The GST Council’s September 2025 rate recommendations could support India’s auto industry by lowering the tax-inclusive price of several vehicles and reducing GST on auto parts. If lower prices lift purchases, manufacturers may raise production and suppliers may receive more orders. These are plausible effects and government forecasts—not proof that manufacturing or exports have increased because of the changes.
What the GST Council recommended
At its 56th meeting on September 3, 2025, the GST Council recommended replacing the previous four-tier structure with a 5% merit rate and an 18% standard rate, alongside a 40% special demerit rate for selected goods and services. The recommendation describes the framework; the applicable legal notification and product classification determine the GST treatment of a particular transaction.

Which vehicle and auto-part rates were identified
The government’s auto-sector summary describes the following categories as moving from 28% to 18%. Treat this as a high-level summary, not a substitute for checking a specific vehicle’s or part’s classification and operative tax notification.
| Category in the official summary | Previous rate | Rate described in the summary |
|---|---|---|
| Small cars | 28% | 18% |
| Two-wheelers with engine capacity up to 350cc | 28% | 18% |
| Buses | 28% | 18% |
| Trucks | 28% | 18% |
| Three-wheelers | 28% | 18% |
| Auto parts | 28% | 18% |
A September 4, 2025 clarification from the Ministry of Heavy Industries also says reductions span other categories, including medium and luxury cars and tractors. Because the headline summary is not a complete classification schedule, check the applicable notification before determining the rate for an individual model or part.

How lower GST could translate into more production
Vehicle prices and demand
Where a rate reduction applies and is reflected in the transaction price, the GST component of a covered vehicle purchase can be lower. That can improve affordability for buyers, although the final price also depends on the vehicle’s pre-tax price and other charges. If more customers buy, manufacturers may have a reason to increase output.
Parts, suppliers and investment
The ministry’s clarification describes lower rates as likely to push demand and help manufacturers and ancillary businesses—including suppliers of tyres, batteries, components, glass, steel, plastics and electronics. More vehicle production could mean more orders throughout the supply chain, including for smaller suppliers. Whether that leads to added shifts, hiring or investment depends on sustained orders and firms’ capacity; the ministry’s statements describe expected effects, not measured outcomes.
Classification and compliance
The government’s reform summary presents a clearer rate and classification framework as a way to reduce disputes and improve compliance. That is a stated rationale; the summary does not quantify how many disputes might be avoided or establish that compliance costs have fallen.

India already had a substantial auto export base before these reforms. A Ministry of Commerce and Industry overview published March 25, 2025 reported 4.5 million automobile exports in FY2023–24. The same overview reported auto-component exports of US$21.2 billion in FY2024 and projected US$30 billion by 2026. The vehicle figure is a count of units; the component figures are values. The US$30 billion figure is a projection, not a realised result.
These baseline statistics show the scale of the sector, but they do not show that the GST changes increased exports. A lower domestic consumption tax may support domestic demand or reduce covered input costs; it does not automatically make exports cheaper or establish improved export competitiveness. The government material cited here does not isolate a causal post-reform effect on export performance.
To assess whether the reforms contributed to an export increase, later analysis would need post-reform data and a meaningful comparison period or counterfactual. It would also need to account for other influences, such as global demand, exchange rates, freight costs, trade policy and domestic industrial measures.

How GST reform relates to the PLI-Auto scheme
The Production Linked Incentive scheme for the automobile and auto-components industry is a separate industrial-policy measure, not part of the GST Council’s rate recommendations. The Ministry of Commerce and Industry’s March 2025 overview lists a budgetary outlay of ₹25,938 crore and says domestic and export sales are eligible under the scheme. It is complementary context: the GST changes concern tax rates, while the PLI-Auto scheme supports advanced automotive technology through its own framework.

What to check for a specific vehicle or part
- Identify the exact product and its GST classification; broad labels such as “small car” or “auto part” may not settle the treatment of a particular item.
- Check the operative GST notification and any relevant clarification for the transaction date. A Council recommendation or general sector summary alone does not determine a transaction’s legal tax rate.
- For claims about industry effects, distinguish reported results from forecasts. Compare dates and scopes, and keep vehicle export units separate from component export values.
