How Flock Drones Work as First Responders—and What Privacy Safeguards Matter

Flock-linked DFR programs can send a camera-equipped drone to an eligible call and share aerial information with responders. Deployment status, performance claims and privacy rules vary by city.

In a Drone as First Responder (DFR) program, an eligible emergency or police call can prompt a remote pilot to launch a camera-equipped drone. Its aerial view may reach dispatchers and responders before ground units arrive, helping them assess the scene—but it does not replace responders or decide what happened. Flock-linked programs differ by city, and local policies determine when a drone may fly, who can view its video, and how any footage is handled.

How a Flock-linked drone response works

  1. A call is screened. A 911 call or police-generated request may qualify under the local program’s rules. Eligibility varies; DFR is not necessarily dispatched to every call.
  2. A pilot launches the aircraft. A trained remote pilot operates the drone, often from a dock near its service area. The pilot directs it toward the reported location, subject to operating conditions and applicable aviation rules.
  3. The drone provides an aerial view. A camera-equipped aircraft can give responders information about the scene before they arrive. In Frisco, the police department says pilots are assigned to its Real Time Intelligence Center (RTIC). Berkeley’s March 2026 council materials describe planned FlockOS integration that would provide real-time aerial video to dispatchers and officers.
  4. Dispatch and ground response continue. Responders can use the information to prepare or reassess their response. The drone may remain overhead while a call is stabilized; in some circumstances, a department may decide that a ground response is no longer needed. That is a case-specific resource decision, not an automatic replacement for police, fire, medical or other personnel.

Aerial video can inform a response, but it cannot by itself establish whether a person is dangerous or whether an incident is resolved. Those judgments remain with human responders.

What documented programs show—and what their figures mean

“Flock-linked DFR” does not describe one uniform national system. Local examples illustrate differences in operational status, equipment and the claims cities publish. A city’s description of its own performance is not an independent evaluation or a general benchmark.

City and status Program details described by the city Published figures or qualification
Frisco, Texas — operating program described by the police department Trained Drone Officer Pilots can respond to eligible calls. The department says drones may arrive before ground units and lists incidents such as crashes, missing or endangered people, disturbances and hazards. The department says a pilot may obtain a visual in under 90 seconds in many cases and gives an approximate 90-second arrival figure for most cases, subject to distance, weather and FAA rules. These are Frisco’s claims, not independently verified results.
Everett, Washington — two-year agreement approved April 9, 2025 The City of Everett’s April 10, 2025 announcement described automated battery-swapping docks at strategic locations. The city release reported a 3.5-mile operating reach and an average response time of 86 seconds. It did not present those figures as an independent evaluation or as representative of other cities.
Berkeley, California — proposal and plan described in March 24, 2026 council materials The materials describe DFR dispatch capability integrated into FlockOS, with DJI Matrice 4TD drones, Dock 3 charging stations and Aerodome detect-and-avoid radar. The stated plan was to replace the DJI hardware within two years with Flock’s American-made, NDAA-compliant Alpha drone. The council materials describe proposed implementation and planned equipment, not proof that the system is currently deployed. Confirm the city’s current status before treating the plan as operational.

These figures should be read in their local context: response time depends on where a call occurs, where a drone is stationed and whether conditions allow it to fly. The cited city descriptions do not establish a nationally representative measure of DFR effectiveness.

What kinds of calls may prompt a flight

Call eligibility is set locally. Frisco lists in-progress crimes, traffic crashes, disturbances, missing or endangered persons, suspicious activity, public-safety hazards and requests from officers among possible call types. Montgomery County describes its program as air support for 911 or police-generated calls.

Other drone programs show why the label matters. Asheville describes police uses such as missing-person searches, scene assessment for officer safety and complex incidents; its fire department uses drones to assess fire spread and hazards and support rescue operations. Asheville is a separate city example, not evidence of a Flock DFR deployment.

Privacy depends on the local rules, not the product name

A camera-equipped drone can capture people who are not involved in a call, and an aerial view may show places or activity beyond the immediate incident. Important questions include what triggers a launch, how long the aircraft observes, whether video is recorded, who can access it, how long it is retained and whether footage can be used for purposes beyond the original response.

Safeguards described in local sources

  • Frisco: The police department says it does not conduct random or routine patrol flights, uses drones only for legitimate law-enforcement or public-safety purposes, does not use video for general surveillance and makes flights auditable.
  • Montgomery County: The county says DFR responds only to 911 or police-generated calls, not patrol or proactive surveillance. Its published policy prohibits intentional recording or transmission of images from places where people reasonably expect privacy, such as inside private buildings, except under a warrant or in emergencies. It also restricts using UAS data to identify people engaged in lawful First Amendment activity or based solely on personal characteristics.
  • Asheville: Public materials record community concerns about privacy, retention, data sharing, surveillance and access to information collected by Flock technology. Asheville’s RTIC framework describes access restrictions, required justification for queries and quarterly audits of system and network activity. Those controls concern its intelligence framework and should not be assumed to govern another city’s DFR program.

These are local statements and policy provisions, not a single set of rules applicable to every Flock-linked drone program. The controlling policy, retention schedule and access rules for the jurisdiction are what matter.

Questions to ask about a city’s program

  • Who may authorize a launch, and which calls qualify?
  • Who receives the live feed, and can agencies outside the responding team access it?
  • Is video recorded, how long is it retained, and what uses are allowed afterward?
  • What rules limit observation or recording of private spaces?
  • Are flights and video access logged and audited, and what happens after misuse?
  • Does the city publish flight, access, retention or audit information, and is there independent oversight?
  • What are the program’s contract term, costs, coverage limits and aviation permissions?

DFR is one part of a wider public-safety technology environment

A drone dispatch workflow can connect aircraft, docks, dispatch operations and responders through software. Berkeley’s council materials describe planned FlockOS integration and real-time aerial video for dispatchers and officers; Frisco describes pilots working in its RTIC. That does not establish that all Flock customers use the same interfaces, share the same feeds or follow the same data rules.

It is also important to distinguish DFR from Flock’s other systems, including automated license plate reader (ALPR) cameras. An Associated Press report in August 2026 described scrutiny and alleged unauthorized use involving Flock camera systems, including reported officer searches for family members or romantic partners. That reporting does not establish DFR-specific misuse in the cities described here. It does underline why systems that share data or interfaces need clear access limits, audit trails, consequences for misuse and independent review.

How to evaluate a DFR proposal or operating program

Before judging a program by its advertised response time or equipment list, compare the local rules and deployment design. The same questions can help residents assess a proposal, a contract or an established operation:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Call eligibility: Is flight limited to emergency or police-generated calls, or does the policy allow other uses?
  • Staffing and control: Where are pilots based, who can direct the aircraft, and who approves a launch?
  • Coverage and operating limits: Where are docks placed, what area can they serve, and how do weather and aviation permissions constrain flights?
  • Information handling: Who sees live video, what is recorded, how long it is retained and whether other agencies or systems can access it.
  • Accountability: Whether flights and data access are logged, how often audits occur, what misuse penalties apply and what information is made public.
  • Contract and status: Whether the city has approved an agreement, is operating a program or is only considering a proposal—and what costs and commitments the contract sets.
