Early exploration is commonly funded with equity, strategic investment or a joint venture because a deposit’s size and economics are still uncertain. As a project advances, its developer may add royalty or streaming capital, secured project debt and more equity. Each choice trades off ownership, repayment obligations or a share of future metal and revenue. A financing announcement is not proof that the money has reached the project: signing, financial close and drawdown are distinct milestones.
Why mine financing changes as a project advances
A proposed mine has a different risk profile at each stage. At exploration, the central question is whether there is a deposit worth developing. Later, drilling, technical studies, permitting and engineering help establish whether it can be built and operated. Construction then requires substantial capital before a new mine can generate operating revenue. The project’s evidence, risks and potential cash flows change along the way, so the sources and terms of funding may change too.

There is no single required sequence. A developer might use equity for several stages, bring in a strategic partner, sell a royalty or stream, borrow against the project, or combine instruments. The available examples do not establish how often each option is used across the gold industry, or what a typical financing mix looks like. Individual transactions should be read as case studies, not market averages.
For investors and other readers, the useful question is not just how much financing a company has announced. It is what the money is for, when it can be spent, what the funder receives in return, what conditions remain and how much of the project’s capital requirement is still uncovered.

How funding needs develop, from exploration to construction
Exploration and discovery
Early spending can include field work and drilling to test whether mineralisation is present and to build a case for more work. At this point there may be no producing asset or established mine cash flow to support borrowing. Equity is therefore one possible source: investors provide capital in exchange for shares, accepting the risk that exploration may not produce a viable project. A strategic investor or joint-venture partner may also fund agreed work in return for an ownership interest, project rights or another negotiated benefit.
Historical examples illustrate the kinds of work equity can fund. The International Finance Corporation’s FY2011 mining-financing table records equity investments for gold exploration and feasibility work. Its examples include the Gryphon Banfora Gold Project and Nyota’s Tulu Kapi Gold Project, with reported uses including exploration drilling and scoping or pre-feasibility studies. These are examples from FY2011, not current offers or evidence of present-day funding proportions.
Resource definition, studies and permitting
When exploration supports further work, a developer may spend on additional drilling, resource definition, feasibility studies, environmental and social impact work, engineering and other pre-development activities. IFC’s historical examples include equity support for several of these categories. The project is still exposed to uncertainty: study results, permits, infrastructure, land access and community engagement can all affect whether it can proceed and whether a funder will commit.

A partner may bring more than money, such as technical or operating capacity. But a joint venture is a negotiated arrangement, not a standard package with a universal ownership split. The available examples do not establish typical percentages or terms. To understand a specific deal, look for which assets and work phases it covers, who pays costs, how decisions are made and what happens if one party does not contribute.
Development and construction
Once a developer is seeking to build, it may assemble several instruments to cover the capital requirement. Equity does not carry a scheduled loan repayment, but issuing shares dilutes existing owners. Secured project debt must be repaid and is backed by specified security; access to the money may depend on conditions being met. A royalty or stream can provide cash upfront in return for a continuing claim on project revenue or future metal. A strategic partnership may add capital and capability, with ownership and control determined by contract.
These sources are not interchangeable. A package with a large headline value can still leave the project short of funds, subject to conditions or committed to deliver part of future production. Readers need to examine the instruments and terms behind the total, not infer affordability or completion from the face value.

What each financing option means
| Instrument | What the funder provides or receives | What to examine |
|---|---|---|
| Equity | Capital in exchange for shares or an ownership interest. Historical IFC examples show equity used for exploration, drilling, feasibility and environmental and social work; KEFI also reported equity risk capital in its Tulu Kapi package. | Amount raised and when it is available; shareholder dilution; ownership and control; and whether the amount is funded, planned or conditional. |
| Secured project debt | A loan that must be repaid, with security over specified assets or cash flows. KEFI reported secured project debt for Tulu Kapi. | Repayment schedule, security, covenants, conditions precedent, interest and fees where disclosed, and whether projected cash flow can support debt service. The cited transaction reporting does not supply a full set of comparable loan terms. |
| Royalty | A non-operating interest in project revenue or metal, subject to the contract’s specified deductions. The royalty holder generally does not operate the mine. | Royalty base and rate, deductions, duration, asset coverage and the effect on future project economics. The contract determines the details. |
| Stream | An upfront deposit in exchange for the right to buy specified mine production at a price set by the agreement. The metal, quantity and ongoing price depend on the contract. | Which metals and deliveries are covered; ongoing purchase price; start date and duration; delivery priority; and any disclosed buyback or adjustment rights. |
| Strategic partner or joint venture | A partner may provide capital, agreed work or project capabilities in return for negotiated ownership, rights or governance. | Cash and work commitments, carried costs, ownership, governance, operatorship, transfer and dilution provisions, and which assets and phases are included. There is no universal term set established by the examples. |
Royalty and stream claims are not the same
Royal Gold describes a metal stream as an agreement in which a company receives an upfront deposit for the right to purchase all or part of specified metals produced from a mine at a contractually determined price. A stream therefore concerns deliveries of metal and the price paid for them. A royalty instead gives the holder a contractual interest in revenue or metal, subject to any specified deductions. Both can raise capital without issuing ordinary shares or taking a conventional loan, but both affect what the project retains in the future. Do not assume every royalty or stream has the same rate, duration, metal coverage, deductions or adjustment rights.

Tulu Kapi: several instruments, with close and drawdown still distinct
In its 2025 Annual Report, KEFI Gold and Copper PLC described a US$340 million financing package for Ethiopia’s Tulu Kapi project: US$240 million of secured project debt and US$100 million of equity risk capital. The company said the debt was signed on 20 October 2025 and that the loan documentation was fully executed in January 2026. It also reported a US$20 million royalty agreement with Chancery Royalty Ltd in February 2026 and a US$10 million agreement with Mithril Royalties Ltd in May 2026.
Those milestones should not be collapsed into “US$340 million drawn.” KEFI’s report listed completing financial close and commencing drawdown as focus areas. The package figures and status are company-reported, and the report includes developments after its 2025 year-end through May 2026. They describe this project and these reported arrangements, not a standard gold-mine financing formula.

Cascabel: a copper-gold project using a stream
SolGold’s FY2025 annual-report announcement described a US$750 million stream agreement for its Cascabel project. The company said the funding was intended for pre-construction and part of construction, was subject to conditions, and that it still intended to secure the remaining project financing. Cascabel is a copper-gold project, so it is an analogous example of stream financing for a project that includes gold, not an example of a pure gold mine.
The example illustrates why purpose and coverage matter. A stream can fund early development and some construction without paying for every project cost. The headline amount alone does not show the metal deliveries or prices the agreement requires, whether conditions have been met, or how much additional capital is needed.

How to tell an announcement from money available to spend
Financing reports use status words that describe different steps. A company may announce a proposed arrangement, sign its agreements, satisfy conditions for financial close and then draw funds under a facility. The exact legal effect of each term depends on the transaction, so use the company’s dated disclosure rather than treating the words as interchangeable.
Best Value
- Announced: the company has disclosed an arrangement or intention. This alone does not establish that definitive documents are signed or cash is available.
- Signed or executed: agreements have been signed or, as a company describes them, fully executed. Conditions may still have to be met before funds can be accessed.
- Financial close: a reported milestone in completing the financing. Check the announcement for remaining conditions and whether it says funds are available.
- Drawdown: money has actually been taken from a facility. If the company does not report a drawn amount, do not treat the full commitment as cash received.
For any construction package, check the reporting date and identify the total stated amount, each instrument and its value, conditions precedent, amounts actually drawn, remaining capital requirement and any excluded costs or contributions. A package may cover only part of construction or sit alongside government-funded infrastructure or partner contributions. If the report says that closing, conditions or drawdown remain outstanding, that is a material status—not a technicality.
A practical way to compare two financing announcements
- Identify the project and the stage. Establish whether the money is for exploration, studies, pre-construction or construction. A stream described as covering pre-construction and part of construction is not a promise to fund an entire build.
- Break the headline into instruments. Separate equity, secured debt, royalty and stream amounts, and note any strategic partner contributions. A combined total can conceal very different claims and repayment obligations.
- Check availability and conditions. Record when documents were signed, whether financial close is reported, what conditions remain and how much has been drawn. Keep announcement amounts separate from cash received.
- Assess what the project gives up. For equity, consider dilution and control. For debt, examine repayment, security and covenants. For a royalty or stream, read the contract’s coverage, deductions, delivery obligations and duration.
- Look for the funding gap. Compare the stated package with the project’s disclosed requirement and identify what it excludes. If the company says further financing is needed, the current package is not the full funding solution.
- Use the latest dated disclosure. Project financing can change as conditions are met, delayed or renegotiated. A once-accurate status can become stale; verify the most recent company filing before relying on it.
Do not confuse operating-cost metrics with construction funding
The World Gold Council’s guidance on all-in sustaining costs (AISC) and all-in costs (AIC) concerns operating-cost disclosure. It encourages gold-mining companies to use the metrics and to reconcile them numerically to relevant IFRS or US GAAP financial-statement amounts. The guidance also says that development phases a company expects to classify as non-sustaining after commercial production should be decided at funding and execution approval and clearly disclosed.
AISC or AIC is not a construction capital budget and does not tell a reader how much money is required to build a new mine. For a financing question, look for the project’s capital requirement and funding disclosures rather than treating an operating-cost measure as a proxy for upfront construction finance.

What the available examples cannot establish
The examples establish that equity can support exploration and studies, that construction packages can combine multiple instruments, and that stream or royalty capital can form part of project funding. They do not establish a market-wide share for equity, debt, royalties or streams; a typical proportion for each; or a universally available funding route. Nor do they settle the legal, tax, permitting, security-enforcement or community obligations that apply in a particular jurisdiction. Those questions require project- and jurisdiction-specific information.
For a reader assessing a particular mine, the decisive details are the dated status of each commitment, the contract terms, the conditions to access funds and the amount still to be financed. The instrument’s name and announced dollar value are only the starting point.
