Fallout 4 Creations are linked to your Bethesda.net account, but ownership is still limited by platform family. Purchases made on one PC storefront can be used on another PC storefront, and Xbox-console purchases carry to the Microsoft Xbox app for PC. Xbox purchases do not carry to Steam or Epic, and Creation Credits remain on the platform where they were bought.
Save compatibility is narrower. Fallout 4: Anniversary Edition supports new-save cross-save between Xbox consoles and the Xbox app for PC through Xbox Play Anywhere. Saves also depend on the Creations and downloadable content enabled when they were made, so removing one can make a save report missing content.

How Creation ownership follows your platform
PC purchases are portable between PC storefronts
When a Creation is purchased on a PC version of Fallout 4, Bethesda makes that purchase available on another PC platform, provided both installations use the same Bethesda.net account. The storefront itself is not the ownership boundary within the PC category. You still have to install Fallout 4 and download the Creation on the destination computer; linking an account does not automatically install files.

Before troubleshooting a missing purchase, open the account details in Fallout 4 and verify the Bethesda.net sign-in. A second account, an account created with a different email address, or an account-linking error can make a legitimate PC purchase appear absent.
Xbox purchases extend to the Xbox app for PC, not every PC version
Creations purchased for an Xbox console are available in the Microsoft Xbox app for PC. This is the Xbox ecosystem exception to the general platform split. It does not extend to the Steam or Epic versions of Fallout 4. If you move from Xbox to one of those storefronts, plan on purchasing an eligible Creation again rather than assuming your Xbox entitlement will follow you.
Credits are not a universal wallet
Bethesda states that “Creation Credits are only available on the platform they were originally purchased on.” Credits bought on Xbox cannot be spent through a PC storefront, and credits bought on a PC platform do not become an Xbox balance. This is distinct from the content entitlement rules: an item may be shared within an eligible platform family, while the unused currency used to buy it remains tied to the original platform.

Xbox consoles and the Xbox app for PC
Fallout 4: Anniversary Edition features cross-save for new saves made between Xbox consoles and the Xbox app for PC through Xbox Play Anywhere. The feature is not a blanket promise that every old save will immediately appear on another device.

Convert an existing save before changing devices
An existing save must first be opened on the platform where it was created and saved again. Make a fresh post-update save there, quit normally, and allow the game and account services to finish synchronizing. That newly created save is the one intended to become available through Xbox Play Anywhere. Keeping the original file gives you a rollback point if a Creation, DLC package or load order is different on the second device.
- Launch Fallout 4 on the original Xbox console or Xbox app installation.
- Load the existing character and confirm that all of its Creations and DLC are enabled.
- Use Save to create a new manual save after any update or content change.
- Exit the game normally so the new file can synchronize.
- Open the Xbox app for PC or Xbox console, start Fallout 4: Anniversary Edition, and check the save list.
PlayStation generations are not covered by that rule
Bethesda’s cited Creation-transfer guidance does not promise cross-save between PlayStation 4 and PlayStation 5. Do not apply the Xbox Play Anywhere procedure to PlayStation. Treat save transfer, game-generation compatibility and Creation availability as separate questions, and install the DLC version matching the PS4 or PS5 build before attempting to load a dependent save.
PC storefront changes are not the same as cross-save
PC purchase portability does not by itself document a universal save-sync system between Steam, the Xbox app for PC and Epic. A Creation entitlement may follow your Bethesda.net account while a save remains subject to the platform’s own storage and synchronization behavior. Make a local backup of important saves before moving a heavily modded character between installations.

A missing-Creations warning is a dependency error, not proof that the save is corrupt. Bethesda says it occurs when you have removed Creations that the save data relies on. The save records the content present when it was made; if that content is later deleted, disabled or unavailable in the current game build, Fallout 4 cannot reconstruct the same world state.

Common causes
- A Creation was uninstalled to free storage.
- A Creation was disabled in the Load Order menu.
- The account is signed in with a different Bethesda.net identity.
- A DLC pack was removed or the wrong PS4/PS5 DLC version was installed.
- A platform update cleared installed Creations.
Safe recovery sequence
- Read the warning and write down every Creation or DLC name it lists.
- Open Creations from Fallout 4’s main menu and sign in to the account that owns the content.
- Download each named Creation again, checking its description for requirements.
- Re-enable any listed item that is installed but turned off.
- On PlayStation, install the DLC build that matches the game generation shown by the warning.
- Open Load Order, restore the required files and place them according to the Creation’s stated requirements.
- Restart Fallout 4 and load the save only after all dependencies are present.
Avoid saving over the only copy of a character while required content is missing. If the game offers a choice to continue without the files, cancel, restore the dependencies and retry; continuing can permanently remove references to that content from the newly saved file.
Installing Creations and managing load order
Bethesda’s supported installation path is inside the game, rather than copying files manually between platforms.
- Start Fallout 4 and choose Creations on the main menu.
- Find the item in the catalog, or add it to your Bethesda.net library and then locate it in the game.
- Select Download. Read the description first for required DLC, version notes and other Creations.
- Open Load Order and arrange files when the Creation’s instructions require a particular position or dependency order.
- Load an existing game or start a new one only after the download and load-order changes finish.
Load order can determine whether a Creation works correctly. A successful download is therefore not the same as a working installation: a required master file, DLC pack or prescribed ordering can still be missing.
Storage changes released May 27, 2026
Bethesda expanded Fallout 4 Creation storage on May 27, 2026. The limits differ by platform and are capacity ceilings, not a promise that every Creation will fit alongside every DLC combination.

If an Xbox update leaves a character’s save intact but empties the Creation list, do not assume ownership was lost. Sign in to the correct account, download the listed items again or restore the saved load order, then check dependencies before loading.

The Anniversary Edition’s inclusion of Creation content does not eliminate platform rules. Xbox-to-Xbox-app sharing, PC-to-PC sharing, credit balances and save dependencies continue to be governed separately.
Practical answers to common moves
“I bought items on Xbox and now use a PC.”
If the PC copy is the Microsoft Xbox app version, sign in with the linked Bethesda.net and Xbox accounts and look for the purchases in Creations. If the PC copy is Steam or Epic, Xbox-console entitlements are excluded; repurchasing is the expected path when the item is offered there. Your unused Xbox Creation Credits do not move.

PC purchases are documented as available on other PC platforms when the same Bethesda.net account is linked. Install the same Creation on the destination PC and verify the account before assuming the item is unavailable.
“My Xbox save is not visible on PC.”
Confirm that both devices use the Xbox app for PC/Xbox Play Anywhere path and that the game is Anniversary Edition. Return to the original platform, load the old save, create a new save, exit normally, and wait for synchronization. This documented cross-save route does not establish support for Steam or Epic saves.
“The game lists missing content after an update.”
Compare the warning with your installed Creations and DLC. Re-download removed items, re-enable disabled files, repair the load order and verify the correct PlayStation generation where applicable. Xbox users affected by the 2026 storage expansion should also check whether the update cleared their installation.
