Higher fuel prices make shipping more expensive mainly through a fuel surcharge. Carriers recalculate that surcharge from a diesel or jet-fuel index, then add it to the transportation rate and sometimes to specified accessorial charges. The adjustment is not a universal percentage: each carrier and contract sets its own index, thresholds, rate base, timing lag, rounding and covered services.
That is why a parcel, pallet or international express shipment can become more expensive even when the carrier’s published base rate has not changed. The effect on your invoice depends on the transport mode, shipment weight and distance, contract terms and how much of the invoice is exposed to the surcharge.

What a fuel surcharge is
A fuel surcharge is a variable charge intended to recover changes in a carrier’s fuel expense. The U.S. Energy Information Administration (EIA) explains that many shipping companies and freight carriers include one in rates and invoices to cover diesel costs. EIA also notes that fuel surcharges are negotiated privately between shippers and transportation companies, so there is no government-mandated industry percentage.

Ground parcel, truckload (TL) and less-than-truckload (LTL) services generally reference diesel prices. Air freight and express services generally reference jet fuel, often a U.S. Gulf Coast price. A carrier may use one table for domestic ground, another for domestic air and separate tables for export, import or freight services.

The surcharge can be expressed as a percentage of a transportation charge or as a weight-based amount. It may apply only to linehaul, to the net transportation rate, or to selected accessorials such as certain pickup, delivery or remote-area charges. Your tariff or negotiated agreement controls which method applies.
EIA’s explanation of diesel fuel surcharges describes the basic purpose; the agency does not set, calculate or regulate an individual carrier’s surcharge.
How a rise in fuel prices reaches your invoice
- An index is published. A government or market index, such as EIA’s weekly on-highway diesel average or a Gulf Coast jet-fuel price, records the reference fuel price.
- The carrier maps the index to its own schedule. The carrier applies a threshold table or formula. A given index price may correspond to a percentage band or a per-weight charge. The thresholds are carrier-specific.
- The charge is applied to a defined rate base. The result may be multiplied by the linehaul or net transportation rate, or calculated against shipment weight. The tariff can also identify accessorial charges that are included.
- The change takes effect after a stated lag. A carrier may use the index from an earlier week and publish a new surcharge for the following week. Other programs update monthly or on another contractual schedule.
This explains why the price at a fuel pump and the surcharge on an invoice do not move on the same day. The carrier may be using a prior publication week, a rounded index value and a predetermined effective date. A fall in fuel prices can reduce the surcharge, and some programs can remove it when the index drops below a stated threshold. Why there is no single “standard” surcharge
Two shipments with the same origin and destination can show different fuel charges because the services use different fuel references and rate bases. Compare these elements before treating a percentage as meaningful:

Consequently, there is no reliable rule such as “a 10% increase in fuel always raises shipping by 2%.” The exposed share of the invoice, distance, weight, mode and contract formula determine the actual result.

How the surcharge changes what customers pay
Merchants may pass it through or absorb it
An online seller can add the carrier’s charge to the customer’s shipping price, include it in a flat rate, offer free shipping and absorb it in margin, or adjust product pricing. The choice depends on competition and the merchant’s contract. A surcharge increase can therefore appear as a higher checkout shipping fee, a narrower margin, or both.
Weight and density affect the dollar impact
When a percentage is applied to a transportation charge, a long-distance or heavy shipment usually has a larger absolute fuel component than a short, light parcel. If a program uses a weight-based amount, dimensional weight and packaging density can also affect the billed quantity. Consolidating orders and improving package density can reduce fuel cost per unit, although no universal savings percentage applies.

Accessorials can be exposed
Some tariffs apply the surcharge only to linehaul; others include specified accessorials. Residential, remote-area, delivery-area, oversize and handling fees may therefore be treated differently from one carrier or contract to another. Compare the complete invoice rather than multiplying the headline percentage by the grand total.

Weekly adjustment is common for major parcel networks. UPS and FedEx publish weekly schedules tied to an index period and an effective date. A carrier can use a prior week’s fuel reading, so the invoice change normally trails the pump-price change.
Not every service follows that pattern. Some DHL freight programs use monthly indexes, and a contract can specify a different cadence. Read the tariff’s “index period,” “effective date,” and “lag” provisions. If fuel falls, the same schedule may delay the reduction; if the program has a floor, the charge may stop falling below that level.
Can switching carriers avoid the surcharge?
Switching carriers can change the amount, but it rarely eliminates fuel exposure. Most parcel, express and freight networks use some form of fuel recovery. A lower posted percentage may be offset by a higher base rate, a different rate zone, dimensional-weight rule or accessorial fee.
Make an all-in comparison for the actual shipment profile:
- Use the same origin, destination, service commitment, package dimensions and billed weight.
- Apply the current fuel schedule for each carrier and the correct export, import, domestic, ground, air or freight row.
- Add residential, remote-area, delivery-area, oversize, signature and other applicable accessorials.
- Check whether the quote is for a one-time shipment or a negotiated account formula.
- Repeat the comparison when the surcharge effective date changes.
For recurring lanes, consolidating shipments, reducing empty space and selecting a service with a lower fuel exposure can help. Those operational changes lower fuel cost per delivered unit; they do not remove the carrier’s contractual surcharge.
How to audit a fuel charge on an invoice
- Identify the service. Confirm whether the line is parcel ground, air express, LTL/TL, export, import or another product.
- Find the governing schedule. Use the carrier’s current fuel page or your signed tariff. Do not assume the public table governs a negotiated account.
- Verify the index period. Match the invoice’s effective week or month to the index publication week used by the carrier.
- Recalculate the rate base. Determine whether the percentage applies to linehaul, net transportation, billed weight or named accessorials.
- Check thresholds, caps, floors and rounding. A tier boundary or rounding rule can explain a difference of a few cents or a larger step change.
- Separate fuel from other increases. Compare the base transportation charge and accessorials with the prior invoice so a general rate change is not mistaken for fuel.
- Escalate discrepancies with documentation. Provide the shipment number, service, effective date, index reference and your calculation to the carrier or account manager.
EIA’s explanation that formulas are privately negotiated makes invoice review especially important: two customers using the same carrier can have different contractual calculations.
What readers should expect when fuel prices rise
A higher fuel price normally raises the variable portion of transportation costs, but the timing and size are service-specific. The carrier may update a weekly or monthly table, apply the result only to selected charges, and pass through a percentage that differs sharply between ground, air, domestic and international services. A customer should therefore ask, “Which index, which week, which rate base and which contract?” rather than rely on a single industry average.
The most defensible way to budget is to model the all-in charge under the carrier’s current schedule and keep a separate allowance for fuel volatility. No authoritative universal elasticity has been established: the sources do not support a claim that a given percentage increase in fuel produces a fixed percentage increase in every shipping bill.
