How Emulator Frontends, Cores, BIOS Files, and ROM Libraries Work Together

An emulator setup has separate layers: the frontend is the launcher and settings interface, a core is the emulator that reproduces a particular machine, the content is your game or software image, and a BIOS is firmware that some cores require. A game launches only when the frontend can hand a supported file to a compatible core and that core can find every required BIOS, database, sample, or companion file.

Keeping those jobs and files separate explains most confusing errors. A ROM that works in one core may fail in another because the cores expect different formats, firmware, regions, or ROM-set versions—not because the frontend changed the game.

The four layers in a working emulation setup

Frontend: the launcher and control layer

A frontend presents your library, starts games, and provides common services. In RetroArch, it loads a libretro core and then loads the selected content. Its shared services include menus, controller and input mapping, audio and video drivers, playlists, save and save-state handling, and core-option controls. The frontend also points the core to content and system/BIOS directories.

Libretro’s Starting a Game guide states: “To load a game you need two things: A libretro core, and a ROM file.” That is the minimum. Some platforms add firmware or other system files before the game can boot correctly.

Core: the machine-specific emulator

A core is the implementation that interprets a file as a particular console, computer, arcade board, or engine. The core supplies the system emulation; the frontend supplies the surrounding interface and shared drivers. Two cores can target the same platform while making different choices about accuracy, compatibility, performance, graphics, audio, save states, netplay, and supported formats.

Content: the game or software image

Content is usually a ROM, cartridge dump, disc image, executable, or arcade software-list package. The filename extension is only a first check. A core may require a specific dump, region, disc structure, hash, archive layout, or companion file even when the extension looks correct.

BIOS and other system files

Libretro defines a BIOS as “a copy of the operating system used by the hardware that a Core is emulating.” It is firmware, not the game itself. Some cores require it, some can use it optionally, and some reproduce expected firmware behavior through high-level emulation and can run without an original BIOS.

What happens when you launch a game

  1. The frontend identifies the content. You browse a folder, open a playlist entry, or scan a library.
  2. A compatible core is selected. The frontend either uses your association or asks you to choose one.
  3. The core checks the file. It examines the format and, where relevant, the dump, region, disc structure, archive, or software-list relationship.
  4. System files are loaded. The core searches its documented system path for BIOS, firmware, databases, samples, or other required files.
  5. The emulated machine starts. Video, audio, input, saves, and states are routed through the frontend’s configured services.

Failure at any stage produces a different symptom. An empty core list points to installation or directory configuration; a missing BIOS message points to firmware discovery; a crash after the logo often points to a format, set, region, or compatibility issue.

Do you need a BIOS for every emulator?

No. BIOS requirements are core-specific, not a universal rule for every emulator or every game. Read the BIOS table for the exact core and platform you selected.

Core or system example BIOS or system-file behavior
Beetle PSX HW BIOS listed as required.
SwanStation BIOS listed as required.
mGBA Can run with BIOS optional.
PCSX ReARMed Can run with BIOS optional or alternatives.
Dolphin (GameCube) Optional GameCube IPL file named IPL.bin; most games do not need it, but some titles that rely heavily on system fonts can be unplayable without it.
LRPS2 (PlayStation 2) Requires a PS2 BIOS. Documentation describes either one 4 MB .bin file or a related set containing files such as .erom, .nvm, .rom1, and .rom2.
xemu (Xbox) Requires the user’s own dumped boot ROM and BIOS.

High-level emulation can reproduce the outputs a game expects without reproducing the original firmware’s exact behavior. That is why one core may boot without a BIOS while another demands an authentic dump for the same platform.

Where BIOS files go in RetroArch and other frontends

There is no single universal BIOS folder name. RetroArch’s general convention is its configured system directory, but each core can impose a subdirectory, filename, case, or companion-file rule. Always follow the selected core’s documentation rather than copying a path from a different emulator.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

General RetroArch arrangement

Set the frontend’s system/BIOS directory, then place the extracted files there using the exact names and capitalization the core documents. If a core’s guide says a file must be extracted, do not leave it inside a compressed archive. A BIOS that is present but misnamed, in the wrong directory, or still compressed is effectively missing.

LRPS2’s PlayStation 2 layout

LRPS2 expects a system/pcsx2/bios/ directory and extracted BIOS files. Its documentation describes a single 4 MB .bin or a related group such as .erom, .nvm, .rom1, and .rom2. The documented directories are case-sensitive, so use lowercase directory names exactly as shown.

Dolphin’s user and system structure

Dolphin uses its own user/system structure rather than the generic assumption that every firmware file belongs directly in one RetroArch folder. Its optional GameCube IPL is named IPL.bin. Dolphin also needs its Sys directory for proper compatibility behavior. Libretro Dolphin saves and user data use structures that are separate from standalone Dolphin, although some files can be shared.

Dumping and ownership

RetroArch and Libretro do not provide copyrighted system files or game content. Obtain BIOS, firmware, and games by dumping them from hardware or media you own, and follow the law where you live. The same principle applies to Xbox boot ROM and BIOS files: xemu’s documentation requires dumps from the user’s own console.

Why a ROM works in one core but not another

The cores support different formats

A frontend playlist does not convert a file. It simply invokes the core you selected. Dolphin documents support for formats including .iso, .gcm, .dol, .wbfs, .ciso, .gcz, .wad, .rvz, and .m3u. LRPS2 documents .iso, .ciso, .chd, .cso, .bin, .mdf, .nrg, .dump, .gz, .img, and .m3u. A file accepted by one list is not automatically accepted by the other.

The dump, region, or disc structure differs

Two files with the same extension may represent different revisions, regions, or incomplete dumps. Some cores check hashes or expect a particular disc structure. A renamed file does not repair a bad dump, and converting formats can remove information a core needs.

Companion files are absent

Arcade and computer systems often add dependencies. Libretro’s MAME software-list guidance warns that each core needs its own version of a software-list ROM set. An individual ZIP may omit BIOS ROMs, a parent set, or required audio samples. In that situation, changing the frontend scan settings will not fix the missing dependency.

How to organize a ROM library

  1. Create stable platform folders. Keep each platform in its own directory and avoid mixing disc images, executables, and unrelated archives.
  2. Keep firmware separate from games. Use the frontend’s configured system directory, then any core-specific subfolders such as system/pcsx2/bios/.
  3. Preserve original filenames when possible. Names can help identify region, revision, disc number, or set relationships. Do not change case when a core documents case-sensitive paths.
  4. Group multi-disc releases. Use the core’s documented playlist or .m3u method so discs appear as one title while retaining each image.
  5. Keep arcade sets intact. Store the required parent, clone, BIOS, and sample files together according to the selected MAME core and set version.
  6. Scan only supported extensions. If a scan produces no entries, verify that the frontend’s archive policy and extension filters include the format you actually have.
  7. Associate titles deliberately. A playlist entry should point to a core that understands that platform and file type; do not assume the last-used core is appropriate for every title.

How to choose between two cores

Launching is only the first test. Compare the cores against the way you intend to play.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Coverage: Does it support the exact platform revision, game type, and peripherals you use?
  • Accuracy and compatibility: Does it reproduce the titles and timing you care about without known per-game problems?
  • System-file burden: Does it require a BIOS, database, samples, or a particular directory structure?
  • Performance: Can your hardware sustain the core’s requirements at the desired resolution and effects?
  • Features: Check graphics and audio options, save states, netplay, controller mapping, and core-specific settings.
  • Maintenance: Prefer an implementation that is actively maintained when two choices otherwise meet your needs.

Libretro’s core list separates implementations such as Dolphin for GameCube/Wii and multiple PlayStation 2 cores. The fact that one core opens a title does not make it the most accurate, compatible, or fastest option.

Troubleshooting by symptom

“No core” or an empty core list

  • Install a core that supports the target platform.
  • Confirm the frontend is looking at the intended core directory.
  • Restart or rescan the core list after installation if the frontend requires it.

“No content” or a failed scan

  • Check the extension and whether the core supports that format.
  • Verify path permissions and the frontend’s archive policy.
  • For multi-disc content, confirm the playlist or .m3u structure.
  • For arcade software, verify the exact set version and parent/clone relationship.

BIOS missing

  • Read the BIOS table for the selected core, not a different core for the same console.
  • Use the exact documented filename, capitalization, and directory.
  • Extract files when the documentation requires extraction.
  • For LRPS2, check system/pcsx2/bios/ and the expected single-file or companion-file set.

The game boots with glitches or crashes

  • Update or change the core only after confirming the content is valid.
  • Check required system, database, and Sys files; Dolphin needs its Sys directory for proper compatibility behavior.
  • Verify the ROM dump, hash or set version, region, and disc structure.
  • For MAME software lists, add the required parent, BIOS ROMs, and audio samples.

It works in a standalone emulator but not through the frontend

Confirm that the frontend is invoking the intended core and that its save and system directories are not being confused with the standalone emulator’s directories. Dolphin documents separate libretro save/user structures, even though some files can be shared with standalone Dolphin.

A practical decision checklist

  • Have you installed a compatible core?
  • Does the core document your content’s extension and structure?
  • Is the dump from the correct region and set version?
  • Does this core require a BIOS, firmware, database, sample, parent set, or Sys directory?
  • Are every filename and directory case correct?
  • Is the frontend using the core and system path you think it is?
  • Are your BIOS and game files lawfully dumped or otherwise lawfully obtained?

Once those checks are explicit, the architecture becomes predictable: the frontend coordinates, the core emulates, the content supplies the software, and BIOS or other system files provide the machine-specific foundation when that core requires them.
