How Does Nuclear Decommissioning Differ From Building a New Power Station on the Same Site?

Decommissioning and replacement construction are separate projects. Learn what each involves, why prior nuclear use is not automatic approval, and how work can overlap.

Nuclear decommissioning closes out an existing facility; building another power station starts a separate project, with its own site evaluation, design, construction, commissioning and operating authorization. Using the same location does not combine those processes or automatically approve a new plant. A site’s history and infrastructure can inform a new proposal, but regulators still need to assess the proposed installation against applicable requirements.

What each project is meant to accomplish

Decommissioning is the end-of-life process for a particular licensed installation. Its purpose is to bring that facility to an agreed end state and, where the applicable authorization allows, release it from regulatory control. It is not simply switching off a reactor or demolishing a building: the work must account for radioactive material, other hazardous substances, structures and land, as well as the conditions for regulatory release.

A new power station is a new installation with a different purpose: to establish a facility that can be authorized to operate. Even if it occupies land used by an older plant, the new project requires its own safety case and the authorizations required under the country’s framework. The International Atomic Energy Agency (IAEA) describes a typical new-installation lifecycle as siting, design, construction, commissioning, operation, decommissioning and release. National regulators may combine or subdivide those stages.

Question Decommissioning New station
Main purpose Retire an existing licensed installation and achieve its authorized end state. Establish a new installation that can be constructed, commissioned and authorized to operate.
Typical work Characterize, decontaminate and dismantle the facility; manage waste; complete cleanup and final surveys as required. Evaluate the site, develop and assess a design, construct the facility, commission it and obtain operating authorization.
Regulatory focus Whether retirement work, waste management and the final condition meet the applicable authorization and release criteria. Whether the proposed installation and its site-specific safety case meet the requirements for construction and operation.
How the old site affects the project The facility’s condition and contamination influence the work and achievable end state. Historical information and infrastructure can inform planning, but the site and proposed installation need current evaluation.

This is a jurisdiction-neutral comparison, not a universal licensing sequence. National law defines the authorizations, regulatory hold points, waste pathways and release criteria. Being on the same property does not turn retirement and construction into one license or one lifecycle.

What decommissioning involves

The exact sequence depends on the facility, its condition, the authorized end state and the jurisdiction. IAEA guidance describes a process that can include the following work:

  • Plan the work and characterize the facility. Determine what is present, where it is located and what must be controlled as work progresses. Radiological characterization informs decisions about dismantling, contamination control and waste.
  • Decontaminate and dismantle. Remove or reduce contamination where appropriate, then take apart equipment and structures in accordance with the project plan and applicable safety requirements.
  • Manage radioactive and hazardous waste. Identify, handle and route materials according to the relevant rules and available waste pathways. Waste management is a core part of the project, not a by-product that can be left until demolition is finished.
  • Demolish conventional structures and address the site. Where required, remove remaining structures and carry out environmental cleanup. The scope depends on the facility’s condition and the approved end state.
  • Survey and seek regulatory release. A final survey checks the site against applicable conditions. Release may be restricted or unrestricted, depending on the authorization and the end-state criteria. Decommissioning therefore does not necessarily mean that the land is cleared for unrestricted public use.

These activities describe an end-of-life project, not a guaranteed checklist in a fixed order. Their timing and extent depend on what characterization finds, how waste can be managed, the release standard and the regulator’s requirements.

What building a replacement station requires

A new plant proposal must establish that its particular design can be built and operated safely at its proposed location. A former nuclear site supplies information about the location and may have infrastructure relevant to planning, but neither fact answers the full safety question for a different installation.

  1. Evaluate the site for the proposed installation. Check that available site data are complete and current, and assess the implications of the new installation. The evaluation needs to reflect current regulations and standards, current analysis methods and lessons from events since the earlier project.
  2. Assess the design and its site-specific safety case. The assessment needs to consider how the proposed installation interacts with site conditions and nearby facilities, not simply rely on conclusions made for an older plant.
  3. Obtain construction authorization. The project must meet the applicable national requirements to build. The fact that another nuclear installation operated there does not substitute for authorization of the new one.
  4. Construct and commission the plant. Construction and commissioning are stages in the new installation’s lifecycle. Their scope and regulatory sequencing depend on national rules and the project.
  5. Obtain operating authorization. A new station needs the applicable authorization to operate; construction approval alone is not operating permission.

IAEA site-selection guidance makes the underlying point directly: “The presence of an existing nuclear installation should not warrant the assumption that the site is suitable for a new nuclear installation.” The statement appears in section 3.24 of the IAEA Safety Guide Site Survey and Site Selection for Nuclear Installations. It is a warning against treating past use as current approval, not a rule that previously used sites can never be reused.

Can a nuclear power plant be replaced on the same site?

Potentially, but the site’s previous use does not settle whether a new station is suitable or whether it can be authorized. A new proposal must be assessed on its own merits, with a current evaluation of the site and the implications of the proposed installation. In practice, the answer depends on the evidence for that location, the new plant’s design, applicable requirements and the regulator’s decision.

Site history may be useful: information collected for an earlier installation can contribute to understanding local conditions, and existing infrastructure may be relevant to project planning. But information may be incomplete or out of date, and a different installation can create different safety questions. The IAEA guidance calls for site evaluation with the same level of rigor as for a new site, taking the implications of the proposed installation into account.

That evaluation also needs to examine interactions between facilities if an older plant remains on site or a new plant would be adjacent to one. For example, a new installation may face design or operating constraints involving heat-sink needs. The safety assessment should consider radiological hazards, toxic chemicals and other conventional hazards; emergency arrangements; grid loss and other common-cause events; and consequential effects from accidents at either facility. A shared address does not make the facilities’ risks independent.

Plants on the same site may also have different licensing requirements because of differences in age, technology and design. An older facility’s authorization and safety basis are not automatically transferable to a replacement.

Can decommissioning and construction happen at the same time?

Yes, work can overlap at a site with multiple facilities—for example, while one facility is being decommissioned and another is under construction or operating. The overlap does not merge the projects, licenses or safety cases. It creates a need to coordinate how activity at one facility could affect another and how site-wide resources and arrangements will work during each phase.

IAEA guidance on multi-facility sites addresses situations where facilities are operating, under construction or undergoing decommissioning at the same time. Relevant coordination includes:

  • Shared services and staff: plan how services and personnel used by more than one facility will be available and managed as work changes.
  • Effects between facilities: consider how one facility’s action—or failure to act—could affect another, including during construction, operation or dismantling.
  • Site-wide planning: coordinate work and interfaces across the site rather than treating each facility’s activities as isolated.
  • Emergency preparedness and nuclear security: maintain arrangements suited to the facilities present and the work under way.
  • Financial arrangements: account for the arrangements needed to support site-wide responsibilities and the separate facility projects.

The need for coordination follows from proximity and shared interfaces; it does not mean one project’s authorization covers the other. The applicable licensing framework still governs each installation and the stages it must pass.

How long does the work take, and what does it cost?

There is no sound general schedule comparison for “decommissioning” versus “building a new station” without a defined project, jurisdiction and scope. Decommissioning duration depends on such factors as plant condition, contamination, waste routes, the chosen end state and regulatory requirements. A new-build schedule depends on the design, site conditions, construction and commissioning scope, and regulatory review. Those factors make a single cross-project timeline misleading.

The IAEA publication Decommissioning Strategies and Implementation says that the conventional demolition and site-release phase can take between one and ten years, depending on regulatory requirements, the nature of the facility and the extent of contamination. That range is for that phase only; it is not the duration of an entire decommissioning project, nor a comparison with the time to build a replacement.

For context, IAEA INSAG-26 illustrates approximate programme phases of about two, four and nine years for a country embarking on a nuclear power programme. It cautions that the timelines for specific activities are not necessarily to scale. Those figures describe a national programme context, not a forecast for building one station on an existing nuclear site, and should not be used as a project estimate.

No project-specific total-cost comparison follows from those general descriptions. Cost depends on the condition of the existing plant, waste pathways, site conditions and the required end state for decommissioning; for a new build, it depends on the proposed design, site, regulatory review and project scope. Without a specified site and project, it is not justified to claim that one always costs more than the other.

How to judge a specific proposal

When someone says a plant will be “replaced on the same site,” ask what that means in project and regulatory terms. These questions help distinguish a plan to retire an existing facility from a proposal to authorize a new one:

  • Which existing installation is being decommissioned, and what end state and release conditions apply to it?
  • Is the proposed replacement a separate installation with its own site evaluation, design assessment, construction authorization and operating authorization?
  • What current site information supports the new evaluation, and how will gaps, changed requirements, updated methods and lessons from later events be addressed?
  • Will any facilities remain operating or be under construction during decommissioning, and how will shared services, staff, emergency arrangements, security and facility interactions be coordinated?
  • Are schedule or cost figures tied to a clearly defined phase and scope, or are figures for one activity being presented as if they cover an entire project?

Answers to those questions are specific to the country and site. The general distinction is stable: decommissioning seeks an authorized end state for an existing facility, while a replacement must qualify as a new installation under the applicable framework.
