor may not. Infrastructure-services firms can span utilities, communications, energy and other markets.

For example, Tutor Perini reports Civil, Building and Specialty Contractors segments. Granite combines civil contracting with construction materials production. Quanta provides infrastructure services across varied markets. These profiles make consolidated revenue growth and operating margins poor like-for-like measures unless you first understand what is included.

How much of the backlog is real, funded and likely to convert?
Backlog can help show the amount of work a company expects to perform, but the reported total depends on company-specific rules. Before comparing figures, check when a contract enters backlog, whether low bids or unsigned awards count, what funding must be in place, and how cancellations, changes or project delays could affect the work.
Tutor Perini says it includes a project after award or written definitive notice when major uncertainty—such as adequate funding—has been resolved. Its year-end 2025 backlog was $20.56 billion, including $10.15 billion in Civil. The company estimated that about $6 billion, or 29%, of total backlog at December 31, 2025 would be recognized as revenue during 2026. Civil projects typically convert over three to five years. These are company-reported measures; revenue recognition is not the same as cash collection.

- Keep track of everything from attendance to test scores
- Spiral bound
- Measures 8-1/2" x 11"
Sterling reported backlog of $3.01 billion at December 31, 2025, versus $1.69 billion a year earlier. It excluded approximately $300.7 million of unsigned low-bid awards until formal customer execution. That difference in inclusion rules means the two companies’ totals do not represent identical stages of work.
- Record the backlog definition and award threshold for each issuer.
- Check the proportion expected to become revenue in the next year and the typical duration of major projects.
- Look for funding assumptions, unsigned awards, cancellation provisions and expected margin trends.
- Compare end-market and project concentration, not just the aggregate dollar figure.
Tutor Perini also disclosed higher year-end backlog alongside lower expected margins. A larger backlog therefore does not, by itself, establish stronger earnings prospects.
Are margins comparable—and durable?
Track operating margins over several years, preferably by segment and contract type. State whether a figure is GAAP or adjusted, identify the period, and distinguish segment results from consolidated results. A company with a larger share of higher-margin services can report a higher overall margin without having executed similar projects more effectively.
Quanta explicitly notes that revenue mix affects margins because industries and services offer different margin opportunities. The available company disclosures do not establish a universal “good” operating-margin threshold for heavy civil contractors. A useful comparison asks whether margins are consistent across cycles and project types, and whether management’s expected margins on backlog are holding up.

Does reported earnings turn into operating cash?
Compare operating cash flow with net income over several years, then examine what is driving the difference. Construction cash flow can be uneven because projects have different schedules, billing terms and working-capital demands. A large order book may take years to execute and does not reveal when customers will pay.

What financing and capital needs sit behind the business?
Assess net debt, liquidity, debt maturities, interest expense, capital expenditures and acquisition spending together. Also review any disclosed bonding or surety constraints, which can affect how much work a contractor can pursue or support.
Granite anticipated 2026 capital expenditures of approximately $140 million to $160 million in its 2025 filing, including about $50 million for strategic materials investments. This company-specific plan illustrates how a vertically integrated materials business can require investment beyond project execution; it is not a sector-wide spending benchmark.
Where can customer, contract and project risks interrupt results?
Map exposure to public budgets, private customers, utilities, energy, transportation and other end markets. Then review concentration and contract terms. Fixed-price work can leave a contractor exposed when labor or materials costs rise; unit-price arrangements, delays, claims and customer funding can create different risks.
Quanta identifies customer financial condition and capital spending, access to capital, regulation, material and equipment costs, economic and political conditions, and project deferrals or cancellations as sources of demand variability. Use these as prompts, not as a substitute for checking each issuer’s own customer, contract and project mix. Weather, permitting and labor availability can also affect project execution.

Business quality and current share-price attractiveness are different questions. To decide which stock is cheaper, gather current share prices, valuation multiples and estimates on the same date, then compare them with matched definitions and updated filings. The fiscal 2025 backlog and capital-spending examples here do not establish a valuation or indicate which stock is most attractive.
