Hurricane Isaias strengthened as its inner core became better organized over very warm water, but its rapid intensification was uneven: wind shear and dry air initially limited the storm, then a change in its track made the surrounding conditions more favorable before landfall. The National Hurricane Center (NHC) did not expect Isaias to regain hurricane strength before landfall until the final 24 hours, according to its post-storm report.
What changed inside Isaias on July 31?
Isaias became a hurricane on July 31, 2020. At 0400 UTC, the NHC classified it as a 70-knot (80-mph) hurricane, using observations from an Air Force Reserve Hurricane Hunter, including flight-level winds and Stepped-Frequency Microwave Radiometer measurements. Later that day, aircraft, satellite and radar observations showed a more coherent storm: deep thunderstorms were developing, the inner and outer wind fields were contracting, and a small eye was forming at mid-levels. Those structural changes helped Isaias make better use of the warm ocean beneath it. At 2100 UTC, the NHC assessed the storm at 65 knots, while noting that its improving organization and sea-surface temperatures near 30°C could support some overnight strengthening. Why warm water helped—and why it was not the whole story
Sea-surface temperatures near 30°C provided a supportive heat-and-moisture source for thunderstorms around Isaias’s core. In its July 31 discussion, the NHC said the improved inner-core wind field, convective structure and very warm water should support some strengthening overnight and early Saturday. The forecast described favorable potential, not a guarantee: the same discussion anticipated increasing southwesterly vertical wind shear that would work against the storm. How wind shear and dry air held the storm back
Vertical wind shear is a difference in wind speed or direction with height. It can tilt a tropical cyclone’s circulation, displace thunderstorms from the center and make it harder for the storm to maintain a vertically aligned core. NOAA aircraft analysis found that mid-level shear tilted Isaias’s vortex with height and exposed its core to dry air on the west and south sides, limiting its potential to intensify. That evidence explains why warm water alone did not determine Isaias’s strength. The ocean could supply energy, but shear and dry-air intrusion were obstacles to organizing and sustaining the storm’s core.

Why strengthening became more favorable near landfall
The forecast challenge was not simply whether shear existed, but how Isaias moved relative to it. Forecasters expected strong southwesterly shear to offset the supportive warmth of the Gulf Stream. As Isaias turned north-northeast, however, its motion became more parallel to the shear vector. The NHC post-storm report says that this change in geometry made the environment more conducive to strengthening before landfall. How strong did Isaias ultimately get?
The NHC’s season summary lists Isaias’s best-track peak at 80 knots, with a minimum central pressure of 986 millibars, during its July 30–August 4, 2020 lifetime as a hurricane. The 70-knot estimate at the time it first reached hurricane status and the later 80-knot best-track peak describe different points in the storm’s evolution. NHC season summary and post-storm report.

What the storm’s earlier history does—and does not—explain
Isaias developed from a tropical wave that emerged from West Africa on July 24. The National Weather Service in San Juan reports that the wave encountered dry air and Saharan dust before thunderstorm activity increased east of the Lesser Antilles. That history helps describe the system’s uneven development, but it is not a direct explanation for the inner-core organization and strengthening observed on July 31. The official accounts support a combination of changing influences, not a single cause: a better-organized core and very warm water favored strengthening, while shear and dry air constrained it; later, Isaias’s motion relative to the shear became more favorable. These event-specific observations do not establish that climate change caused Isaias to intensify.
