Golf’s Rules prohibit unreasonable delay, but they do not impose one universal time limit on every shot or recreational round. Under Rule 5.6a, the default penalties for repeated unreasonable delay are one penalty stroke for a first breach, the general penalty for a second, and disqualification for a third. A competition’s Committee may also set its own pace-of-play policy, including timing procedures and event-specific penalties.
What counts as unreasonable delay?
Rule 5.6a prohibits unreasonable delay both while playing a hole and between holes. Whether a delay is unreasonable depends on the circumstances; a pause does not automatically constitute a breach. A short delay may be justified for a good reason, such as seeking help from a referee or the Committee, or dealing with injury or illness. The governing standard and examples appear in the USGA’s Rule 5.

This means taking too long between holes can fall under the rule, but the mere fact that a player stops briefly is not enough to establish a breach.

|---|---|

| Second | The general penalty: two strokes in stroke play or loss of hole in match play |
| Third | Disqualification |
If the breach occurs between holes, the penalty applies to the next hole. These are the Rules’ default penalties for unreasonable delay. A competition may also use a pace-of-play Local Rule with its own procedures and penalty terms.
How long do you have to hit a shot?
Rule 5.6b recommends that a player make a stroke in no more than 40 seconds after they are, or should be, able to play without interference or distraction. Players should usually be quicker. This is a recommended pace standard—not a universal automatic countdown that triggers a penalty at every course. The Rule 5 text states that a round is meant to be played at a prompt pace.

“On the clock” generally refers to players or a group being monitored or timed under that competition’s pace-of-play policy. The exact trigger and process are not universal. A Committee may define when a group is out of position, when monitoring or individual timing begins, whether warnings are given, and how penalties are applied.

Official Committee guidance allows pace-of-play policies to set maximum times for a round, a hole or series of holes, or a stroke. The policy can also define out-of-position status and detail monitoring, warnings, and penalties. Course characteristics, field size, and group size can affect the pace standard. See the USGA Committee Procedures for guidance. To know what “on the clock” means in a specific event, read that event’s policy and competition terms.
Are players allowed to use ready golf?
In stroke play, players may play out of turn to save time when doing so is safe and responsible. This is ready golf: it can help a group keep moving, but safety is the condition. The permission should not be generalized to match play as if order of play worked identically in every format. The Rule 5 guidance covers prompt play and playing out of turn.

Why do pace-of-play rules vary between events?
The Committee in charge of a competition can adopt a Local Rule pace-of-play policy suited to that event. As a result, two tournaments can use different maximum times, definitions of out of position, timing methods, warning systems, and penalty structures. Those policy details are not universal defaults.
The R&A provides the 2023 Rules of Golf and clarifications; its resource page says the clarifications were updated October 2, 2026. It also lists a 2026 pace-of-play policy resource. The R&A describes its pace manual as covering management practices, course setup, and player behaviour. For an actual round or competition, use the Committee’s current policy and terms alongside the Rules.
