Data centers can warm nearby buildings by capturing heat produced by servers, using heat pumps to raise its temperature when needed, and sending hot water through a district-heating network. The method is most practical when a data center is close to a suitable network and customers who need heat. Recoverable heat is not the same as heat actually captured or delivered: distance, equipment, demand, investment and operating arrangements all affect what a project can supply.
How do data centers use waste heat to warm nearby buildings?
Servers and other electrical equipment consume electricity, and nearly all of that energy eventually becomes heat. A data center has to remove that heat to keep its equipment within operating conditions. Instead of rejecting all of it to the surrounding air or another cooling system, a recovery project can capture some of the heat and put it to use.

The basic route is: server equipment → cooling system → heat recovery equipment → heat pump, if needed → district-heating pipes → connected buildings. Heat is transferred to water, which can be circulated through insulated pipes. At a building, heat from the network is transferred to the building’s heating system.

Why does a project need a heat pump and a heating network?
The heat may need a temperature upgrade
Heat that has been removed from data-center equipment may not be hot enough to supply a district-heating network directly. A heat pump uses electricity to raise the heat to a more useful temperature. This makes otherwise low-temperature heat more suitable for a network, although the heat pump’s electricity use is part of the project’s energy and climate accounting.
Whether a heat pump is needed, and how the system is configured, depends on the temperature of the available heat and the temperature the network requires. District-heating systems differ in their operating conditions. The IEA’s district-heating research includes comparisons of data-center heat recovery across different generations of networks, underscoring that integration depends on network design rather than on a single universal setup. Pipes connect the heat source to customers
A heat source on a data-center site does not, by itself, warm homes. The heat must be transported to buildings that can use it. In a district-heating system, insulated pipes carry hot water from the source to connected customers; the network operator coordinates how heat from the data center fits with other sources and demand.

If there is no suitable network nearby, a project may need new pipes. The farther a connection must reach, the more infrastructure it requires, and the more important it becomes to have enough customers and dependable heat demand along the route. The IEA notes that some of the largest data centers are not close to existing district-heating networks and would need new, long-distance piping. IEA: Energy and AI
How much data-center heat can be used?
Three quantities matter, and they should not be treated as interchangeable:
- Potentially recoverable heat: the share of the energy that could be made useful with appropriate equipment. The IEA’s estimate is around 70–80% of data-center electricity consumption when heat pumps are used.
- Heat captured: the portion a particular facility’s equipment and project actually recover.
- Heat delivered: the portion that reaches connected buildings and is useful when they need it.
The gap between these quantities is why a large theoretical heat resource does not automatically translate into a large heating supply. Cooling design, heat-pump requirements, network access, customer demand and the project’s operating arrangements all shape the delivered amount.

What real projects and potential estimates show
Examples illustrate different levels of evidence: an existing contribution, an expected supply from planned facilities and a modeled regional potential. They cannot be compared as if each were a measured annual delivery from an operating project.
| Example | What the IEA reports | How to interpret it |
|---|---|---|
| Stockholm, Sweden | More than 20 data centers supply 1.5% of the city’s district-heating needs. | An existing contribution reported by the IEA; it shows that data centers can form part of a city heat supply, not that they meet most of it. |
| Espoo, Finland | A cluster of new data centers is expected to provide enough heat for around 100,000 homes. | An expectation reported by the IEA, not a measured result from completed operations. |
| European buildings within 5 km of data centers | Up to 300 TWh of space heating by 2030, if data-center heat is fully integrated into district-heating networks; the IEA says this could equal around 10% of European homes. | A modeled potential with a specific distance and integration condition, not current heat delivery. |
The Stockholm and Espoo figures come from the IEA’s commentary on district heating; the regional estimate is likewise conditional on full integration within the stated five-kilometre range. IEA commentary and examples
Scale also needs context: the IEA reports that European space-heating demand is more than nine times the total waste heat of all data centers worldwide. Recovery can make a meaningful local contribution where the infrastructure and demand align, but data-center heat cannot meet Europe’s total heating demand. IEA: Energy and AI
What determines whether a data center can heat nearby buildings?
Distance and the cost of connecting
The closer a data center is to a usable district-heating network or heat customer, the less new pipe infrastructure may be needed. A nearby customer is not enough if there is no practical route or network connection; a long-distance connection requires investment that has to make sense against the amount and value of heat delivered.
Heat temperature and network conditions
The available heat’s temperature and the network’s operating temperatures influence how much upgrading is required. A heat pump can make lower-temperature heat useful, but the project must account for the equipment and electricity needed to reach the network’s requirements. Networks with different designs may therefore offer different integration opportunities.

Data-center cooling produces heat while the facility operates, whereas building-heating demand changes with season and time. A project needs customers who can use the available heat when it is supplied, or a broader network arrangement that can accommodate the difference. Being near homes does not mean a data center will meet their heating demand all year.

Access, tariffs and responsibilities
Connecting a heat source involves more than installing equipment. The data-center operator, heat-network operator and customers need workable arrangements for access, costs, heat supply and operation. The IEA identifies business models and tariff structures as challenges when integrating recovered heat into existing networks. IEA commentary on district-heating opportunities
Who pays, and what does a connection cost?
There is no single project cost that can be applied to every data center. A retrofit using an existing network connection is different from a project that must build a long new pipe route, install heat-recovery equipment and add or upgrade a large heat pump. The IEA identifies investment, business models and tariffs as factors in integration, but its cited examples do not establish a standard price or a universal payback period.
In practice, the parties need to decide who funds the connection and equipment, who operates them, how heat is priced, and what happens when heat supply or demand changes. Those arrangements matter because the data center may provide a steady source while customers’ requirements vary. A technical opportunity becomes a viable project only when these responsibilities and the value of the delivered heat can be agreed.

If available heat is already at a temperature a nearby customer or network can use, direct use may avoid some heat-pump electricity. If the source temperature is too low, a heat pump can raise it, but the project then needs electricity and equipment sized for the network’s requirements. The choice is site-specific: it turns on the source temperature, the customer’s needs and the network’s operating conditions, not simply on whether waste heat exists.
Does recovered data-center heat reduce emissions?
It can displace another source of heat, but the climate benefit depends on what source is displaced and on the electricity used by the heat pump. If the heat pump consumes electricity, that use belongs in the comparison; if the recovered heat replaces a different heating supply, the effect depends on that alternative. The mere presence of heat recovery does not establish that a project is zero-carbon or emissions-free.
A useful assessment therefore asks what heat supply would otherwise serve the connected buildings, how much heat the project actually delivers, and how much electricity the recovery equipment requires. Those factors determine whether the recovered heat changes the overall energy and emissions picture.

How policy and network planning fit in
Heat recovery is also part of wider data-center energy-performance and planning discussions. The European Commission’s data-center energy-performance page describes EU reporting and policy work that includes tracking sustainability and promoting reuse of waste heat in nearby facilities and heat networks. Specific compliance requirements can change, so consult the Commission’s current page for the applicable rules rather than assuming one general requirement applies to every facility. European Commission: Energy performance of data centres
For a proposed project, the practical sequence is to establish the heat available from the data center, identify a network or customers able to use it, determine the temperature and connection requirements, and agree how costs and operations will be handled. A regional estimate of potential is not a substitute for those site-specific checks.
A practical way to evaluate a heat-reuse proposal
- Establish the source: determine how the facility’s cooling system carries heat away and what portion can realistically be captured by the proposed recovery equipment.
- Check the temperature match: compare the source temperature with the customer or district network’s requirements, then establish whether direct use is feasible or a heat pump is needed.
- Map the route and demand: identify an existing network or customers, the pipe connection required, and whether the buildings need heat at the times it is available.
- Agree the commercial and operating model: clarify network access, investment, tariffs, responsibilities and how supply is coordinated with other heat sources.
- Assess the actual outcome: distinguish heat that could be recovered from heat captured and heat delivered, then account for heat-pump electricity and the source of heat displaced.
This sequence also helps compare proposals fairly. An operating project’s delivered heat is different evidence from an announced forecast, while a regional model is a scenario rather than an individual project. Likewise, a site connected to an existing network is not directly comparable with one that needs new long-distance piping. Each comparison needs to retain its geography, status, temperature assumptions and connection conditions.
What data-center waste heat can—and cannot—do
Data-center waste heat is a possible local heat source, not a ready-made heating system. Servers generate a substantial stream of heat; heat pumps can upgrade some of it; and district-heating infrastructure can carry it to buildings. Whether that chain produces useful heat depends on the fit between facility, equipment, network and customer demand.
For readers evaluating a claim about a project, the key distinction is its status and scope: is the figure a modeled potential, a forecast for planned facilities, or heat already delivered by operating systems? The answer determines what the number actually demonstrates.
Frequently Asked Questions
Can data center heat warm homes?
Yes, where heat can be captured, brought to a useful temperature and delivered through a suitable network or connection. The IEA reports that more than 20 data centers supply 1.5% of Stockholm’s district-heating needs. That example does not mean every data center is suitable or that heat will cover a home’s needs year-round.
Best Value
How does data-center waste heat get into district heating?
A cooling system carries heat away from servers; recovery equipment transfers some of it to a useful medium, and a heat pump may raise its temperature to meet network requirements. Insulated pipes then transport hot water to connected buildings, where heat is transferred to building systems.
Does every data center need a heat pump?
No universal configuration applies. A heat pump is used when the available heat is too cool for the customer or network. Whether it is needed depends on source and network temperatures; its electricity use is also part of the project’s energy and emissions assessment.
Is the estimate of 300 TWh already being delivered to European homes?
No. The IEA describes up to 300 TWh of space heating by 2030 as a modeled potential for European buildings within 5 km of data centers, if heat is fully integrated into district-heating networks. It is not a measure of current delivered heat.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →What is the main obstacle to using data-center heat?
There is no single obstacle. Distance from a network, the need for new pipes, temperature requirements, demand timing, investment, tariffs and agreement on operating responsibilities can all determine whether a project is practical.
Does waste-heat recovery automatically make heating carbon-free?
No. The net climate effect depends on the electricity used by heat pumps and the heat source that recovered heat displaces. Heat recovery alone does not prove that heating is zero-carbon or emissions-free.
The Bottom Line
Data centers can provide useful heat to nearby buildings, but only when capture equipment, temperatures, a network or customer, demand, investment and operating arrangements line up. Treat IEA estimates and forecasts according to their scope and status: potential recoverable heat is not the same as heat already delivered.
