There is no single nationwide federal “cybersecurity pay band.” Most federal cyber jobs are paid under the General Schedule (GS), and the actual basic-pay offer depends on the occupation series, grade, step and the employee’s official work location. A special rate may replace the normal locality rate when the Office of Personnel Management (OPM) has approved one for a hard-to-staff occupation and location.
Retention and recruiting authorities can materially increase total compensation, but they are not automatic salary additions. Recruitment and relocation incentives can reach 25% of basic pay multiplied by the years in a service agreement, up to four years. A retention incentive can reach 25% of basic pay for an individual or 10% for a group, subject to agency findings, documentation and continuing review.

What “pay band” means for a federal cybersecurity job
In private-sector job advertisements, “pay band” often means a broad salary range. Federal cybersecurity compensation is usually more structured. The announcement identifies a GS occupational series and grade, and the GS table supplies step-based rates for the employee’s official duty location. The result is a specific basic-pay figure rather than one national cyber salary.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe four variables behind basic pay
- Series: The occupational code describes the work, such as computer engineering, computer science or information technology management.
- Grade: The grade reflects the position’s duties, qualifications and level of responsibility.
- Step: Each grade has steps with progressively higher rates. A normal new appointment often starts at step 1, although special pay-setting authority can permit a higher step.
- Official work location: The applicable locality area, or a special-rate location when one exists, changes the annual rate.
Basic pay is the foundation for many federal calculations. It is different from total compensation, which may also include locality-based comparability payments, special rates and separately authorized incentives or benefits. An incentive should never be treated as guaranteed basic salary unless the appointment documentation says it is part of the basic-pay rate.

Which cybersecurity occupations can receive special rates?
OPM’s cyber compensation handbook identifies three governmentwide occupations among those with special rates: computer engineers (GS-0854), computer science specialists (GS-1550) and information technology management specialists (GS-2210). Coverage depends on the specific table, location and agency situation; the series code alone does not establish a particular dollar amount.
How a special rate changes the calculation
OPM may approve a special rate when an occupation and geographic area have serious staffing difficulties. For a covered employee, OPM states that the employee is generally entitled to the greater of the special rate or the applicable locality rate. The special rate is therefore a comparison, not an automatic addition to locality pay.
What the 2025 Table 999E shows
OPM’s 2025 Table 999E illustrates location-specific cyber pay for GS-0854, GS-1550 and GS-2210 in selected locality areas. It is effective on the first day of the first applicable pay period beginning on or after January 1, 2025. The table also warns that an applicable higher locality rate or a retained rate can supersede the special rate.

The announcement’s displayed range is the operative starting point for a candidate, but the final calculation should confirm the table year, locality area, special-rate code and any retained-rate provision.

How to calculate the basic-pay portion of an offer
Use this process for each offer rather than relying on a national “cyber salary” number.
- Read the announcement’s classification. Record the series, grade, promotion potential and the displayed annual range. Note whether the range covers multiple grades or steps.
- Identify the official work location. Use the duty-station location stated by the agency. Do not substitute a nearby city or a candidate’s home address when the announcement identifies a different official location.
- Find the current OPM table. Check the annual GS locality table and any special-rate table covering that series and location. Record the table year and effective date.
- Compare applicable rates. For a covered special-rate position, compare the special rate with the locality rate and use the greater applicable rate. Check whether a retained rate or another higher rate controls.
- Confirm the offered grade and step. A range in an announcement is not the same as a guaranteed step. Ask the agency to identify the proposed step and the pay-setting authority in the tentative offer.
- Add incentives separately. Record each incentive’s percentage, payment schedule, eligibility decision and service-agreement term. Keep these amounts separate from basic pay in your comparison.
- Save the documentation. Retain the announcement, table reference, tentative offer, incentive approval and any agreement. These documents establish what was actually authorized.
Recruitment, relocation and retention incentives
OPM’s Governmentwide Recruitment and Retention Authorities infographic distinguishes three incentives. Each is discretionary: an agency must determine that the statutory conditions are met and approve the payment.
| Authority | Who it can cover | Maximum described by OPM | Agreement or review point |
|---|---|---|---|
| Recruitment incentive | A newly appointed employee in a difficult-to-fill position | Up to 25% of basic pay multiplied by the number of years in the service agreement, up to four years | Service agreement terms and payment schedule must be documented |
| Relocation incentive | A current employee who must relocate to a difficult-to-fill position | Up to 25% of basic pay multiplied by the number of years in the service agreement, up to four years | Requires an approved relocation arrangement and documented service terms |
| Retention incentive, individual | A highly qualified employee, or an employee filling a special agency need, who is likely to leave federal service | Up to 25% of basic pay | Agency must review the determination at least annually |
| Retention incentive, group | A defined group meeting the retention conditions | Up to 10% of basic pay | Cyber guidance permits biweekly payment without a service agreement; other payment arrangements require one |
Recruitment incentive
A recruitment incentive is for a newly appointed employee entering a difficult-to-fill position. The ceiling is expressed as 25% of basic pay multiplied by the number of years in the service agreement, with a maximum of four years. The percentage is a maximum, not an entitlement, and the agency decides whether to offer less, how to schedule payments and what happens if the employee leaves before completing the agreement.

A relocation incentive applies to a current federal employee who must relocate to take a difficult-to-fill position. It uses the same 25%-of-basic-pay multiplied by service years formula, capped at four years. The offer should identify why the move qualifies, the required service period and whether payments are made in installments or under another schedule.

Retention incentive
Retention pay is different from a hiring bonus. The employee must be highly qualified or be filling a special agency need, and the agency must determine that the employee is likely to leave federal service. An individual rate can be up to 25% of basic pay; a group rate can be up to 10%.
For retention-incentive calculations, OPM defines basic pay to include a special rate and locality-based comparability payment, while excluding other additional pay. Agencies must review each determination at least annually and certify that the original conditions still apply or that continued payment remains warranted. A retention payment can therefore change or stop even when the employee remains in the same job.
OPM’s cyber compensation guidance adds a practical distinction for a group retention incentive: it may be paid biweekly without a service agreement. If the agency uses another payment arrangement, a service agreement is required. Ask for the arrangement in writing before treating the incentive as recurring income.
Other authorities that can improve a cyber offer
Superior-qualifications or special-needs pay setting
A newly appointed GS employee may be placed above step 1, up to step 10, when the candidate has superior qualifications or the agency has a special need. This authority changes basic pay at appointment; it is not the same as a recruitment incentive. The agency must document the justification and the selected step.

Critical-position pay
For a position requiring an extremely high level of expertise, OPM, in consultation with the Office of Management and Budget, may approve a higher basic-pay rate. The authority can reach Executive Schedule level I. It is exceptional and position-specific, so a candidate should not assume that a difficult cyber vacancy qualifies.
Student-loan repayment
An agency may repay federally insured student loans up to $10,000 in a calendar year and $60,000 total for one employee. The repayment is a separate benefit, subject to agency approval and program rules. Compare both the annual amount and the remaining balance that the agency is willing to cover.
Creditable service for annual leave
For eligible new or reappointed employees, an agency may grant qualifying nonfederal or uniformed-service credit toward annual-leave accrual. This can accelerate leave accrual without changing the GS salary rate. Request a written determination of which prior service is creditable and the effective date.

Requests for new or higher special rates
OPM can establish higher basic-pay rates for covered GS occupations and locations. Agencies can request a new or increased rate when staffing problems justify it. A request is not a promise to an individual applicant; it is a broader pay-setting action that requires OPM approval.

CyberCorps: Scholarship for Service as an early-career pipeline
OPM describes CyberCorps: Scholarship for Service as a governmentwide program that provides scholarships to cybersecurity students in exchange for government service after graduation. It can be an alternative entry route for students who are planning a federal cyber career rather than a compensation adjustment for an existing employee.
Participating schools, award amounts and service terms can change. Students should check the current program materials and the specific school’s terms before relying on a scholarship amount or post-graduation obligation.
How to compare two federal cybersecurity offers

Common mistakes and how to avoid them
- Quoting one national cyber salary: A number without series, grade, step, locality, table year and agency coverage is incomplete.
- Using an old table: Annual OPM rates, locality percentages and special-rate coverage can change. Always attach the effective date to a quoted figure.
- Treating an incentive as guaranteed pay: Incentives are agency-discretionary and may require a service agreement, documentation or annual recertification.
- Ignoring the greater-rate rule: A special-rate table may not control when a higher locality or retained rate applies.
- Comparing percentages without the pay base: Retention calculations use the OPM-defined basic-pay base, which includes special and locality components but excludes other additional pay.
- Relying on a verbal promise: Ask for the written approval, payment schedule, service term and conditions before making a decision.
- Assuming every cyber vacancy qualifies: Special rates, critical-position pay and incentives depend on occupation, location, agency findings and authorization.
A defensible way to read the final offer
Start with the documented GS grade and step, apply the official location and current OPM table, then determine whether a special rate or retained rate produces the higher basic-pay result. Only after that should you add recruitment, relocation or retention payments and other benefits. Treat every discretionary authority according to its conditions, review cycle and service obligation. That method produces a realistic total-compensation comparison without turning a temporary or conditional incentive into a permanent salary promise.
