Use India for growing component, mature-node, assembly, testing and packaging capacity, and use Japan for established process technology, materials, equipment, specialty devices and high-reliability supply. For every critical part, qualify one route in each country, reserve capacity contractually, and retain alternate logistics and test/packaging paths.
The practical unit of analysis is the part and its complete dependency chain—not the country named on an invoice. A resilient plan maps the wafer, package, test site, substrate, chemicals, utilities, freight lane and regulatory exposure, then proves that the second route can meet the product’s technical and delivery requirements.

Why a two-country strategy is commercially useful
Semiconductor continuity can fail even when a chip supplier remains open. A substrate shortage, specialty-gas interruption, port closure, power constraint, export-control change or allocation decision at an upstream foundry can stop production. Splitting purchases between India and Japan addresses geographic concentration, but only if the two routes are genuinely independent.
India is building a broader domestic electronics and semiconductor base with substantial public support. Japan contributes a mature industrial ecosystem in manufacturing, materials and equipment, alongside new incentives aimed at strengthening domestic supply chains. Their capabilities are therefore complementary: India can add capacity and a second manufacturing geography, while Japan can provide established process and high-reliability options.

Do not treat country diversification as automatic risk elimination. Two suppliers may rely on the same wafer source, chemical producer, port, equipment-service team or design IP. Independence must be demonstrated at the site, process and logistics level.
What India brings to a sourcing portfolio
Component and downstream manufacturing support
India’s Electronics Component Manufacturing Scheme is intended to attract domestic and global investment and connect Indian companies with global value chains. The Prime Minister’s 2025 announcement records ₹22,919 crore of public funding, with targets of ₹59,350 crore in investment, ₹4,56,500 crore in production and 91,600 additional direct jobs. These are programme targets, not guaranteed output from any individual supplier.
For buyers, the scheme can improve the economics of local component production, assembly and supplier development. A procurement team should verify each vendor’s eligibility, approved project scope, commissioning schedule and ability to supply the exact component or operation required.
Fabs, specialty devices and ATMP/OSAT
India’s semiconductor ecosystem programme provides 50% fiscal support for eligible semiconductor fabs. It also provides 50% of project cost or capital expenditure for display fabs, compound semiconductors, silicon photonics, sensors, discrete fabs and ATMP/OSAT facilities. ATMP and OSAT cover assembly, testing, marking and packaging activities that can be separated from wafer fabrication in a dual-source design.
The earlier semiconductor programme had an outlay of ₹76,000 crore. Subsequent unit approvals represented almost ₹1.5 lakh crore of investment. Those approvals indicate ecosystem momentum, but an approval is not the same as qualified production. Require evidence of equipment installation, process qualification, yield, reliability and customer shipment before assigning production volume.
Where India is most practical first
- Mature-node and specialty parts where a second source can be qualified without a major product redesign.
- Standard packages and high-volume components with established test limits.
- Local assembly, testing and packaging, including a second OSAT route.
- Component manufacturing and India-based contract manufacturing that shortens the final supply lane.
- Products whose design can retain a qualified Japanese or other offshore source while Indian capacity ramps.
India may be less suitable as the immediate second source for a highly customized leading-edge device when no compatible process, package or qualification evidence is available. In that case, use India first for downstream operations or a less demanding part category while the technical route matures.

What Japan brings to the portfolio
Established industrial capabilities
Japan remains a candidate for established semiconductor manufacturing, materials, equipment, specialty devices and high-reliability supply. These capabilities can be valuable when a product depends on demanding process control, specialized materials, long qualification histories or equipment support.

Japan’s Ministry of Economy, Trade and Industry (METI) describes ¥516.8 billion in domestic-investment support for supply-chain countermeasures and a goal of more than ¥15 trillion in semiconductor-related domestic-company sales by 2030. The figures describe national policy objectives and support, not a price or capacity guarantee for a particular chip.
Site-level risk still matters
Japanese origin alone does not remove exposure to earthquakes, severe weather, power constraints, port disruption, upstream concentration or export controls. Score each Japanese site and its upstream suppliers individually. Ask whether the supplier has alternate utilities, disaster-recovery capacity, a second site, qualified substitute materials and a tested allocation policy.
India–Japan cooperation that buyers can investigate
India and Japan signed a Semiconductor Supply Chain Partnership Memorandum of Cooperation in July 2023. The official India–Japan economic-security fact sheet identifies cooperation on resilient supply chains, talent, research and development, and economic security. It names several commercially relevant initiatives:
- A semiconductor OSAT facility in Sanand, Gujarat, established by Renesas Electronics with CG Power.
- Renesas memoranda of understanding with C-DAC under the Chips to Startup programme.
- Renesas research collaboration with IIT Hyderabad.
- A strategic partnership between Tokyo Electron and Tata Electronics.
The bilateral vision calls for concrete semiconductor projects, policy and intelligence sharing, resilient supply chains and market diversification. A 2025 summit statement also welcomed business-to-business cooperation for supply-chain diversification and resilience. These frameworks can help a buyer identify partners, training channels and technology relationships, but they do not replace commercial due diligence or a signed supply contract.

A practical dual-source operating model
1. Map dependencies at part level
Create a record for every critical semiconductor and capture the complete chain:
- Design owner, foundry and process node.
- Wafer size, die revision and approved wafer sites.
- Package family, assembly site, test site and test coverage.
- Substrate, lead frame, mold compound, specialty chemicals, gases and other constrained inputs.
- Freight mode, ports, customs route, storage conditions and expected transit time.
- Utilities, equipment-service dependencies and single points of failure.
Link every dependency to a legal entity and physical site. A supplier headquartered in one country may manufacture the wafer, package the die and test it in three different countries.

Rank parts by the engineering effort required to approve a second source. Start with mature-node, standard-package and high-volume parts where pin compatibility, firmware behavior and qualification methods are well understood. Put custom advanced-node devices, unique analog characteristics and safety-critical components on a separate roadmap with explicit redesign and validation budgets.
3. Apply one scorecard to both countries
Use the same evidence requirements for an Indian and a Japanese candidate. The scorecard should cover:
- Technical fit: node, wafer size, package, electrical and environmental test coverage, quality systems, process capability and qualification evidence.
- Continuity: committed capacity, allocation rules, recovery time, alternate sites, dual utilities, safety stock and disaster-recovery exercises.
- Commercials: total landed cost, incentive treatment, currency, payment terms, tooling, inventory carrying cost and working-capital impact.
- Logistics: sea, road and air options; lead-time variance; customs; bonded storage; and temperature or moisture controls.
- Policy: export controls, local-content obligations, subsidy conditions, data rules and technology-transfer restrictions.
- Ecosystem: substrates, chemicals, gases, equipment service, engineering talent, laboratories and research partners.
4. Qualify both routes before shifting volume
Require PPAP or an equivalent package of production-part approval evidence. Include process-flow diagrams, control plans, capability data, reliability results, certificates, sample traceability and failure-analysis procedures. Run engineering samples through the same incoming inspection, board-level testing and field-reliability process used for the incumbent.

Write change-notification requirements into the quality agreement. A wafer-fab move, package-material substitution, test-program change, die revision or subcontractor change should trigger notice, impact analysis and approval before shipment. Require lot-level traceability back to wafer, assembly and test records.
5. Reserve capacity contractually
A second supplier that has no obligation to ship during a shortage is only a nominal backup. Define minimum reserved wafer starts, package and test slots, notice periods, allocation formulas and escalation contacts. Specify what happens when demand exceeds the forecast: priority rules, surcharge limits, customer-owned material, safety-stock responsibility and recovery milestones.
Align the contract with actual qualification. Do not reserve a package or node that has not passed the product’s validation gates, and do not count uncommissioned capacity as available supply.
6. Maintain alternate logistics and test paths
Approve at least two freight options for each route where economics permit. Document alternate airports or ports, customs brokers, bonded-storage locations and emergency carriers. If assembly and test are separated, qualify a second OSAT or test house so that a disruption at one facility does not halt finished-goods release.
7. Review the portfolio quarterly
Recheck project milestones, incentive eligibility, supplier ownership, export rules, capacity reservations, yield and delivery performance every quarter. India’s construction and commissioning schedules, Japanese subsidy programmes and individual supplier commitments can change. A quarterly review should update the dependency map and trigger requalification when a site, material or process changes.

No comparable current price list establishes what an equivalent chip costs in India versus Japan. Collect quotes for the exact part number and configuration, then normalize the assumptions:
- Annual volume, order pattern, minimum order quantity and forecast flexibility.
- Node, wafer size, die revision, package and test coverage.
- Incoterm, freight mode, insurance, customs, duties, taxes and delivery point.
- Tooling, qualification samples, engineering charges and non-recurring costs.
- Currency, payment terms, inventory days, safety stock and financing cost.
- Any incentive, local-content condition or repayment risk attached to the supplier’s project.
Compare total landed cost and continuity-adjusted cost, not wafer price alone. A lower quote can become more expensive if it requires longer transit inventory, new test equipment, repeated qualification or costly line redesign.
Common failure modes and corrective actions
Counting a second distributor as a second source
Two distributors may draw from the same fab and package house. Trace the physical origin and test location before awarding diversification credit.
Assuming an announced project is production-ready
Ask for commissioning evidence, process qualification, yield history and customer shipment records. Stage volume increases against measurable gates.

A Japanese specialty process and an Indian mature-node process may not be interchangeable. Compare the exact electrical, thermal, mechanical and reliability requirements of the part.
Ignoring upstream materials
Map substrates, gases, chemicals, lead frames and equipment service. Require suppliers to disclose single-source dependencies and their mitigation plans.
Leaving allocation language vague
Define reserved capacity, shortage priority, notification timing and escalation in the contract. “Best efforts” does not guarantee supply during a market-wide constraint.
Failing to control engineering changes
Use formal change-notification and requalification clauses, with lot traceability and retained samples. A silent package or test change can invalidate the assumption that two approved routes are equivalent.
Decision framework for procurement and engineering leaders
- Choose the first wave: select mature-node, standard-package, high-volume parts with manageable requalification.
- Assign complementary roles: use India for qualified component, assembly, test, packaging or specialty capacity and Japan for established process, materials, equipment or high-reliability requirements where each route fits.
- Set evidence gates: no production allocation until technical qualification, reliability data, traceability and logistics trials pass.
- Contract resilience: reserve capacity, define shortage allocation, require change notice and preserve alternate freight and test routes.
- Measure outcomes: track yield, defects per million, on-time delivery, lead-time variance, recovery time, inventory days and the share of critical parts with two physically independent routes.
- Expand deliberately: move custom or safety-critical devices only after the first wave proves the organization can manage dual specifications, audits and change control.
The most defensible India–Japan strategy is therefore a qualified network, not a country swap. India’s public programmes and emerging facilities can add capacity and downstream resilience; Japan’s industrial depth can support demanding processes and materials. Companies capture that value only when they verify site-level independence, reserve capacity and keep the engineering and logistics alternatives live.
