India’s seasonal monsoon forecast estimates broad rainfall patterns over a season; it does not predict the date and amount of rain for every town. The India Meteorological Department (IMD) combines statistical methods with simulations from multiple coupled ocean–atmosphere climate models, then issues updates as the season approaches and unfolds. These methods can estimate a season-wide outlook, but evolving climate patterns and regional differences leave meaningful uncertainty.
What a long-range monsoon forecast actually predicts
This article focuses on India’s June–September southwest monsoon, the subject of IMD’s operational seasonal outlooks. It does not describe every monsoon system around the world.

A seasonal outlook concerns averaged weather over a large area and a long period—not a day-by-day sequence of storms. The IMD Pune Climate Research & Services FAQ, citing the World Meteorological Organization (WMO), describes long-range forecasts as covering “30 days’ up to one season’s description of averaged weather parameters.” IMD Pune Climate Research & Services FAQ

How forecasters build the outlook
Seasonal prediction is not a weather map extended months into the future. Forecasters draw on patterns observed in past climate and on numerical climate models that simulate interactions between the atmosphere and ocean. India’s forecasting approach has evolved from empirical and regression-based methods toward ensemble forecasting; government descriptions of the current operational strategy include both a statistical system and a multi-model ensemble of coupled global climate models. Statistical methods
Statistical methods use relationships between climate indicators and historical monsoon outcomes to estimate seasonal rainfall. Their value depends on how well those relationships represent the conditions being forecast; climate patterns and their influence can vary over time.
Coupled climate models and ensembles
Coupled models simulate the atmosphere and ocean together, allowing forecasters to consider large-scale processes that influence the monsoon. A multi-model ensemble combines output from several such models rather than relying on one model alone. Using several models is intended to make an outlook more robust to the limitations of any single model, but it does not eliminate uncertainty: models may share biases, represent processes imperfectly, or project different evolutions of climate drivers.

Forecast stages and products
IMD’s catalogue includes first- and second-stage southwest monsoon outlooks, an onset forecast for Kerala, mid-season and August updates, probability forecasts, sea-surface-temperature and ENSO/IOD products, and verification information. Each answers a different question: a seasonal total estimates broad rainfall for a period, a probability product communicates likelihoods, and an onset forecast concerns timing. IMD Seasonal Forecast
Forecasts issued at different stages should not be treated as identical predictions. An early outlook and a later update are made with different amounts of information available. To compare them, check the issue stage, the area and period being forecast, and whether the result is expressed as a value or as probabilities.
Why uncertainty remains
Climate drivers evolve and interact
The monsoon responds to interacting ocean–atmosphere conditions. Two prominent influences are the El Niño–Southern Oscillation (ENSO) in the Pacific and the Indian Ocean Dipole (IOD). Their effects are not fixed: they evolve and interact with monsoon circulation. The Ministry of Earth Sciences has identified sensitivity to ENSO’s evolution and interactions with the IOD as sources of forecast uncertainty. Neither pattern acts as a deterministic switch that dictates India’s rainfall. Press Information Bureau: Monsoon Forecast Accuracy and Improvements

Regional rainfall is harder to resolve than a broad average
Even when large-scale conditions are useful for estimating an all-India seasonal average, translating those conditions into rainfall for a specific region is difficult. A review in the IMD journal MAUSAM describes limits to regional Asian summer monsoon skill arising from challenges in simulating complex atmosphere–ocean variability and its remote effects on regional climate. This helps explain why confidence in a national seasonal average does not imply equal confidence in a state, district, or particular week. MAUSAM: Current status and progress in the seasonal prediction of the Asian summer monsoon
Different forecast questions have different uncertainty
Seasonal rainfall amount, onset timing, regional distribution, active or break spells, and daily weather are not interchangeable predictions. IMD publishes seasonal products alongside short-to-medium-range, extended-range, and quantitative precipitation products. A seasonal forecast cannot be used as a substitute for a local rain forecast. | Publisher and reporting year | Evaluation period | Reported measure | How to read it |
|---|---|---|---|
| Ministry of Earth Sciences, 2025 | 2015–2024 | 5.01% of the Long Period Average (LPA) | Average absolute error of Indian summer monsoon rainfall forecasts over that period. Ministry report |
| Ministry of Earth Sciences, parliamentary answer, 2026 | 2023–2025 | 1.9% of the LPA | Average absolute error over the shorter period reported in the answer; it is not directly interchangeable with the 2015–2024 figure. Parliamentary answer, 12 February 2026 |
The 2026 answer also lists actual and forecast rainfall as percentages of LPA: 95% and 96 ± 4% in 2023, 108% and 106 ± 4% in 2024, and 108% and 106 ± 4% in 2025. It states that each actual fell within the corresponding forecast limits. These are the figures and limits reported for those years, not a guarantee that future seasons will fall within the same range. Parliamentary answer, 12 February 2026
When assessing any performance claim, ask which years were evaluated, whether the number is an error measure or another score, and whether the forecast concerns all-India rainfall or a smaller region. A short period and a decade-long period can produce different results without either being a timeless measure of forecast reliability.

Quick Recap
What to check when reading a monsoon forecast
- Issue stage: Is it the first outlook, a later update, or an in-season forecast?
- Target: Does it describe all-India seasonal rainfall, a regional outlook, onset timing, or near-term rain?
- Format: Is it a single quantitative estimate or a probability forecast?
- Verification: If a score is quoted, what period, metric, and geographic scope does it cover?
- Local implications: Does the forecast actually provide information at the town, district, and time scale you need?
