Website blocking can happen when a device looks up a domain, when network equipment evaluates its traffic, or when security software enforces a policy on the device itself. Each control sees different information and covers a different path, so none should be assumed to block every route to every page on its own.
DNS filtering blocks a domain at lookup time
When an app needs to reach a site by name, it commonly asks a DNS resolver to translate that domain into an IP address. A DNS filtering service checks the queried domain against its policy. If the domain is blocked, the resolver can refuse to return the address, interrupting the normal domain-based connection before the browser loads the site. Cloudflare describes configuring a browser, device, or router to send DNS requests through a filtering service (Cloudflare DNS setup guidance).

Because the decision is generally about the domain, DNS filtering is suited to blocking a whole site or domain across applications that use the configured resolver. It does not, by itself, reliably distinguish every URL path on a domain. For example, a DNS rule generally cannot make the same domain reachable at one page but blocked at another; more specific URL decisions require a control that can inspect HTTP-related traffic (Cloudflare Gateway policies).
DNS policies only govern requests that use the filtering path. Cloudflare notes that users may get around them in some circumstances by connecting to a known IP address or using a VPN or proxy. DNS filtering is therefore an early, useful control, not a guarantee that all other connection routes are covered (Cloudflare DNS setup guidance).

Firewalls apply rules to network traffic
A firewall makes decisions about traffic entering or leaving a device or passing through a network gateway. A host firewall can match an application or service, source or destination IP address, protocol, and port. These are traffic rules; having a firewall does not automatically mean that it inspects the contents of every website page.
What Windows Firewall controls
Windows Firewall is included with Windows and enabled by default. Microsoft documents its default behavior as blocking incoming traffic unless it is solicited or allowed by a rule, while allowing outgoing traffic unless a rule blocks it. Its rules can target applications and services as well as network addresses, protocols, and ports (Microsoft Windows Firewall overview).

That makes a host firewall useful for controlling which connections an app or device can make, but it is not the same thing as a web filter that identifies and blocks particular page URLs.

A network firewall service with URL-filtering features may use information beyond DNS. Google Cloud documents a URL filtering service that can match a domain in an HTTP Host header or, when encrypted traffic is not decrypted for inspection, in the TLS Server Name Indication (SNI) (Google Cloud URL filtering overview).

The signal available depends on the product and its configuration. Cloudflare describes a secure web gateway between users and the Internet: network policies can filter by IP address, port, and protocol; DNS policies can block domains; and HTTP policies can block specific URLs and inspect other HTTP activity. It recommends using DNS and HTTP policies together for broader coverage (Cloudflare Gateway policies).
Endpoint tools enforce web policy on managed devices
Endpoint web filtering applies policy on a managed computer rather than relying only on traffic passing through an office gateway. Microsoft Defender for Endpoint and Defender for Business can block selected web content categories, subject to supported plans, operating systems, browsers, and protection prerequisites. Microsoft says the feature can apply both on and away from an organization’s network when the device and configuration meet those requirements (Microsoft web content filtering documentation).

The user-facing behavior differs by browser. In Microsoft Edge, SmartScreen provides the blocking experience. In supported third-party browsers, network protection provides a system-level notification. Microsoft also documents operational limits: policy changes can take time to apply, third-party browser blocking depends on configuration, full URLs may not be available in third-party browsers, and web content filtering does not function in isolated browser sessions (Microsoft web content filtering documentation).
Categories and domain decisions can have side effects. Microsoft notes that site categorization can change, and blocking a domain may disrupt other services associated with it. In its documented Defender workflow, an allow exception can override a category block. Administrators should check the specific policy and reporting data when a site is incorrectly blocked (Microsoft web content filtering documentation).

How to work out why a site is blocked
A block may come from a resolver policy, a host or gateway firewall rule, a URL or category policy, or endpoint protection. Identify the component that made the decision before changing settings; the right fix depends on where enforcement occurred.
- Check the scope. If the site is blocked only on one device, examine that device’s firewall and endpoint security policy. If it is blocked for devices using one network or resolver, check the gateway and DNS filtering policies.
- Check the matching rule and its evidence. Review the resolver or firewall policy, or the endpoint product’s web protection reports and policy indicators. Microsoft documents reporting for Defender web protection; exact locations and steps vary by product (Microsoft web content filtering documentation).
- Confirm what the rule matches. A domain block may affect related services, while a category rule may act on a broader classification. Check whether the intended target is a domain, a URL-related signal, an application, or a traffic property such as an address or port.
- Correct the narrowest applicable policy. If an endpoint category decision is wrong, Microsoft’s documented Defender workflow supports an allow exception that overrides the category block. For other products, use that product’s policy and exception controls rather than assuming the same procedure applies.
- Allow for policy propagation. Endpoint policy changes may take time to apply, so a change may not alter the result immediately (Microsoft web content filtering documentation).
Choosing a combination of controls
Compare implementations on four practical axes:
- Enforcement location: resolver, network gateway, or managed endpoint.
- Matching detail: domain, URL-related signal, application, IP address, protocol, or port.
- Coverage: one device, locations configured to use a resolver or gateway, or a managed device fleet.
- Operational dependencies: supported software, browser configuration, encrypted-traffic handling, policy delivery, and exceptions.
Using more than one control can cover gaps because the controls act at different points: a DNS policy can stop a domain lookup, a gateway can apply traffic or HTTP rules, and an endpoint policy can follow a managed device away from the office. The additional coverage still depends on each control’s configuration and limits.
