Game workers are organizing in two connected ways: employees at a particular studio can form a bargaining unit to negotiate with that employer, while workers can also join an industry-wide union that organizes across employers. The models address different needs. Neither union support in a survey nor a union filing by itself means that workers are already members of a certified bargaining unit with a contract.
Do game developers have unions?
Yes. The clearest evidence in the available sources concerns the United States and Canada, where organizing includes both studio-specific bargaining units and an industry-wide direct-join union. These efforts have reached different stages: some workers have filed to organize, some have secured recognition, and some have negotiated contract terms. Those statuses are not interchangeable, and the evidence does not establish a comprehensive global count of unionized game workers.

In March 2025, Communications Workers of America (CWA) announced United Videogame Workers-CWA Local 9433 (UVW-CWA), an industry-wide union for video game workers in the United States and Canada. CWA described it as open to employees, freelancers, independent developers, and unemployed workers, including employees organizing at their workplaces. The union said it was intended to build worker power across employers and address shared concerns such as layoffs. Those are the union’s stated aims, not a measure of how many workers have joined or what it can negotiate on members’ behalf.

The industry-wide model developed alongside studio campaigns. In a 2025 announcement about Overwatch developers, CWA reported that more than 6,000 workers in the United States and Canada had organized with CODE-CWA since its launch, and that nearly 500 game workers had joined UVW-CWA at that time. These are union-reported counts tied to that announcement, not a current census of union membership across the industry.

How do game developers unionize?
Workers at a particular workplace may organize a group of colleagues, seek recognition or certification under the applicable labor process, and negotiate with their employer as a bargaining unit. A filing is an important step, but it is not proof that a vote or certification succeeded. Recognition, certification, bargaining, a tentative agreement, and ratification describe distinct stages.
For example, CWA Canada reported in July 2024 that 117 Bethesda Game Studios staff in Montreal had signed union cards and that workers had filed to organize. The union described a cross-disciplinary group that included producers, programmers, artists, designers, animators, and quality-assurance staff. In June 2025, CWA Canada announced that Ubisoft Halifax workers had filed to organize a prospective bargaining unit of nearly 60 staff, with a majority said to have signed cards. The described roles included producers, programmers, designers, artists, researchers, and development testers. These dated announcements establish what the union reported about the filings; they do not establish the campaigns’ eventual labor-board outcomes.
Workers may instead join UVW-CWA directly, including people without a single current employer, such as freelancers or unemployed workers. That creates an industry-wide organization for shared concerns, but it should not be confused with a bargaining unit negotiating enforceable workplace terms with one specific employer. The two approaches can coexist: the direct-join union includes employees already organizing at their workplaces.

| Question | Studio-specific bargaining unit | Industry-wide direct-join union |
|---|---|---|
| Who organizes? | Employees in a defined group at one employer or workplace. | Workers across employers; CWA says UVW-CWA includes freelancers, independent developers, unemployed workers, and employees organizing at their workplaces. |
| What is the main purpose? | To represent that group in negotiations with its employer. | To build shared organization and advocacy across studios and worker situations. |
| What does membership or a filing establish? | A filing records a step in the organizing process. It does not by itself establish certification, recognition, a contract, or ratification. | Joining the industry-wide union is not the same thing as being covered by a studio bargaining unit or a contract with a particular employer. |
| What concerns can it address? | Terms negotiated with the specific employer, depending on the bargaining unit and agreement. | Shared issues across workplaces, including concerns such as layoffs identified in CWA’s launch announcement. |
What do game developers think about unionization?
In the Game Developers Conference’s 2026 State of the Game Industry survey, 82% of US-based respondents supported unionization, 5% opposed it, and 13% were unsure. These are responses from the survey’s US-based respondents, not a global measure of game workers or a count of union members. The report cautions against direct comparison with its 2025 results because the question’s response options changed.
The same 2026 survey reported that 10% of respondents said they belonged to an industry-wide union and 2% to a company union. Separately, 62% said they were interested in joining a union. Interest and support indicate attitudes, not membership, bargaining coverage, or a completed organizing process.
For historical context, an Ontario Creates report published in 2023 cited figures from the IGDA’s 2021 Developer Satisfaction Survey: support was 58% for workplace unions, 60% for occupation-based unions, 78% for national industry unions, and 62% for international unions. These are historical figures reported secondhand, not a current measure directly comparable with the GDC’s 2026 survey.

What can a game workers’ contract cover?
Contract terms vary by employer and bargaining unit. In its 2025 announcement, CWA described a tentative agreement with Microsoft covering more than 300 ZeniMax quality-assurance workers. The announced terms included across-the-board wage increases, new minimum salaries, protection from arbitrary dismissal, grievance procedures, recognition of QA workers’ contributions in credits, and provisions for introducing and implementing AI in the workplace. CWA said a ratification vote was anticipated; the announcement described a tentative agreement, so those terms should not be presented as a final ratified contract on the basis of that announcement alone.

Organizing accounts also identify layoffs, work-life balance, and grievance processes as concerns. What any unit can secure depends on its employer, bargaining process, and eventual agreement; ZeniMax’s announced terms do not apply automatically to other studios.
CWA’s press-release index lists Blizzard Entertainment workers’ contracts as ratified on September 9, 2026. That is a separate development from the ZeniMax tentative agreement; the ZeniMax terms should not be attributed to Blizzard, and the index listing alone does not supply Blizzard’s contract terms.
Why workers are organizing—and what the evidence can show
Worker statements in organizing announcements describe collective action as a response to insecurity and a way to gain a voice. On the Bethesda Montreal drive, senior animator Martin Valenzuela said, “In an unstable but very passionate industry it’s time we come together and wield our collective power, so we can protect each other and bring real democracy to our workplace.” On the Ubisoft Halifax drive, senior server programmer Thomas Gillis said, “Unionizing with my coworkers at Ubisoft Halifax is important to me so that we have the strength needed to protect what we have today and to fight for our tomorrow.” These are statements from workers identified with the campaigns, as quoted in CWA Canada announcements.
The available evidence is strongest for North America: a US-based industry survey, US and Canadian organizing announcements, and union-reported campaign and membership figures. It does not provide a regulator-issued global census, a current country-by-country comparison beyond those examples, or confirmed final outcomes for every cited filing. Treat dated union announcements as evidence of what an organization reported at that time, and look for later labor-board or contract updates before assuming a campaign’s status has not changed.
