PMI, or Purchasing Managers’ Index, is a monthly survey signal about whether business conditions are improving or worsening—not a direct measure of output, sales or inventory. Businesses can use it to revisit purchasing assumptions, but should base order quantities on their own demand, stock, supplier lead times and service goals.
What does PMI measure?
A Purchasing Managers’ Index (PMI) summarizes monthly survey responses from business executives about the direction of conditions compared with the previous month. Depending on the provider and report, survey topics can include new orders, output or business activity, employment, supplier delivery performance, purchasing, backlogs, inventories and prices. S&P Global describes measures covering manufacturing and services, while the Institute for Supply Management (ISM) publishes separate U.S. manufacturing and services reports. “PMI” does not name one universal measure. Identify the producer, geography, sector, reference month and component before interpreting a number. A headline composite and a new-orders sub-index, for example, answer different questions.

What does a PMI reading below 50 mean?
For the ISM Manufacturing headline, a reading above 50 percent indicates that manufacturing is generally expanding, while a reading below 50 percent indicates general decline. The index is a diffusion measure of the breadth and direction of reported change; a reading of 52 does not mean output grew by 52 percent. Do not treat the headline as a percentage change in production, sales or inventory.
The threshold belongs to the specified index. When using another provider’s PMI, check that series’ methodology rather than assuming every headline or sub-index is directly interchangeable with ISM Manufacturing PMI.

How to use PMI when planning inventory and purchasing
Use PMI as a prompt to review assumptions, not as an automatic order trigger. S&P Global identifies monitoring inventory and price trends as uses of PMI data, and ISM describes its reports as guidance for supply management and business leaders. Neither source establishes a universal formula that converts a national PMI reading into a company’s order quantity.

Start with the geography and sector connected to your business, then inspect demand-related measures such as new orders or activity alongside inventory and supplier-delivery indicators. Don’t rely on the headline alone.
- When demand-related measures strengthen, review replenishment. Compare the signal with your company’s actual orders and stock position. Revisit replenishment assumptions, purchase commitments and supplier capacity before increasing orders.
- When demand-related measures weaken, review exposure. Check planned purchase timing and potential excess stock, including the cost of carrying inventory. Firm customer orders or seasonal patterns may point in a different direction from the broad survey signal.
- Read delivery times in context. Slower supplier deliveries can reflect demand pressure or supply constraints. Either may affect lead-time planning, so compare the indicator with actual supplier performance before adjusting buffers.
- Reconcile the decision with company data. Check sales, on-hand and committed stock, open purchase orders, actual supplier lead times and service-level targets. These business-specific measures—not an economy-wide index—should determine the order decision.
How to compare PMI readings responsibly
Before comparing two readings, align the provider, geography, sector, reference month, index type (headline or sub-index) and seasonal-adjustment status. A difference between providers may reflect their methodology or survey scope, so do not splice their series as though they were identical.

Seasonal adjustment can also affect comparisons over time. ISM’s methodology specifies seasonal adjustment for selected component indexes, and it announced annual updates effective with the January 2026 reports. Check the ISM seasonal-adjustment information and the methodology for the particular series you use.
