How Data Centers Affect Rural Power, Water, and Broadband

Data centers can bring investment to rural communities while increasing local demands on power, water, and infrastructure. The effects depend on facility design, local capacity, utility rules, and enforceable public commitments.

Data centers can bring investment, construction work, and tax revenue to rural areas, but they can also place substantial demands on electricity, water, land, and public services. Whether a project helps or burdens a particular community depends on its design, local utility and water capacity, the way costs are allocated, and the terms local officials can make enforceable.

What a data center can mean for a rural community

A data center’s national footprint does not predict what one facility will do to a particular town. Local effects depend on the facility’s power needs and cooling system, the capacity of nearby infrastructure, applicable utility rules, local resource conditions, and any incentives or commitments negotiated with the developer.

That makes the practical question less about whether data centers are universally good or bad and more about who receives the benefits, who bears the costs, and what the community can verify. Brookings’ March 2, 2026 research summary puts it this way: “the central question is not simply whether data centers are ‘good’ or ‘bad,’ but how benefits and risks get allocated—and what forms of governance, local authority and planning, and transparency can help local leaders maximize the local benefits while protecting community interests.”

Power: national growth does not determine local bills

Data centers use large amounts of electricity, but national estimates cannot tell a rural customer whether a specific project will raise their bill or affect reliability. That depends on local grid capacity, needed upgrades, when they are built, the utility’s rate-setting rules, and how costs are assigned among the developer and other customers.

What the national figures do—and do not—show

A 2026 U.S. Geological Survey synthesis reports that data centers accounted for nearly 2% of U.S. electricity consumption between 2014 and 2018. It also reports a projection that their share could rise from 2% to 6.7–12% of total U.S. electricity use by 2028. That is a reported projection range, not a confirmed outcome, and neither figure measures the impact on a particular rural utility.

The same 2026 USGS synthesis reports a U.S. Department of Energy estimate that the country will need, on average, 57% more energy transmission infrastructure by 2035 to account for growing electricity demand, including demand associated with development such as data centers. This national estimate is not a forecast of the upgrades or costs for a specific project.

Who pays for grid upgrades?

New transmission lines and substations may be needed to serve a large facility. Whether their cost falls on the developer, the utility, or other ratepayers depends on the project agreements and local utility rules. Brookings identifies grid readiness, upgrade timing, cost allocation, regulation, and rate-setting as key local issues; without the relevant tariff and utility evidence, it is not possible to say that a particular project will necessarily increase or reduce customer bills.

As the first-stage filter in the whole house filtration system, it protects your post-filters, water appliances, pipes, bathroom, and kitchen faucets and shower fittings from clogging, providing a more reliable filtered water supply for your home.
  • LONG-LIFE FILTER: Our high dirt-loading capacity sediment filters can last up to 15,000-20,000 gallons. The filtered capacity and change-out cycle depends on the inlet water quality. Replace the filter at least every six months to maintain performance.

A 2026 congressional hearing record illustrates the competing claims: community concerns included electricity prices and grid pressure, while a developer representative described paying for transmission and substations and potentially contributing infrastructure that could serve other community members. These are statements made in a hearing, not independently verified evidence of what projects generally do.

Water: cooling choices involve tradeoffs

There is no single water-use figure that applies to every data center. Cooling technology, the source of water, facility operations, and local supply conditions all matter. The 2026 USGS synthesis says water-based cooling can save electricity while increasing water use, a tradeoff that can be especially consequential where supplies are constrained.

The 2026 congressional hearing transcript includes testimony about freshwater stress and discussion of closed-loop and recycled-water approaches. Those examples show that technologies and claims vary; they do not replace facility-specific disclosures or local hydrology and water-supply data.

What to ask about a proposed facility

  • Cooling design: Which system will the facility use, and how does it operate under local seasonal conditions?
  • Water source and volume: Where will water come from, and what are the expected annual and peak-day withdrawals?
  • Wastewater: How will used water be handled, treated, or discharged?
  • Local supply: How do projected demands fit with seasonal availability, existing users, and local supply constraints?

These questions are more useful than applying a generic estimate to a facility whose design and location are not yet known.

Broadband: do not assume residents will get better service

Rural areas can lack adequate high-speed broadband, a need acknowledged in the 2026 congressional hearing record. But the sources cited here do not establish that siting a data center automatically expands last-mile broadband access for nearby residents or businesses. A facility’s own connectivity is not, by itself, a public broadband benefit.

Count broadband as a community benefit only when there is a specific, funded public-facing network commitment. Residents and officials should establish where service will be available, who can use it, what it will provide, and when it is expected to arrive. Brookings identifies transparency and allocation of benefits as important local governance questions; a project-specific network promise needs to be assessed on its actual terms.

Jobs, investment, and public revenue

Brookings reports mixed local experiences. Construction can create a temporary surge in activity, but permanent job totals, job quality, and the ability of local residents to qualify for those jobs vary. Investment announcements and construction employment should not be treated as proof of durable local prosperity.

Fiscal outcomes also depend on incentives, negotiated payments, and developer partnerships. The relevant question is not just how much a project is valued at, but what revenue the community is likely to retain after incentives and what public costs or obligations accompany the deal. The 2026 hearing record contains competing views on local economic development and infrastructure costs; estimates and promises made by witnesses should remain attributed to those speakers rather than treated as settled outcomes.

How to compare a proposal and negotiate tangible terms

Before a town approves a project or commits public resources, officials and residents can request information and written terms across several areas. Brookings emphasizes transparency, governance capacity, and how costs and benefits are distributed.

  • Power: Requested load, existing grid capacity, upgrade schedule, responsibility for transmission and substations, applicable rate class, and protections for other utility customers.
  • Water: Cooling design, source, annual and peak use, wastewater handling, and fit with seasonal and local supply conditions.
  • Broadband: Whether a public deployment is funded, its service area, eligibility, service details, and delivery timeline.
  • Economic terms: Construction and permanent jobs considered separately, wages and skills, local hiring and procurement, tax incentives, and expected net fiscal effects.
  • Community safeguards: Public disclosure, zoning and approval process, emergency-response and infrastructure needs, and enforceable community-benefit commitments.

New Jersey announced a jurisdiction-specific approach in 2026: semiannual reporting by data center owners and operators on energy and water use—including energy used for cooling and IT, peak daily water use, water sources, and on-site and backup power—and municipal guidance on community benefits such as infrastructure, emergency response, schools, and workforce development. This is an example of one state’s announced actions, not a national rule; check current state requirements before relying on it or applying it elsewhere.

For any negotiated benefit, specify the responsible party, funding, timeline, measurable deliverable, public reporting, and remedy if the commitment is not met. A promise without these terms is difficult for residents to assess or enforce.
