Fighter jet induction in the Indian Air Force (IAF) is a process, not a delivery ceremony. An aircraft must reach an approved configuration, be produced and handed over, and be supported by trained crews and a squadron able to operate it. The milestones and labels vary by programme: Tejas reporting uses operational clearance terms such as IOC and FOC, while the cited Rafale accounts describe training, arrival, formal induction and operationalisation as distinct events.
What does fighter jet induction mean?
Induction is the transition from a developed or acquired aircraft to its use by an IAF unit. Delivery or arrival is one part of that transition; it does not, on its own, establish that a squadron has completed the work needed to operate the aircraft.

Public accounts show several connected milestones: evaluation and clearance of an aircraft configuration, production and handover, crew training, assignment to a squadron, and operationalisation. The order and terminology are programme-specific. Public sources do not set out one universal IAF checklist, readiness threshold or complete set of unit-level procedures.

Evaluate and clear the aircraft configuration
Testing and review establish what configuration and capabilities are cleared for service. In the Tejas example, the Regional Centre for Military Airworthiness (RCMA), an organisation under CEMILAC, prepared a Release to Service Certificate after scrutinising design and development, equipment testing and flight-test results. The Ministry of Defence’s 2011 account says the release made Tejas available for IAF pilots. This is a Tejas-specific description, not proof that every fighter follows the same certification route.

-
Produce and hand over aircraft in the cleared configuration
Clearance applies to a configuration, while aircraft still have to be produced and transferred into service. The milestones should not be conflated: in 2019, the Ministry of Defence reported Tejas Full Operational Capability (FOC) and said production activities for the FOC configuration had commenced at HAL. A proposed variant, order or procurement approval is not itself a delivered aircraft or an inducted squadron asset.
-
Prepare aircrew and ground crew
Operating a fighter depends on people as well as the aircraft. Before the first Rafales arrived in India, the Ministry of Defence said IAF aircrew and ground crew had completed comprehensive training on the aircraft, including its weapons systems. The cited public accounts do not provide a detailed syllabus, simulator-hour total or qualification standard, so those should not be inferred.

Place aircraft with a squadron and operationalise
Squadron assignment gives the aircraft a concrete unit context; operationalisation is a further step in preparing that unit to use it. The public Rafale accounts explicitly separate arrival, later formal induction and subsequent operationalisation work. Tejas accounts also show phased induction, including different aircraft capability standards entering different squadrons.

| Clearance language in cited accounts | The Ministry of Defence reported Tejas IOC-I on 10 January 2011. Its 20 December 2013 account described IOC-II, following work on capability and limitations; the government later reported FOC on 20 February 2019. The Tejas account also describes a Release to Service Certificate. | The cited Ministry of Defence accounts describe crew training, arrival, formal induction and operationalisation; they do not present IOC/FOC as the Rafale pathway. |
| Arrival and formal induction | The cited accounts focus on squadron induction milestones rather than giving a directly comparable national arrival-to-formal-induction sequence. | The first five Rafales arrived at Ambala on 27 July 2020 and were formally inducted on 10 September 2020, according to the Ministry of Defence. |
| Squadron and location | No. 45 Squadron was inducted on 1 July 2016 and initially operated from Bengaluru; its move to Sulur was planned after nearly two years. In May 2020, FOC Tejas aircraft were inducted into No. 18 Squadron at Sulur, which the Chief of the Air Staff operationalised. | The 2020 formal-induction account associated the first Rafales with No. 17 Squadron, the “Golden Arrows,” at Ambala. |
| What the accounts say about training | The cited Tejas induction reports do not give a training timeline comparable to the Rafale statement. | Before arrival, IAF aircrew and ground crew had completed training on the aircraft and its weapons systems, according to the Ministry of Defence. |
Tejas IOC-II also shows why a clearance milestone is not simply a ceremonial label. The 2013 Ministry of Defence account described improvements involving flight envelope, weapons capability, maintainability, reliability, serviceability, turnaround and all-weather clearance, and said IOC-II enabled specified mission types. It described limitations as being addressed; it does not establish a universal capability checklist for other aircraft.

Operationalisation is evidence that a unit has reached a named programme milestone, but public announcements do not disclose every measure of day-to-day readiness. A ceremony, a squadron’s operationalisation, or a historical sortie total cannot by itself be treated as a current fleet-availability figure or a universal measure of combat readiness.
- Read the date and scope together: a milestone applies to the aircraft, configuration, squadron and date identified in the account.
- Distinguish capability standards: Tejas IOC and FOC refer to programme-specific clearance milestones. They should not be assumed to map directly onto the Rafale’s reported milestones.
- Do not infer undisclosed thresholds: the cited public material does not publish a common number of aircraft, missions, hours or serviceability percentage required for every fighter squadron to count as ready.
Does a new procurement approval mean aircraft are being inducted?
No. On 12 February 2026, the Ministry of Defence reported that the Defence Acquisition Council granted Acceptance of Necessity for a proposed IAF Multi Role Fighter Aircraft procurement identified as MRFA (Rafale). Acceptance of Necessity is an acquisition approval milestone. That announcement does not establish contract completion, production allocation, delivery dates, squadron assignment or induction; nor does it establish any subsequent change after its publication.
