Trucking carries 83% of U.S. agricultural products and 92% of dairy, fruit, vegetables and nuts, so a disruption in diesel markets can reach distributors, restaurants and supermarket shelves quickly. The pass-through is uneven: route length, perishability, seasonality, imports and the number of alternative suppliers determine which foods feel the biggest effect.
How a diesel shortage becomes a higher shelf price
A diesel shock does not move directly from a fuel pump to a grocery price. It travels through a chain of contracts and operating decisions:
As an Amazon Associate I earn from qualifying purchases.
- Fuel becomes more expensive or harder to obtain. A carrier may pay a higher rack price, wait for a load, buy from a more distant terminal or limit journeys to conserve fuel.
- Carriers raise the price of transportation. Many freight contracts use a fuel surcharge that changes with diesel prices. Where contracts do not, a carrier may raise the base rate, add a temporary surcharge or refuse a lane that no longer covers its costs.
- Distributors pay more for delivered inventory. Produce, milk, packaged food, animal feed and ingredients often travel through several legs. Each fuel-sensitive leg can add cost before the product reaches a warehouse.
- Retailers and food-service operators decide how much to pass through. They may raise prices, reduce promotions, change pack sizes, substitute products or absorb part of the increase to protect market share.
- A physical shortage can add a scarcity premium. If trucks cannot refuel reliably, available capacity shrinks. Shippers then compete for fewer trucks, and the price of a guaranteed pickup can rise even faster than the diesel price itself.
This is why a diesel shortage can raise prices even when the farm-gate price of a commodity has not changed. Transportation is purchased repeatedly between harvest, processing, storage and the final sale.

Why food is unusually exposed to diesel markets
The U.S. Department of Agriculture’s Agricultural Marketing Service reports that trucks ship 83% of U.S. agricultural products. For dairy, fruit, vegetables and nuts, the trucking share is even higher at 92%. These products are often time-sensitive, require temperature control and must be collected from many farms before being consolidated for distribution.

USDA AMS also reports that trucking costs rose 6.5% from February to March 2022 while freight demand rose 3.4%. Average trucking operating cost exceeded $2.25 per mile in 2022. Those are historical figures cited in the agency’s 2025 summary, not a current universal rate. They illustrate why fuel is a material input: a long route can accumulate thousands of miles across farm pickup, processing, warehouse replenishment and store delivery.
Refrigerated trucks have additional fuel demands. Diesel powers the tractor, while a separate refrigeration unit protects the load. A delay caused by a fuel shortage can therefore create both a transportation charge and a spoilage risk. Shippers may pay for a faster replacement load, discard product that misses its temperature window or buy from a more distant supplier.
How large can the food-price effect be?
USDA Economic Research Service estimated that a 100% increase in diesel prices would raise short-term wholesale produce prices by 20% to 28% on average. The estimate comes from a historical analysis using 2000–2009 data. It describes wholesale produce, not the retail price of every food, and it is an average response rather than a rule for any individual commodity.
The estimate is best used as a sensitivity guide. A doubling of diesel does not mean every supermarket item doubles, because fuel is only one component of a delivered price. Farm inputs, labor, packaging, storage, processing, rent, financing and retail margins also matter. Conversely, a shortage that removes trucks from a lane can produce a larger short-term freight spike than a normal price increase would suggest.
USDA’s analysis found that exposure differs by supply structure:

- Commodities supplied by several growing regions can switch origins when one area faces a transport problem.
- Robust imports can provide an alternative to a domestic truck route.
- Products with weak seasonality can be sourced throughout the year, reducing dependence on one harvest window.
- Seasonal products with few supply sources and long truck routes are more vulnerable.
- Imported produce may be less sensitive to U.S. trucking fuel when ocean transport is more energy-efficient per mile than trucking, although the shipment still needs trucks at the origin and destination.
Which foods are hit hardest?
Perishable produce from a narrow growing region
Fresh berries, leafy greens and other short-life produce can be highly exposed when they come from a limited number of farms or a single seasonal region. A missed pickup can destroy the commercial value of the load, so buyers often pay for scarce refrigerated capacity rather than wait for a cheaper truck.
Milk and other products collected frequently
Milk moves on tight schedules from farms to processing plants and then to distribution centers. Because it is bulky, temperature-sensitive and collected repeatedly, interruptions can affect both the raw product and the packaged goods that follow. The 92% trucking share reported by USDA for dairy, fruit, vegetables and nuts shows why these categories have little immediate insulation from a truck-fuel shock.

Foods traveling long domestic distances
A product grown in one region, processed in another and sold nationwide can incur several fuel-sensitive legs. Long-haul routes expose the shipment to more miles, more opportunities for a terminal outage and greater dependence on driver availability.
Imported foods with a practical ocean alternative
Imports are not automatically immune. Containers still need drayage to and from ports, inland rail or truck connections and refrigerated handling. However, an ocean leg can use less energy per mile than moving the same volume entirely by truck, so a buyer with flexible timing and port access may face less direct diesel exposure than a buyer dependent on a long domestic truck route.
Shelf-stable and highly diversified products
Canned goods, grains and other products that can be stored and sourced from many suppliers may absorb a temporary freight shock more easily. Inventory gives the buyer time to wait for a better lane or change origin. That does not eliminate cost increases; it can delay and spread them.

Truck, rail, barge and ocean: what can replace diesel-heavy trucking?
USDA’s grain-transport methodology uses the weekly U.S. average diesel price as a proxy for trucking cost and compares truck, rail, barge and ocean indicators. The practical comparison is not simply “which mode is cheapest.” A shipper must balance diesel intensity, distance, speed, route access, capacity, reliability during a shortage and the product’s perishability.
| Mode | Diesel exposure | Speed and flexibility | Route and capacity limits | Food fit and pass-through |
|---|---|---|---|---|
| Truck | High direct exposure because fuel powers every line-haul and local delivery mile. | Fastest door-to-door option; can reach farms, stores and facilities without a terminal. | Capacity depends on available drivers, tractors, trailers and fuel. A regional shortage can cause queues, canceled loads or rationing. | Best for perishables and short lead times, but fuel surcharges and spot-rate spikes can reach delivered prices quickly. |
| Rail | Usually lower diesel exposure per ton-mile than a truck, but still affected by locomotive fuel prices and accessorial charges. | Slower and less flexible; works best for planned, high-volume movements. | Requires sidings, terminals and drayage. Network congestion or limited refrigerated equipment can prevent substitution. | Useful for grains, packaged foods and some temperature-controlled freight when inventory can cover a longer transit time. |
| Barge | Low fuel use per unit moved on suitable waterways, reducing direct exposure on the water leg. | Slow and schedule-dependent. | Limited to navigable rivers, canals and ports; drought, locks, ice, terminal capacity or tow availability can constrain service. | Strong option for bulk grain and other nonperishables. Truck legs before and after the waterway still carry fuel costs. |
| Ocean | Ocean movement can be more energy-efficient per mile than trucking, but vessels, port equipment and inland connections still use fuel. | Slowest option and least suitable for urgent fresh food. | Requires port access, containers, customs clearance and dependable drayage or rail. Port disruption can erase the advantage. | Can diversify produce and ingredient supply when buyers can plan ahead; refrigerated and time-sensitive cargo face tighter constraints. |
Mode switching therefore reduces exposure only when the geography and product allow it. A rail or barge alternative may lower the line-haul fuel component while adding terminal handling, inventory carrying cost and a truck move at each end. For fresh food, the cost of a longer transit or an extra transfer may exceed the diesel saving.
Why a shortage is different from an ordinary diesel price increase
A price increase raises the cost of every gallon but normally leaves fuel physically available. Carriers can update surcharges, renegotiate lanes and continue dispatching, although at higher rates. A shortage combines price with uncertainty:
- Queues and detours: Drivers may travel farther or wait longer to refuel, reducing the number of loads a truck can complete.
- Rationing: A terminal or retailer may limit purchases, forcing fleets to prioritize medical, agricultural or contracted routes.
- Capacity withdrawal: A carrier may park equipment or decline low-margin loads when it cannot obtain fuel at a predictable price.
- Inventory hoarding: Shippers and wholesalers may order earlier or hold extra stock, temporarily increasing demand for trucks and storage.
- Service failures: Missed appointments can trigger spoilage, production stoppages or emergency shipments that cost more than the original plan.
These effects explain why freight rates can jump before a shortage appears in national food-price statistics. Contracts and retail prices adjust at different speeds, while a physical disruption can be concentrated in a few states or corridors.
How fuel shortages develop regionally
An amended Federal Motor Carrier Safety Administration emergency declaration dated May 23, 2025 described fuel shortages affecting Iowa, Kansas, Nebraska and South Dakota, with implications for agricultural operations and the national food supply. The declaration identified several simultaneous pressures:

- Unexpected demand during spring planting.
- Refinery conversion to summer fuel blends.
- Pipeline maintenance in important supply corridors.
- Terminal outages.
Because these constraints were regional, the effect depended on where a farm, elevator, processor or carrier could source fuel and whether an alternate pipeline, terminal or supplier was reachable. The declaration granted temporary hours-of-service relief to drivers moving motor fuels. That action illustrates a key policy response: regulators may allow additional driving time when fuel availability threatens essential movement, but extra legal driving hours cannot create fuel or repair a failed terminal.

The U.S. Energy Information Administration’s Short-Term Energy Outlook dated October 6, 2026, forecasts that U.S. distillate inventories will remain below the 2021–2025 average throughout its forecast period. It expects elevated diesel crack spreads and retail prices above $4 per gallon through 2027. This is a forecast, not proof that every region will experience a physical shortage.
Whether a national price problem becomes a local availability crisis depends on refinery outages, imports, pipeline constraints, seasonal demand and the condition of nearby terminals. A region can have expensive but available diesel, while another faces delivery limits even when the national average looks manageable. Shippers should therefore track local rack prices, terminal notices, carrier surcharges and transit reliability rather than relying on one national number.
How shippers and food businesses can reduce exposure
Separate fuel risk from capacity risk
Review contracts for the fuel-surcharge formula, adjustment frequency, minimum charges and rules for emergency accessorial fees. A predictable surcharge handles price volatility; it does not guarantee a truck during a physical shortage. Capacity commitments and backup carriers address a different risk.
Map every leg, not just the long haul
List farm pickup, plant transfer, warehouse replenishment, store delivery, port drayage and return miles. A shipment advertised as “ocean-sourced” can still be highly truck-dependent if the inland legs are long or if containers must be repositioned through a congested terminal.
Best Value
Build lawful mode and origin options
For grains and shelf-stable products, evaluate rail or barge where terminals and inventory time permit. For imported produce, compare an ocean route with domestic alternatives while accounting for cold-chain reliability. Multiple growing regions and approved suppliers can reduce dependence on one fuel corridor.
Use inventory strategically
Extra days of stock can protect a processor from a missed truck, but perishables have limited storage lives and inventory itself costs money. The appropriate buffer depends on shelf life, replenishment frequency and the probability of a regional outage.
Protect cold-chain decisions
Specify temperature requirements, appointment windows, reefer-fuel responsibility and procedures for a delayed load. Paying for a reliable refrigerated move can be cheaper than losing an entire shipment, but the decision should be made before a queue forms.
What consumers should expect at the store
Consumers will not see a uniform “diesel surcharge” on every item. Retailers receive invoices at different times, use different suppliers and may absorb or spread freight increases across categories. Fresh, seasonal items from a narrow supply region can change price quickly, while shelf-stable goods with existing inventory may adjust later.
Substitution is also a market response. A retailer may feature produce from another growing region, change package sizes or promote frozen and canned alternatives when a fresh route becomes unreliable. Those changes reflect logistics constraints as much as farm supply.
Bottom line
Diesel shortages raise shipping and food costs because trucking dominates agricultural distribution, and a shortage can reduce freight capacity as well as increase the price of fuel. USDA’s historical estimate of a 20%–28% short-term wholesale-produce response to a 100% diesel-price increase shows the potential scale, but the result varies by commodity, route, season, imports and available substitutes. Rail, barge and ocean transport can diversify exposure when geography, timing and product requirements allow; none removes the need for fuel-dependent first- and last-mile movement. The EIA’s October 2026 forecast points to continued diesel-market pressure through 2027, while regional conditions will determine where that pressure becomes an actual supply disruption.
