In India, a GST rate revision affects only the supplies covered by the relevant government notification—not every item in a business’s billing system. Before changing a tax setting, confirm the supply’s classification, applicable rate and effective date. For transactions around that date, the invoice date alone may not decide the rate: section 14 time-of-supply rules can make payment timing relevant.
What GST rate changes mean for a small business
A rate revision can affect the tax calculated on sales, the rate printed on invoices and the data sent through an e-invoicing workflow. It does not automatically mean that every product or service should use a new rate. The applicable rate depends on the supply’s classification and the relevant government notification.

For the 2025 revision, the Government of India FAQ said rate changes for goods and services other than specified tobacco products took effect on 22 September 2025. The FAQ also said revised rates would be notified through official rate notifications. Use the date as a cue to check each affected supply against its notification, rather than applying one rate across the whole catalogue: Government of India FAQ on the 2025 GST changes.

- Verify the rate and classification. Find the applicable official rate notification, then identify which products or services it covers. Do not make a tax-table change based only on a general news summary.
- Configure the effective date. If the software supports effective-dated tax rates, enter the date the rate applies. Preserve the previous settings so historical invoices and transactions around the change can be handled correctly.
- Review transactions crossing the date. Flag open orders, supplies already made but not yet invoiced, advances and other transition cases. Have these checked under the applicable time-of-supply rules instead of assigning a rate solely from the invoice date.
- Check calculations and invoice output. Confirm that representative invoices show the intended tax rate and tax amount, along with the other required particulars. Check the workflow for supplementary invoices, credit notes or debit notes if a correction is needed.
- Check e-invoice output and connection. Confirm that your system’s current format and upload or integration route support the updated rate. Capabilities differ by provider; do not assume a portal feature is available in every billing product.
- Test before relying on the change. In a controlled workflow, check examples for ordinary sales and transition cases, then reconcile the calculated tax with the invoice output.
- Keep a change record. Save the rate notification, configuration date and reviewer approval so the basis for later invoice questions can be traced.
What GST rate applies if you invoice after a rate change?
Do not decide from the invoice date alone when a supply and its invoice or payment fall on different sides of a rate change. The Government FAQ explains that section 14 of the CGST Act governs the time of supply in such cases. In the FAQ’s example of a supply made before the change but invoiced afterward, if payment is received after the change, the time of supply is the earlier of payment receipt and invoice issue. If payment was received before the change, the time of supply is the payment receipt. For an advance where supply is not complete or an invoice has not been issued, the FAQ says to apply the time-of-supply rules.

Keep issued invoices intact and correct errors through the proper documents
CBIC’s invoice rules include the rate of tax and amount of tax charged among the particulars of a tax invoice. They also prescribe particulars for supplementary invoices and credit or debit notes, including a reference to the original invoice and the value, rate and amount credited or debited. Do not silently edit an already-issued invoice when updating software. Preserve the original record and use the applicable correction document and workflow: CBIC: Tax Invoice, Credit and Debit Notes.

What to check in an e-invoicing workflow
As one specific example, GSTN-powered IRIS IRP’s production release notes dated 21 September 2025 say it added a 40% rate to its tax-rate master across API, web form, Excel utility and JSON upload, while keeping existing rates available. This documents a change to that portal’s supported rate options; it does not mean 40% applies to every supply or that all software vendors support the same workflows.
IRIS IRP describes single invoice generation through a web form and bulk generation through upload. When choosing how to handle invoices, consider transaction volume, compatibility with your existing data format, and whether you need an API integration or can use manual portal work. These portal capabilities should not be generalized to other providers: IRIS IRP notifications and release notes.

Does a GST rate revision mean you must change GST registration?
For the 2025 rate revision, the Government of India FAQ said GST registration threshold limits remained the same; only tax rates on certain supplies were revised. A rate change by itself therefore did not alter those thresholds. This statement concerns the 2025 revision and does not determine registration obligations arising from other changes in a business’s circumstances: Government FAQ on the 2025 GST changes.
