There is no single canon number that compares Cell, Frieza, Majin Buu, and Broly. Dragon Ball’s published scouter and guidebook figures are concentrated in the early story, especially the Frieza Saga. Later characters are compared through transformations, feats, and opponents rather than a shared numerical scale.
Using clearly labeled versions, the most defensible broad ranking is Namek Frieza < Cell < the stronger Majin Buu forms < Dragon Ball Super Broly. That is a qualitative ranking, not an official multiplier chart. The result changes if you switch continuities or forms: 100% final-form Frieza on Namek is not Golden or Black Frieza; Cell Games Perfect or Super Perfect Cell is not an earlier imperfect form; and Kid Buu, Super Buu, Buutenks, and Buuhan are different combatants for practical purposes.

Why Dragon Ball does not have one usable power-level scale
Power levels began as measurable scouter readings, but the series stopped supplying a consistent number after the Frieza Saga. A figure from that period can establish a historical benchmark, yet it cannot be multiplied forward to calculate Cell, Buu, or Broly. Transformations, training, fusion, absorption, regeneration, and narrative matchups become the relevant evidence.

The original Z-movie Broly is a separate continuity. Feats from that version cannot be silently combined with the Dragon Ball Super film’s Broly. Likewise, later Frieza forms must not be substituted for the Namek benchmark, and one Buu form cannot stand in for every other Buu form.
What the published numbers actually tell us about Frieza
A guidebook-era power-level compilation gives 120,000,000 for 100% final-form Frieza on Namek and 150,000,000 for Super Saiyan Goku. These are useful historical figures because they belong to the period when explicit readings were still being presented. They are not conversion factors for any later character.
So the number answers a narrow question: how the cited Namek-era reference ranks 100% Frieza against the Super Saiyan Goku of that fight. It does not tell us Cell’s power level, Buu’s power level, or Broly’s power level. Once the story moved beyond the Frieza Saga, direct scouter-style figures largely disappeared, leaving feats and matchups as the stronger evidence.
Cell’s peak and why he is above Namek Frieza
Cell’s inherited advantages
The official character profile describes Cell as being made from the cells of powerful fighters and inheriting their traits. After absorbing the population of Ginger Town, he became more than a match for Piccolo even after Piccolo had fused with Kami. This establishes a rapidly escalating threat before Cell reached his final battle state.
Perfect Cell and Super Perfect Cell
The relevant comparison is Cell during the Cell Games, especially Perfect Cell and the later Super Perfect Cell state. Calling that simply “Cell” without a form label hides an important change: his power is not fixed across the story. The Cell Games version is the one positioned against the strongest warriors of that arc.

The solar-system-level attack description
The official Perfect Cell profile says that the version of his final attack used against Gohan had enough power to blow away the entire solar system. This is an official feat description, not a numeric power level. It demonstrates the scale the franchise assigns to Cell’s attack, but it does not tell us that Cell equals a particular number of Friezas or that every attack he throws has identical destructive range.
Cell Juniors as supporting evidence
The same profile says each Cell Jr. was more than a match for powerful warriors such as Trunks and Vegeta. Cell’s offspring are not a substitute for Cell’s own maximum output, but their performance reinforces how far the Cell Games threat had moved beyond the Namek-era benchmark.

For the practical question “Is Cell stronger than Frieza?”, the answer is yes when the comparison is Cell Games Perfect or Super Perfect Cell versus 100% final-form Namek Frieza. The conclusion comes from story progression and the official attack description, not from assigning Cell a fabricated numeric reading.
Why “Majin Buu’s power level” is an incomplete phrase
Fat or Good Buu
Fat/Good Buu is one state with its own temperament, abilities, and combat level. It should not be treated as a synonym for every later version. Any matchup that says only “Buu” without identifying this form is underspecified.
Super Buu
Super Buu is produced when Evil Buu absorbs Fat Buu. That transformation changes both power and behavior. It is therefore a different benchmark from the original Fat/Good Buu, not merely a temporary costume.

Buutenks and Buuhan
Super Buu becomes still stronger when he absorbs additional fighters. The forms commonly called Buutenks and Buuhan reflect those absorptions, with the absorbed characters contributing to the resulting state. Among the original Z Buu forms, these absorbed versions are the ones that must be considered when discussing Buu’s highest raw power.

Kid Buu
Removing the absorbed characters returns Buu to Kid Buu, his original form. Kid Buu is therefore not automatically the strongest Buu in raw power simply because he is the final opponent. His importance comes from a different combination of traits, including extreme aggression and the ability to regenerate.
Why abilities change the result
Buu’s regeneration, absorption, healing, and shape-shifting make a simple “higher number wins” test inadequate. A fighter can be stronger in a single exchange yet still fail to achieve permanent defeat if Buu can recover, alter his body, or absorb an opponent. Conversely, an absorption opportunity can change the matchup entirely. A serious comparison must state whether it is measuring raw attack power, the ability to win a fight, or the ability to eliminate Buu permanently.
Where Dragon Ball Super Broly fits
The continuity split
The Dragon Ball Super film’s Broly is not the same version as the Broly from the original Z movies. Their feats belong to different continuities. A ranking that cites the Super film must not import Z-movie scenes, descriptions, or escalation as if they were one continuous biography.
Great Ape power and Super Saiyan Full Power
The official Dragon Ball profile states that Broly’s Great Ape power overwhelmed Vegeta in Super Saiyan God form. It also describes Super Saiyan Full Power as having unfathomable potential that far exceeds ordinary Super Saiyan. These statements place the controlled Super film version on a scale above the God-era opponents he overcomes in that story.

Blue-era escalation
In the Super film’s escalation, Broly overwhelms Super Saiyan Blue Goku and Super Saiyan Blue Vegeta, then fights Gogeta Blue. Those are matchup feats, not a published Broly number. They are nevertheless stronger evidence for his relative position than trying to extend the old Namek scouter figures.
On the broad cross-era ranking used in this article, Dragon Ball Super Broly is above the stronger original-Z Buu forms. That is an inference from the Super film’s opponent and transformation escalation, not a direct scene in which Broly fights Buuhan or Kid Buu. The continuity mismatch means the conclusion should be stated as a comparative reading, not as an official multiplier.

Is Cell stronger than Frieza?
Cell Games Perfect or Super Perfect Cell is stronger than 100% final-form Namek Frieza. Frieza’s 120,000,000 figure belongs to the Namek-era guidebook context, while Cell is supported by later-arc feats and the official description of a final attack capable of blowing away the entire solar system. Do not apply that answer to Golden Frieza or Black Frieza, which are later forms outside this benchmark.
Could Perfect Cell beat Kid Buu?
There is no canon battle or official number that settles this exact crossover. The answer depends on what “beat” means. Perfect Cell has the higher placement in the Cell Games progression and an official solar-system-level description for his final attack. Kid Buu, however, brings regeneration, healing, shape-shifting, and relentless behavior. If Cell cannot completely prevent recovery, winning an exchange would not necessarily produce permanent defeat.
It is therefore reasonable to argue that Cell can threaten Kid Buu, but not to present a definitive canon result. The comparison must remain Cell Games Perfect Cell versus original-form Kid Buu; substituting Super Buu, Buutenks, or Buuhan changes the question.
Which is stronger, Super Buu or Broly?
With Super Buu from the original Z story against Dragon Ball Super Broly, Broly has the stronger broad placement. The Super film shows Broly overwhelming Super Saiyan God and Super Saiyan Blue opponents and reaching a fight with Gogeta Blue. Super Buu’s absorption-based abilities remain dangerous, but there is no direct canon encounter between these characters and no shared numeric scale.
If “Super Buu” actually means Buutenks or Buuhan, identify that form: those are stronger absorbed states and deserve a separate matchup. The broad ranking still places DBS Broly above them, but the claim is comparative and continuity-dependent rather than an official stated ratio.
Does Broly scale above Majin Buu?
Dragon Ball Super Broly is generally placed above the original Z Buu forms in a cross-era comparison. The reason is the Super film’s escalation through Super Saiyan God, Super Saiyan Blue, and Gogeta Blue-level combat. This does not mean the story gives Broly a Buu-specific multiplier, nor does it erase Buu’s unusual win conditions. Broly’s raw power and Buu’s regeneration or absorption are different categories of advantage.
What is Cell’s actual power level?
No official canon number is established for Cell. The published 120,000,000 and 150,000,000 figures belong to 100% Namek Frieza and Super Saiyan Goku in guidebook-era context.
